MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES SEPTEMBER 4, 2012 1. Mayor Robert A. Mezzo called the regular meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: RESIDENTS: Eight T. K. Rossi L. Jackson M. Bronko R. Neth R. Burns R. Murray, Deputy Fire Chief E. Carter, Mayoral Aide K. Hanks, Fire Chief 2. Mayor Mezzo led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the monthly reports of August. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns to recess to Executive Session at 6:03 p.m. for discussion on the following: Strategy and Negotiations (EMS Services Contract), Real Estate (Issues related thereto and Downtown Properties) and Personnel (Police Chief and Director of Public Works). No one outside of the board was invited in. Mayor Mezzo reconvened the meeting at 7:00 p.m. 5. The following motion emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute any and all documents leading to the resolution of the Renaissance Place Development Agreement. 6. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses recess to the Retirement Board at 7:03 p.m. Mayor Mezzo reconvened the meeting at 7:06 p.m.  -2- Minutes – Board of Mayor and Burgesses – Regular Meeting – September 4, 2012 7. Public Comment – Open Topic Residents spoke in favor and against the formation of a Conservation Commission Ordinance. A resident questioned the lack of guidelines for door to door solicitation. 8. Burgess Comments – Open Topic Burgess Ciacciarella questioned the status of the Pedestrian Greenway Project. Burgess Scully hoped everyone had a wonderful Labor Day weekend. He thanked everyone involved with putting on a fantastic Sao Paio Festival. Deputy Mayor Rossi thanked the Portuguese Club for another successful weekend. She congratulated Mingo Branco as Mayor for the Day. TRIAD is going to be participating in a National Preparedness Event on September 23rd at the high school. Burgess San Angelo said the Missing Persons Vigil was held on the green. He thanked the Mayor and the Mayor’s Aide for their assistance. Congressman Murphy came to show his support even though it is not in his district. A special thank you to Facilities Director Mike Massicotte. Anytime he is asked, he is always there to help. 9. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses approve the reappointment of Elma Solomon (D), 228 Crestwood Drive, Naugatuck, CT 06770 as a regular member of the Park Commission, term to expire September 1, 2017. 10 Motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the bid for “New Roof, Siding and Windows at Animal Control Facility” to AVT Construction, 558 Hanover Street, Meriden, CT 06450 in the amount of $26,250 as recommended by Deputy Chief of Police Joshua Bernegger. P. Scully and R. Neth opposed. 11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to sign all documents regarding the annual Equitable Sharing Agreement and Certification as recommended by Police Chief Christopher Edson. 12. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the bid and authorize the Mayor and/or Controller to sign and execute any documents and/or agreements related to the lease/purchase of “Two (2) 2012 or Newer Ford F350 2-3 yd. Dump Trucks” to Interstate Ford Truck Sales, 45 Brainard Road, Hamden, CT 06114 in the amount of $52,440 each as recommended by Public Works Director James Stewart.  -3- Minutes – Board of Mayor and Burgesses – Regular Meeting – September 4, 2012 13. Motion by Burgess Ciacciarella and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the Conservation Commission Ordinance as written. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses hereby proclaims September 2012 as National Preparedness Month, and encourages all citizens and businesses to develop their own emergency preparedness plan, and work together toward creating a more prepared society. 15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses proclaim the week of September 17-23, 2012 as Constitution Week in the Borough of Naugatuck. 16. Public Comment A resident stated she was disappointed the formation of a Conservation Commission was not passed. 18. Burgess Comments/Sub-Committee Reports Burgess Neth said construction at the high school should begin in March 2013. He said the paperwork is currently in the state’s hands. The state is questioning the ownership of the high school property. Deputy Mayor Rossi said the Fire Department responded to 135 incidents in July and 172 incidents in August with 71 of the incidents on August 1st due to the storm. She said the department has instituted a new procedure for pump outs. It will no longer be on a first come first serve basis. Each case will be evaluated and assigned by priority. Burgess Burns congratulated the Portuguese Club for a fine event. He discussed the situation with a sidewalk at 190 Cherry Street. Burgess Jackson said Youth Services will be holding a Wine Tasting Fundraiser at Jesse Camille’s on September 28th. The Park Commission will be holding a bike race along the river on September 23rd. 19.
