MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES JUNE 5, 2012 1. Mayor Robert A. Mezzo called the regular meeting to order at 5:33 p.m. with the following in attendance: BURGESSES: RESIDENTS: T. Mayor Mezzo led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the minutes of the special meeting of May 15, 2012 and the two special meetings on May 24, 2012. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses approve the monthly reports of May. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully to recess to Executive Session at 5:34 p.m. for discussion on the following: Contract Negotiations (Veolia), Personnel (Police Chief and Director of Public Works), Collective Bargaining (Police Bargaining Unit), Strategy and Negotiations (EMS Services Contract) and Real Estate (Issues related thereto and Downtown Properties) inviting in Attorney E. Fitzpatrick, Attorney N. W. Hess, III and Attorney G. O’Connor. -2- Minutes – Board of Mayor and Burgesses – Regular Meeting – June 5, 2012 Mayor Mezzo reconvened the meeting at 7:12 p.m. 6. The following motions emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Robert Mezzo to execute temporary extensions on contracts for Police Chief Christopher Edson and Borough Director of Public Works James Stewart to August 31, 2012. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses authorize Mayor Robert Mezzo to execute a grievance settlement memorandum of agreement between the Borough of Naugatuck and AFSCME Council 15, Local 1126 regarding grievance #2011-03. 7. Public Comment – Open Topic EDC Commissioner Ray Krzykowski said the Duck Day Event was excellent. 8. Burgess Comments – Open Topic Deputy Mayor Rossi congratulated the Veterans Council for a wonderful Memorial Day Parade. She also congratulated Police Chief Edson for being honored as one of Connecticut’s outstanding police chiefs. The River Race was a success. The Deputy Mayor thanked everyone involved in organizing the annual Duck Day Event. She congratulated all the Adult Education graduates and thanked Mrs. Pelletier and her staff for the outstanding job they do every year. Burgess Scully thanked all the Veterans. He said he was happy his friend Bob Burns was the Grand Marshall of the parade. Burgess Jackson said Hidden Acres was featured on the television program Better Connecticut. 9. Mayor Mezzo reappointed Lt. Todd Brouillette, 211 Spring Street, Naugatuck, CT 06770 as a member of the Northwest Connecticut Public Safety Communication Center, Inc., term to expire April 1, 2014. 10. Mayor Mezzo reappointed Ralph Roper, Jr. (D), 102 General Patton Drive, Naugatuck, CT 06770 as a regular member of the Police Commission, term to expire June 1, 2017. 11. Mayor Mezzo approved the reappointment of Ilda Valente, 172 Lorann Drive, Naugatuck, CT 06770 to the Naugatuck Youth Services Bureau Advisory Board. -3- Minutes – Board of Mayor and Burgesses – Regular Meeting – June 5, 2012 12. Mayor Mezzo approved the reappointment of Eileen Bronko, 34 Fairfield Court, Naugatuck, CT 06770 to the Naugatuck Youth Services Bureau Advisory Board. 13. Mayor Mezzo appointed Richard Trotta, 727 Rubber Avenue, Naugatuck, CT 06770 as a member of the Naugatuck Elderly Commission, term to expire June 1, 2013. 15. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda an appointment to the Board of Finance. Motion withdrawn. 16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Tracy L. DeBarber (R), 815 Maple Hill Road, Naugatuck, CT 06770 as an alternate member of the Inland Wetlands Commission, filling the expired term of J. Hayden, term to expire January 1, 2013. Tracy L. DeBarber was sworn in as an alternate member on the Zoning Commission by Mayor Mezzo. 17. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of April L. Slauson (R), 100 Donovan Road, Naugatuck, CT 06770 as an alternate member of the Zoning Commission, filling the expired term of S. Gallant, term to expire June 1, 2015. 19. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Daniel Sheridan, Jr. (R), 32 General Dalton Drive, Naugatuck, CT 06770 as a regular member of the Board of Finance, term to expire June 1, 2015. 20. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the reappointment of Patrick Corbett (D), 48 Tracyann Court, Naugatuck, CT 06770 as a regular member of the Golf Course Commission, term to expire June 1, 2015. 23. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the reappointment of Jeremy Lennon (U), 84 Birch Lane, Naugatuck, CT 06770 as a regular member of the Golf Course Commission, term to expire June 1, 2015. 24. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Joseph E. Branco Sampaio, term to expire June 1, 2013. 27. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda a motion to approve Architectural Consulting Services for Building and Code Compliance in regard to the High School Renovation Project. 28. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related documents with Christopher R. Laux, P.O. Box 636, Woodbury, CT 06798 for the Architectural Consulting Services for Building and Code Compliance in regard to the High School Renovation Project. 29. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses add to the agenda a motion to waive the bid for the “Hauling and Recycling of Books, Records, CDs and Videos”. 30. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses waive the bid for “Hauling and Recycling of Books, Records, CDs and Videos” to Got Books, 255 Andover Street, Wilmington, MA 01887 as recommended by Public Works Director James Stewart. 31. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the bid and authorize Mayor Mezzo to execute all contracts and related documents for the “Communication Power and Grounding Upgrades at the Naugatuck Police Department” to Monroe Electric LLC, P.O. Box 180, Monroe, CT 06468 in the amount of $29,580.00 as recommended by Police Chief Christopher Edson. -6- Minutes – Board of Mayor and Burgesses Regular Meeting – June 5, 2012 32. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related documents with Sustainable Engineering Solutions LLC, 5 Forest Park Drive, Farmington, CT 06032 for Commissioning Agent Services in regard to the High School Renovation Project in the amount of $149,000 as recommended by the Naugatuck High School Building Committee. 33. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related documents with United Recycling of Shelton LLC, 46 Oliver Terrace, Shelton, CT 06484 for Single Stream Recycling in the amount of $16.50 per ton rebate as recommended by Sheila Baummer, Recycling Coordinator. 34. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Ciacciarella that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related documents for a Lease/Purchase Agreement for Recycling and Refuse Carts with Cascade Engineering and TCF Equipment Finance, Inc. in the amount of $389,092.59 as recommended by Sheila Baummer, Recycling Coordinator and subject to Borough Attorney approval. 35. Motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the following resolution: BE IT RESOLVED, that Robert A. Mezzo, Mayor of the Borough of Naugatuck is hereby authorized to sign the Local Bridge Program Supplemental Application on behalf of the Borough of Naugatuck for Maple Street Bridge over Naugatuck River, Bridge No. 04214. Naugatuck Housing Authority hired Christine Warren as the new executive director. Cross Street School students planted a garden with a $500 grant received through Naugatuck Education Foundation from the Connecticut Community Foundation. Central Avenue School and Maple Hill School students came to Cross Street School and planted pumpkin seeds so next year when they attend the school they will see how their pumpkins have grown. Burgess Ciacciarella is happy April Slauson was appointed as an alternate on the Zoning Commission. He publicly commended Steve Macary on the great job he does as Zoning Enforcement Officer. Burgess Burns thanked Jim Stewart, Bob Rowland and Ed Carter for their assistance with three calls he received regarding potholes. Mayor Mezzo told everyone the high school graduation is Tuesday, June 19th. The middle school recognition ceremonies will be held on June 14th, 15th and 18th. All are welcome to attend. Deputy Mayor Rossi said TRIAD is preparing for a National Preparedness Event. Lighting was replaced at the Senior Center. The SPAN committee is waiting for new bids. The Fire Department responded to 106 incidents in April and 95 in May. Burgess Bronko spoke with a handicapped resident.
