BOARD OF MAYOR AND BURGESSES
OCTOBER 2, 2012
1. Mayor Robert A. Mezzo called the regular meeting to order at 7:00 p.m. with the
following in attendance:

2. Mayor Mezzo led in the Pledge of Allegiance to the flag.
3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully the Board of Mayor and Burgesses approve the
minutes of the regular meetings of August 7, 2012 and
September 4, 2012. Each member received copies for review.
4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses approve
the monthly reports of September. Each member received copies
for review.
5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses recess to
the Retirement Board at 7:01 p.m.
Mayor Mezzo reconvened the meeting at 7:04 p.m.

7. Burgess Comments – Open Topic
Deputy Mayor Rossi will be running in her first marathon and is asking for
donations to the Ecumenical Food Bank. She thanked the community for their
outpouring of support. The Deputy Mayor will be waiting on tables along with
Burgess Ciacciarella for the Valley Goes Pink Fundraising Event to benefit
Griffin Hospital on October 25th, 6 p.m. at Jesse Camille’s Restaurant. She
thanked the Fire and Police Departments, Deputy Chief Murray and Lieutenant
Harrison for their contributions to a phenomenal Safety Preparedness Day.

Burgess Bronko said he had a discussion with Mary Davis from the Naugatuck
Garden Club regarding a location to hold their monthly meetings. The club would
like to hold their meetings at the Naugatuck Senior Center in the evenings.
8. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses add to
the agenda a discussion/possible action regarding a Memorandum
of Agreement between the Borough of Naugatuck and the
Naugatuck Supervisors Chapter 90 CSEA Inc. SEIU AFLCIO
Local 760.
9. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses authorize
Mayor Mezzo to sign a Memorandum of Agreement and any
documents related thereto between the Borough of Naugatuck and
the Borough of Naugatuck Supervisors Chapter 90 CSEA Inc.
SEIU AFLCIO Local 760.
10. Mayor Mezzo reappointed Wendy Hozer, 140 Fulkerson Drive #13A,
Waterbury, CT 06708 as a regular member of the Mayor’s Commission for the
Handicapped, term to expire October 1, 2015.
11. Mayor Mezzo shall reappoint Elizabeth Jarvis, 61 Clark Road, Naugatuck, CT
06770 as a regular member of the Mayor’s Commission for the Handicapped,
term to expire October 1, 2015.
Motion tabled.
12. Mayor Mezzo reappointed Jeff Laliberte, 397 Cherry Street Ext., Naugatuck, CT
06770 as a regular member of the Mayor’s Commission for the Handicapped,
term to expire October 1, 2015.
13. Mayor Mezzo reappointed Maria Fidalgo, 29 Woodruff Avenue, Naugatuck, CT
06770 as a member of the Naugatuck Housing Authority, term to expire
October 1, 2017.
14. Mayor Mezzo appointed Reverend Bruce Wood, 53 Conrad Street 34E,
Naugatuck, CT 06770 as a member of the Naugatuck Housing Authority, filling
the unexpired term of E. Russell, term to expire October 1, 2015.
15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses approve
the reappointment of Bachan Chawla, 1087 May Street,
Naugatuck, CT 06770 as a member of the Naugatuck Valley
Health District, term to expire October 1, 2015.

16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses approve
the reappointment of Mary Connolly, 27 Carolyn Circle,
Naugatuck, CT 06770 as a member of the Naugatuck Valley
Health District, term to expire October 1, 2015.
17. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses approve
the reappointment of Maria DaSilva, 171 Lorann Drive,
Naugatuck, CT 06770 as a member of the Human Resource
Development Board, term to expire October 1, 2015.
18. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses approve
the reappointment of Robert Genovese, 157 Birch Lane,
Naugatuck, CT 06770 as a member of the Human Resource
Development Board, term to expire October 1, 2015.
19. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses approve
the reappointment of Attorney Neal Hanlon, 1204 Winslow
Drive, Watertown, CT 06795 as a member of the Human
Resource Development Board, term to expire October 1, 2015.
20. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses authorize
Mayor Mezzo to enter into any agreements or legal documents to
achieve the acquisition of a private parcel of property located
near or at 144 Auburn Street property pending review and
approval of borough attorney for a nominal cost.
21. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses refer the
proposed Temporary Access and Construction Easement and
Maintenance Agreement for 235 Millville Avenue to the
Planning Commission for a report pursuant to Section 8-24 of the
General Statutes.
22. Recycling Coordinator Sheila Baummer gave the borough board an update on the
Municipal Solid Waste contract with CRRA which expires on November 15,
2012. CRRA is experiencing financial issues. They lost customers and are not
making as much electricity. Mrs. Baummer feels confident having Mayor Mezzo
sign the five year short tier contract with CRRA for $62.50 per ton which is lower
than the current $69 per ton. Attorney Fitzpatrick explained we have favored
nation status. Even though it is a five year short term contract, we have to be
offered the best rate that is offered to any other municipality.

23. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses
authorize Mayor Mezzo to execute all contracts and related
documents between the Naugatuck Visiting Nurses Association
and Aetna Insurance as recommended by Visiting Nurses
Association Director Theresa Stieber.
24. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses authorize
Mayor Mezzo to extend Police Chief Christopher Edson’s
current contract to October 31, 2012.
25. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses approve
the bid for “IP Camera System for the New Impound Lot at the
Naugatuck Police Department” to Northeastern Communications
Inc., 7 Great Hill Road, Naugatuck, CT 06770 in the amount of
$12,412 as recommended by Deputy Chief of Police Joshua
Bernegger.
26. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses approve
the bid for “Tire Changer, Wheel Balancer and Compressor” to
AutoZone, Inc., 72 Bridge Street, Naugatuck, CT 06770 in the
amount of $5,584.99 as recommended by Deputy Chief of Police
Joshua Bernegger.
27. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses approve
the bid for “High Visibility Double Yellow Traffic Markings” to
Atlantic Pavement Marking Inc., 15 Industrial Road, Prospect, CT
06712 in the amount of $.0585 install/per foot and $308.88
install/per mile as recommended by Deputy Chief of Police Joshua
Bernegger.
28. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses approve
the bid for “Naugatuck Senior Center Heating System
Upgrade” to VI Mechanical Services, 1022 Elm Street, Rocky
Hill, CT 06067 in the amount of $11,192.43 as recommended by
Public Works Director James Stewart.

29. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses refer to
the Joint Boards of Mayor and Burgesses and Board of Finance a
transfer request of $11,000.00 from Contingency to the Fire
Department for the repair of the ladder truck as recommended by
Fire Chief Kenneth Hanks.
30. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses refer to
the Joint Boards of Mayor and Burgesses and Board of Finance the

34. Burgess Comments/Sub-Committee Reports
Deputy Mayor Rossi said the Fire Department responded to 98 incidents in
September. Chief Hanks met with the high school renovation committee and
reported the school will have a full sprinkler system and smoke detectors when
completed. There will be an NEDC Business to Business Expo on October 17th
hosted by Pennsylvania Steel. The Carriage House Account Committee will
purchase storage cabinets for $7,200. The Deputy Mayor said the EMS Advisory
Committee will be reporting directly to the Board of Mayor and Burgesses with
their activities and findings. The SPAN process is underway to secure a candidate.
Mayor Mezzo said the railing Burgess Bronko requested to assist visitors at the
front entrance of town hall has been installed. The Mayor clarified the roles the
borough board plays with regard to borough employees.

Burgess Burns said the VNA meeting he attended was a well run meeting. He
brought up the sidewalk issue at 190 Cherry Street. Burgess Burns thanked Jim
Stewart for his help with street lights.

by Burgess Scully to adjourn the meeting at 8:23 p.m.

proposed Temporary Access and Construction Easement and Maintenance
Agreement for 235 Millville Avenue to the Planning Commission for a report
pursuant to Section 8-24 of the General Statutes.
20. Update from Recycling Coordinator Sheila Baummer regarding the Municipal
Solid Waste (MSW) and Recycling Contracts.
21. Motion by Burgess that the Board of Mayor and Burgesses
authorize Mayor Mezzo to execute all contracts and related documents between
the Naugatuck Visiting Nurses Association and Aetna Insurance as
recommended by Visiting Nurses Association Director Theresa Stieber.

Naugatuck Police Department” to Northeastern Communications Inc., 7 Great
