MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES AUGUST 7, 2012 1. Mayor Robert A. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meeting of July 3, 2012. Each member received a copy for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of July. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth to recess to Executive Session at 6:01 p.m. for discussion on the following: Strategy and Negotiations (EMS Services Contract), Real Estate (Issues related thereto and Downtown Properties), Collective Bargaining (Police Bargaining Unit and Chapter 90 – Animal Control Officer) and Personnel (Employment Agreement – Chief of Police) inviting in Attorney N. Grello, Attorney E. Fitzpatrick, Police Chief C. Edson and Controller W. McAllister.  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – August 7, 2012 Mayor Mezzo reconvened the meeting at 7:23 p.m. 6. The following motions emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into a Memorandum of Agreement between the Borough of Naugatuck and the Borough of Naugatuck Supervisors Chapter 90 CSEA Inc. SEIU AFLCIO Local 760. C. Ciacciarella was not present for the vote. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into a Collective Bargaining Agreement between the Borough of Naugatuck and AFSCME, Council 15, AFLCIO Local 1126 for the time period of July 1, 2012 through June 30, 2015. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to extend Police Chief Christopher Edson’s current contract to September 30, 2012. 7. Public Comment – Open Topic Residents spoke in favor and against the formation of a Conservation Commission. 8. Burgess Comments – Open Topic Burgess Scully congratulated Burgess Ernsky for being appointed to the State of Connecticut Permanent Commission on the Status of Women. Deputy Mayor Rossi is saddened by the passing of Youth Services Director Jane Lobdell. She said Jane was a tireless champion for our community and her absence is a great loss. She thanked Chief Hanks, Chief Edson, Fran Dambowsky, Ellen Murray, Bob Roland and Jim Stewart for participating in the Emergency Operation Center drill. Our new liaison for CL&P also participated in the drill. The Deputy Mayor believes CL&P doesn’t understand the problems Naugatuck faces during power outages. She thanked Jim Stewart, Bob Roland, Chief Hanks, Chief Edson, the Public Works Department and Emergency Management for their amazing efforts with the storm last week. Everyone was professional and diligent. She also thanked the Mayor for leading our community through the crisis. Burgess Bronko said he is saddened by the passing of Jane Lobdell. He asked the Mayor what is being done to find a replacement for her.  -3- Minutes – Board of Mayor and Burgesses Regular Meeting – August 7, 2012 9. Motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the bid for “Flooring at Naugatuck Police Department” to Valley Floor Covering, 562 Rubber Avenue, Naugatuck, CT 06770 in the amount of $5,874.00 as recommended by Police Chief Christopher Edson. Mayor Mezzo abstained. For the record: Mayor Mezzo “I’m going to abstain. My wife engaged this company for work at our home, just for the record, so I’m not participating in the vote for that.” 10. Motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute any documents related to the lease/purchase agreement for a “Voice Recorder for the Police Department” to BEI, Inc., 1492 Highland Avenue Unit 4, Cheshire, CT 06410 in the amount of $21,076.00 for equipment and installation costs and $7,720.03 annually for the five year lease cost and warranty as recommended by Police Chief Christopher Edson. Mayor Mezzo opposed. 11. Zoning Commission Chairman Joseph Savarese and Commissioner Sally Brouillet discussed signage on borough property. A subcommittee of the Zoning Commission was formed to assess the sign situation by dividing the borough into three sections: New Haven Road, Rubber Avenue and Route 68. They’re concerned with the appearance of various types of signs and the locations to where they are posted. The commission is working to bring the current zoning regulations in line. Mr. Savarese doesn’t think it is good idea to advertise on borough owned property. He said a standardized format with defined locations needs to be instituted. The Adopt-A-Spot program has to be careful so it doesn’t get out of hand. Once new zoning regulations are implemented, there will be a transition period for businesses to conform to the new regulations. He asked the borough board for their input. Consensus was that no signs, political or not, should be allowed on borough property except for Adopt-A-Spot signs. 12. Mayor Mezzo appointed Kate Balanda, Chemtura, 12 Spencer Street, Naugatuck, CT 06770 as a member of the Local Emergency Planning Committee (LEPC/NEMAC). 13. Mayor Mezzo confirmed the following members to an EMS Advisory Committee as previously authorized: Dr. Stanley Dudrick Naugatuck Police Chief Christopher Edson Naugatuck Fire Chief Kenneth Hanks Finance Board Member Matthew R. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related documents with Behavioral Health Consultants LLC and the Borough of Naugatuck regarding professional services rendered in connection with the Employee Assistance Program (EAP) for 7-1-12 through 6-30-13 as recommended by the Human Resources Department. R. Neth and R. San Angelo were not present for the vote. 15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related documents with PoliceApp.com regarding a service agreement that allows the Borough of Naugatuck to access the website for job recruitment and application review tools as recommended by the Human Resources Department. R. Neth and R. San Angelo were not present for the vote. 16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the bid for the “Replacement of Septic System at East Side Fire Station” to M. Mancini LLC, 395 Como Avenue, Waterbury, CT 06708 in the amount of $14,823.00 as recommended by Fire Chief Kenneth Hanks. R. Neth and R. San Angelo were not present for the vote. 17. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the bid for the “Window Replacement and Repair at Naugatuck Fire Headquarters” to AVT Construction, Inc., 558 Hanover Street, Meriden, CT 06451 in the amount of $13,790.00 as recommended by Fire Chief Kenneth Hanks. R. Neth and R. San Angelo were not present for the vote. 18. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the bid for the “HVAC Unit at Naugatuck Fire Headquarters” to MJ Daly Construction, 110 Mattatuck Heights, Waterbury, CT 06705 in the amount of $18,946.00 as recommended by Fire Chief Kenneth Hanks. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $18,946.00 from Contingency to the Fire Department – Building Maintenance Account for the HVAC Unit at Naugatuck Fire Headquarters as recommended by Fire Chief Kenneth Hanks. 20. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Mezzo and W. Francis Dambowsky or Kenneth Hanks to enter into a memorandum of agreement with the State of CT DEMHS to accept an Amateur Radio Station for the Emergency Operation Center including installation costs up to $1,600.00 with Region 5 Homeland Security Funds. Beyond $1,600.00 a cost share may be required with the Region paying 75% of costs over $1,600.00 and Naugatuck paying the remaining 25% as recommended by Emergency Management Director W. Francis Dambowsky and Assistant Emergency Management Director Kenneth Hanks. C. Ernsky left the meeting at 8:40 p.m. 21. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses refer to the Board of Finance a transfer request of $1,328.00 from Contingency to the Land Use Department – New Account – Training and Certification for the Zoning Enforcement Technician Certification as recommended by Town Planner Keith Rosenfeld. 22. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the bid for the “Sale of a 1991 Chevy Cavalier” to Harry Perock, Perock Lane, Naugatuck, CT 06770 in the amount of $330.00 as recommended by Visiting Nurses Association Director Theresa Stieber. P. Scully left the meeting at 8:45 p.m. 23. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute a Subordination Agreement and related documents on the Borough of Naugatuck Small Cities Loan for 34 Cadbury Place in a form approved by Borough Counsel.  -6- Minutes – Board of Mayor and Burgesses Regular Meeting – August 7, 2012 24. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related documents with Naugatuck Environmental Technologies LLC for the Incineration Facilities Lease Agreement Contract Administration Memorandum No. IF 2012-1 dated July 1, 2012 as approved by the Water Pollution Control Authority. 25. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related documents with Veolia Water North America for the Wastewater Treatment System – Capital Improvements and Asset Management Contract Administration Memorandum No. SC 2012-1 dated July 1, 2012 as approved by the Water Pollution Control Authority. 26. The board discussed the formation of a Conservation Commission. Several burgesses expressed their concerns with the proposed ordinance. One concern is not having a department head oversee the commission. Voting was tabled until further changes are made to the proposed ordinance. 27. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses proclaim September 8, 2012 as AKC Responsible Dog Ownership Day in the Borough of Naugatuck. 28. Golf Pro Robert Clark asked the board to consider purchasing new golf carts for Hop Brook Golf Course. He said there are thirty-eight carts in stock and only thirty-three are working. There are two types of carts being used, Yamaha and Easy Go, some as old as 1993 models. Revenue is being lost because we do not have efficient carts. There are thirteen leagues and we are losing money because players are walking instead of waiting for golf carts. He estimates we are losing a few hundred dollars a week. No action was taken. 29. Burgess Comments/Sub-Committee Reports Burgess San Angelo reminded everyone of the Annual Missing Persons Candlelight Vigil, August 26th on the green. Burgess Neth said the Inland Wetlands Commission meeting is tomorrow regarding the high school renovation project. He said the commission is making the building committee jump through hoops for items they are asking. He said it should be a no brainer to get IWC approval. The building committee will have to discuss a course of action if the IWC does not approve the plans tomorrow and allow them to proceed. Deputy Mayor Rossi said there will be a TRIAD Preparedness Event on September 23rd at the high school. The Juvenile Review Board dismissed a case and there are no new cases. The SPAN Committee will be voting on firms to interview. The Deputy Mayor wished students well on the new school year. Burgess Burns said the VNA is on track. Burgess Jackson said a Section 8 Manager and an employee for maintenance were hired by the Housing Authority Director. Youth Services Director Jane Lobdell will be sorely missed. The Park Commission will hold a Touch-A-Truck Event in September. 32.
