MINUTES PUBLIC HEARING BOARD OF MAYOR AND BURGESSES NOVEMBER 3, 2011 1. Mayor Robert A. Mezzo declared the Public Hearing open at 6:05 p.m. with the following in attendance: BURGESSES: PRESS: T. K. Rossi, arrived 6:10 p.m. L. Jackson R. DeRosa M. Bronko R. Neth E. Gugliotti R. Burns R. San Angelo A. Malik M. Ciacciarella P. Scully, Sr. C. Ernsky RESIDENTS: Five OTHERS: R. Krzykowski, EDC J. Taf, Former Mayor A. Bottinick, CRC D. Cronin, ZBA R. Merancy, WPCA N.W. Hess III, Attorney 2. Mayor Mezzo led in the Pledge of Allegiance to the flag. 3. Mayor Mezzo announced the Public Hearing was for the specific purpose of receiving comments, questions and suggestions from the public regarding the contents of the Draft Report prepared by the Charter Revision Commission. The Draft Report contains proposed charter amendments and other comments associated with the Charter of the Borough of Naugatuck and/or the Special Acts pertaining to the Borough of Naugatuck. A legal notice appeared in the Republican American Newspaper on October 27, 2011 and October 30, 2011. The hearing was recorded and everyone was given an opportunity to speak. 4. Mayor Mezzo asked for comments from the public after they stated their name and address. M. Mormile The concept of a Town Manager Form of Government was rejected in the past. May election is unique, against changing to November. He is opposed to changing the term for mayor. K. Green Opposed to the Town Manager Form of Government. J. Taf Opposed to the Town Manager Form of Government, people are against it. It is a good idea to change the term of the mayor to a four year term. Changing to a November election would be better for a new board. They would not have to adopt a budget from the previous board. R. Krzykowski In favor of increasing the term for mayor and moving the election to November.  -2- Minutes – Board of Mayor and Burgesses Public Hearing – November 3, 2011 V. Donnelly Meeting should have been postponed because people are still without power. She is not in favor of the Town Manager Form of Government. The mayor’s term should stay at two years. M. Mormile Opposed to appointing instead of electing a Tax Collector. The Town Clerk should be an appointed position. 5.
