REGULAR MEETING
BOARD OF MAYOR AND BURGESSES
JULY 3, 2012
1. Mayor Robert A. Mezzo called the regular meeting to order at 6:00 p.m. with the
following in attendance:

2. Mayor Mezzo led in the Pledge of Allegiance to the flag.
3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses approve
the minutes of the regular meetings of May 1, 2012 and June 5,
2012. Each member received copies for review.
4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses approve
the monthly reports of June. Each member received copies for
review.
5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully to recess to Executive Session at 6:01 p.m. for
discussion on the following: Strategy and Negotiations (EMS
Services Contract), Real Estate (Issues related thereto and
Downtown Properties) and Collective Bargaining (Police
Bargaining Unit) inviting in Attorney E. Fitzpatrick.
Mayor Mezzo reconvened the meeting at 7:05 p.m.
6. The following motion emanated from Executive Session.
VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses authorize
Mayor Mezzo to appoint an EMS Advisory Committee of at least
seven members and no more than nine.

7. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses recess to
the Retirement Board at 7:05 p.m.
Mayor Mezzo reconvened the meeting at 7:08 p.m.
8. Public Comment – Open Topic
Dan Sheridan, Finance Board member and District Advancement Chair for the
Boy Scouts of America, thanked Mayor Mezzo, Jim Stewart and Bob Roland for
always supporting the young men trying to achieve their Eagle Scout rank. He
spoke about Ryan Caulfield who recently spent 171 hours with his crew repairing
and painting the benches on the green for his Eagle Scout service project.
Unfortunately some benches have been damaged due to vandalism. Mr. Sheridan
asked the board to increase police presence or implement some type of deterrent
so Ryan’s hard work and others after him will not go in vain.
9. Burgess Comments – Open Topic
Burgess Bronko questioned the fundraiser for an ice skating rink and asked if it
had gone through the Park Commission. He also asked if advertisement signs
could be taken down from poles throughout the town.
Deputy Mayor Rossi congratulated Mr. Burns and Mrs. Knowles for being
honored by the Naugatuck High School Alumni Association. She thanked them
very much for their service.
Mayor Mezzo said he shares the same sentiments as the Deputy Mayor.
Burgess Burns thanked the Mayor and Ed Carter for their help getting rid of a rat
problem in a neighborhood. He asked if the Public Works Department would take
care of the protruding nails on the gazebo.
Burgess Scully congratulated two long time friends Dorothy Knowles and Bob
Burns.
Burgess Jackson congratulated Mr. Burns, Mrs. Knowles and the newly
promoted police officers. She also congratulated the Class of 2012.
10. Mayor Mezzo reappointed David Cronin (D), 75 Damson Lane, Naugatuck, CT
06770 as an alternate member of the Zoning Board of Appeals, term to expire
July 1, 2017.
11. Mayor Mezzo reappointed Elizabeth Forlenzo, 365 Spring Street, Naugatuck,
CT 06770 as a member of the Blight Citation Hearing Board, term to expire
July 1, 2015.
12. Mayor Mezzo approved the reappointment of Dr. Geoffrey Drawbridge, 21
Briarwood Circle, Naugatuck, CT 06770 to the Naugatuck Youth Services
Bureau Advisory Board.

13. Mayor Mezzo approved the reappointment of John Roman, 67 Glenview Drive,
Kensington, CT 06037 to the Naugatuck Youth Services Bureau Advisory
Board.
14. Mayor Mezzo approved the reappointment of Jane Walsh, 315 Millville Avenue,
Naugatuck, CT 06770 to the Naugatuck Youth Services Bureau Advisory
Board.
15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the reappointment of Johanna Clisham, 17 Rustic Oak Drive,
Southington, CT 06489 as a member of the Naugatuck Visiting
Nurses Association Advisory Committee, term to expire July 1,
2015.
16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses approve
the reappointment of Jean Frennesson, 182 Park Avenue,
Naugatuck, CT 06770 as a member of the Naugatuck Visiting
Nurses Association Advisory Committee, term to expire July 1,
2015.
17. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the reappointment of Maria Rodrigues, 185 Maple Street,
Naugatuck, CT 06770 as a member of the Naugatuck Visiting
Nurses Association Advisory Committee, term to expire July 1,
2015.
18. Motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of
Mayor and Burgesses accept and approve the Charter Revision Ballot Questions
as presented subject to advice and/or suggested revisions from the Connecticut
Secretary of the State in consultation with Borough Attorney N. W. Hess, III.
Motion withdrawn.
VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses accept
and approve the Charter Revision Ballot Questions as presented
and amended this evening subject to advice and/or suggested
revisions from the Connecticut Secretary of the State in
consultation with Borough Attorney N. W. Hess, III.
19. Mayor Mezzo and the burgesses discussed the possibility of forming a
Conservation Commission. A draft Conservation Commission Ordinance was

written and presented to the borough board for their input as well as the input
from all four land use boards. Concerns were expressed whether this new
commission could stop the Board of Mayor and Burgesses from implementing
what they voted to do with the land recently purchased on Andrew Mountain
Road. Another concern was if the commission can stall the process with future
land purchases.
No action was taken.
20. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses
authorize the acceptance of the Code of Ethics Ordinance as
amended and as presented this evening.
21. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the bids for “Landscaping Contractors for Blighted Properties”
to the following vendors as per bid as recommended by Acting
Blight Officer Edward Carter:

22. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses authorize
Mayor Mezzo to execute all contracts and related documents with
Naugatuck Pop Warner, Inc. in regard to lighting around the
field on the Hop Brook School property as recommended by
Public Works Director James Stewart.
23. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of
Mayor and Burgesses authorize Controller Wayne McAllister to refund the
following tax refunds approved by Tax Collector James Goggin; as if read:

25. Burgess Comments/Sub-Committee Reports
Burgess Jackson said the Naugatuck Housing Authority is still conducting
interviews for a Section Eight Manager. She wished everyone a Happy Fourth of
July.
Burgess Scully wished everyone a Happy Fourth of July.
Burgess Burns wished everyone a happy holiday.
Mayor Mezzo wished everyone a happy holiday.
Deputy Mayor Rossi reported the Fire Department responded to 100 incidents in
June. She thanked the Fire Department for all of their efforts on the recent house
fire limiting the damage to only one room. The Deputy Mayor thanked the Fire
Department Engine Committee for all of the hard work they have put into creating
the bid to purchase a new fire engine. She wished everyone a Happy July Fourth.
Burgess Ernsky reminded everyone the concerts on the green have begun and
will be held every Tuesday evening at 7 p.m.
26. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully to adjourn the meeting at 8:20 p.m.
