MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES JANUARY 8, 2013 1. Mayor Robert A. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the minutes of the regular meetings of November 14, 2012 and December 4, 2012 and the special meeting of December 27, 2012. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the monthly reports of December. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns to recess to Executive Session at 6:31 p.m. for discussion on the following: Property Negotiations (GDC Property) inviting in Attorney E. Fitzpatrick. Mayor Mezzo reconvened the meeting at 7:00 p.m. 6. There were no motions emanating from Executive Session. -2- Minutes – Board of Mayor and Burgesses Regular Meeting – January 8, 2013 7. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses recess to the Firemen’s Pension Plan “C” Board at 7:01 p.m. Mayor Mezzo reconvened the meeting at 7:05 p.m. 8. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses recess to the Retirement Board at 7:06 p.m. Mayor Mezzo reconvened the meeting at 7:08 p.m. 9. Public Comment Residents spoke on the following: Appreciation for bridge painting and pathway updates near the Polish American Club. Need for increased police patrols and/or installation of cameras due to recent vandalism on the bridge. Upset about the General DataComm purchase. Street signs posted on Aetna Street are a waste of money if not enforced. 10. Burgess Comments – Open Topic Deputy Mayor Rossi observed a live burn. She thanked Fire Chief K. Hanks, Deputy Fire Chief E. Murray, Captain V. Healy and Firefighter J. Seaman for making it possible. 11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related documents for the proposed petition to void the Fire Tank Easement, Conservation Easements, Highway Easement and any remaining details of record for the previously approved dissolution of “Westview Estates” Subdivision – Applicant - Yuravich Family, AKA Westview Estates, LLC based on a favorable report from the Planning Commission pursuant to Section 8-24 of the General Statutes in a form approved by the borough attorney. 12. Student Guardian Regional Director Al Cardi gave a presentation on the Smart Bus Cooperative Agreement. The purpose of having Smart Buses is to safeguard children while riding buses but especially when loading and unloading buses. Mr. Cardi stated twenty-four children under the age of nineteen are injured or killed each year going on and off buses. There will be three high definition (HD) cameras on each bus which are monitored live. The HD cameras can record a license plate up to four lanes away and up to 55 mph. One hundred percent of the cost is violator reimbursed. Student Guardian will be in communication with the Naugatuck Police Department regarding violators. -3- Minutes – Board of Mayor and Burgesses Regular Meeting – January 8, 2013 13. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses waive any and all taxes in relation to the contract with Student Guardian for the Smart Bus Cooperative Agreement and authorize Mayor Robert Mezzo, Police Chief Christopher Edson and School Superintendent John Tindall-Gibson to execute all contracts and related documents subject to borough attorney approval. 14. Mayor Mezzo appointed Aldo Pistarelli, 41 Pleasant Avenue, Naugatuck, CT 06770 as a member of the Carriage House Account Committee, filling the expired term of C. Butler, term to expire December 1, 2014. 15. Mayor Mezzo appointed Giuseppe Pisani, 360 Prospect Street, Naugatuck, CT 06770 as a member of the Northwest Regional Workforce Investment Board. 16. Mayor Mezzo appointed Donna C. O’Brien, 115 Hickory Lane, Naugatuck, CT 06770 as a member of the Day Care Board of Directors, filling the unexpired term of C. Priest, term to expire April 1, 2014. 17. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the appointment of Anthony Campbell (D), 57 Jolie Road, Naugatuck, CT 06770 as a regular member of the Board of Finance, filling the unexpired term of R. Butler, term to expire July 1, 2014. 18. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the appointment of Andrew Bottinick (R), 64 Inwood Drive, Naugatuck, CT 06770 as a regular member of the Board of Finance, filling the unexpired term of D. Carten, term to expire June 1, 2013. 19. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the RFP and authorize Mayor Mezzo to execute all contracts and related documents for the “Demolition of a Detached Garage Located at 122 Aetna Street” to Ocean Trace Development Corporation, 83 Greenwood Street, Watertown, CT 06795 in the amount of $12,100.00 as recommended by Public Works Director James Stewart. 20. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Mezzo to sign a Hazard Mitigation Grant Application FEMA DR-4023 and 4046 for drainage improvements to the Nettleton Avenue and Cherry -4- Minutes – Board of Mayor and Burgesses Regular Meeting – January 8, 2013 Street areas including a 25% match commitment letter, maintenance agreement and related documents as recommended by Public Works Director James Stewart pending borough attorney’s approval. 21. Motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses adopt the following resolution: RESOLVED: That Robert A. Mezzo, Mayor of the Borough of Naugatuck, is empowered to execute and deliver in the name and on behalf of this municipality a contract with the Connecticut State Library for a Historic Documents Preservation Grant. Burgess Comments/Sub-Committee Reports Burgess Ernsky expressed her concern that a qualified woman who currently sits as an alternate member on the male dominant Board of Finance was not appointed as a regular member. A male who does not sit on the board was appointed. She doesn’t think anyone becomes an alternate without the hope of one day becoming a regular member. Deputy Mayor Rossi reported the Fire Department responded to 89 calls in the month of December. Mutual aide was received from Waterbury, Oxford and Prospect for the fire at 933 Rubber Avenue. The EMS Subcommittee had a tour of Northwest Communications in Prospect. The compliment/complaint forms can be found on the borough website but will not be accepted via email. The ambulance facility will be reverting back to the borough on September 1, 2013. The EMS Subcommittee members and the borough building inspector want to review the building’s condition. Larry Santoro has not responded to their request to enter the facility. Mayor Mezzo said the state signed off on the high school renovations. He thanked State Representative Rosa Rebimbas for her help getting it passed through the Department of Energy and Environmental Protection. Happy New Year! Burgess Burns stated the Naugatuck Visiting Nurses are very, very busy. Burgess Scully said a public hearing date is being scheduled for revised Ordinance 83 and Ordinance 124. Burgess Jackson reported Naugatuck Housing Authority hired Kyle Best as the new Maintenance Supervisor. 25.
