MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES MARCH 4, 2014 1. Mayor Robert A. Mezzo called the regular meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: PRESS: T. K. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the monthly reports of February. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns to recess to Executive Session at 6:01 p.m. for discussion on the following: Real Estate Negotiations (Downtown/Rubber Avenue) and Contract Negotiations (EMS, Sanitation, Intermunicipal Sewer) inviting in Public Works Director J. Stewart, Controller R. Butler, Recycling Coordinator S. Baummer, Naugatuck Economic Development Corporation CEO R. Pugliese and Attorney E. Fitzpatrick. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses designate the week of March 9-15, 2014 as Girl Scout Week with the following proclamation, as if read: WHEREAS, March 12, 2014 marks the 102nd Anniversary of Girl Scouts of the USA, founded by Juliette Gordon Low in 1912 in Savannah, Georgia; and WHEREAS, throughout its distinguished history, Girl Scouting has inspired millions of girls and women with the highest ideals of courage, confidence, and character; and WHEREAS, through the Girl Scout leadership experience girls develop the skills and lessons that will serve them a lifetime so that they may contribute to their communities; and WHEREAS, Girl Scouting takes an active role in increasing girls’ awareness of the opportunities available to them today in math, science, sports, technology and other fields that can expand their horizons; and WHEREAS, more than 3 million current Girl Scout members nationwide will be celebrating 100 years of this American tradition, with nearly 50 million women who are former Girl Scouts and living proof of the impact of this amazing movement; NOW, THEREFORE, I, Mayor Robert A. Mezzo, do hereby applaud the commitment Girl Scouting has made to support the leadership development of America’s girls and proudly proclaim the week of March 9-15, 2014 as Girl Scout Week. 7. The following motion emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses refer the proposed Sale of Lot #18 and Lot #30 in the Industrial Park on Raytkwich Drive to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes as recommended by Borough Counsel. 8. Public Comment – None 9. Burgess Comments – Open Topic Burgess Olbrys congratulated the Girl Scouts on their 102nd Anniversary. He said the Fire and Ice Event last week had to be shortened due to the weather. Burgess Bronko asked the Mayor for an update on Naugatuck Youth and Family Services going private. He thought the change required a vote by this board.  -3- Minutes – Board of Mayor and Burgesses – Regular Meeting – March 4, 2014 Burgess Neth said there have been minor issues during the construction at Naugatuck High School. All have been rectified. He wishes that any future problems be brought to the proper person’s attention so negativity could be alleviated. Concerns can be addressed to Principal Janice Saam or Chairman Robert Neth. He would like to see the GPS System for the Public Works Department in place now. Deputy Mayor Rossi said there were two very serious fires this past month. A live wire fell across one of the fire trucks causing some minor damage and on top of one of our firefighters. Fortunately he wasn’t injured. The situation with the outdated radios is still ongoing. Firefighters have to use cell phones to communicate with dispatch. She thanked Naugatuck Valley Savings and Loan for donating the yellow stickers used in the TRIAD Yellow Dot Program. The Juvenile Review Board remains very active. Burgess Burns congratulated the Girl Scouts and their leaders. Kudos to Bob Neth for the excellent job he is doing at the high school. Burgess Scully congratulated the Girl Scouts on their 102nd Anniversary. He thinks the GPS System should be installed right away. Happy St. Paddy’s Day to everyone. Burgess Jackson congratulated the Girl Scouts on their 102nd Anniversary. She told Bob Neth he is doing a good job at the high school. Burgess Vitale attended his first Fire Commission and Police Commission meetings. He said they were run very well. He thinks the residency requirement should be changed to allow for more volunteers on these commissions. Burgess Vitale said the new fire truck is fantastic. There is a delay on the delivery of the refurbished truck, so the company is adding extras at no additional cost. 10. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Neil Mascola (D), 332 Cherry Street Extension, Naugatuck, CT 06770 as an alternate member of the Zoning Commission, filling the expired term of William Stopper, term to expire May 1, 2017. 11. Deputy Mayor Rossi clarified there are two EMS committees that have very distinct responsibilities, the EMS Advisory Committee and the EMS Oversight Committee. The EMS Advisory Committee was created by the Mayor after the paramedic was threatened to be taken away two years ago. The advisory committee investigated EMS in town, determined the number of calls we had, made comparisons to other communities, created the bid proposal (RFP) for other ambulances and conducted interviews. The EMS Advisory Committee wrote and submitted a final report to this board and then ceased to exist. Many of the members on the advisory committee went onto the EMS Oversight Committee. The EMS Oversight Committee is the committee that currently exists. This committee handles the oversight of EMS services in our town, meets quarterly or more frequently to review any complaints, compliments or EMS issues. Butler, Jr. 15 VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the quote for “Building Elevation Measurements” as required, in order to insure under federal flood insurance to BSC Group, 300 Winding Brook Drive, Glastonbury, CT 06033 in the amount of $2,900 as recommended by Controller Robert W. There was discussion regarding splitting car tax bills over $300 into two payments with the first payment due in July and the second due in January. Controller Robert W. Butler, Jr. said according to borough counsel, borough board approval is not necessary because this is an administrative change. The Board of Mayor and Burgesses had no objection. No action was taken. 17. Parks Commission Chairman Jay Kuczenski told the board that at five separate meetings the Parks Commission voted not to put basketball hoops back at Salem School. The basketball hoops were removed due to the foul language of the basketball players during the Tuesday night concerts and while school was in session. Parents were also upset when their young children were playing at the playscape next to the basketball court because of the language. Vandalism has been an issue with the basketball hoops at this location. There was discussion about putting a cover over the hoops to restrict usage while school is in session and/or during events. The Parks Commission suggested putting Bocce courts, shuffleboard and/or horseshoes there instead of the basketball hoops. The Deputy Mayor informed Chairman Kuczenski those particular games were at the Senior Center and the area has since been paved over due to lack of interest. Chairman Kuczenski will go back to the Parks Commission and discuss the possibility of putting basketball hoops back at Salem School with the covers, restricting the usage times. No action was taken. 18. Motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses adopt the following resolution, as if read: WHEREAS, Federal monies are available under the Connecticut Small Cities Community Development Block Grant Program, administered by the State of Connecticut, Department of Housing pursuant to Public Law 93 – 3 83, as amended; and, WHEREAS, pursuant to Chapter 127c, and Part VI of Chapter 130 of the Connecticut General Statutes, the Commissioner of Housing is authorized to disburse such Federal monies to local municipalities; and, WHEREAS, it is desirable and in the public interest that the Borough of Naugatuck make application to the State for $500,000 in order to undertake a Small Cities Community Development Program and to execute an Assistance Agreement therefore, should one be offered. NOW, THEREFORE, BE IT RESOLVED BY the Mayor and Board of Burgesses; 1. That it is cognizant of the conditions and prerequisites for State Assistance imposed by Part VI of Chapter 130 of The Connecticut General Statutes; and,  -6- Minutes – Board of Mayor and Burgesses Regular Meeting – March 4, 2014 2. That the filing of an application by the Borough of Naugatuck in an amount not to exceed $500,000 is hereby approved, and that the Mayor is hereby authorized and directed to file such Application with the Commissioner of the Department of Housing, to provide such additional information, to execute such other documents as may be required by the Commissioner, to execute an Assistance Agreement with the State of Connecticut for State financial assistance if such an Agreement is offered, to execute any amendments, rescissions, and revisions thereto, to carry out approved activities and to act as the authorized representative of the Borough of Naugatuck. Motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses adopt the following resolution: RESOLVED that the Mayor, Robert Mezzo, is empowered to enter into and amend contractual instruments in the name and on behalf of this Contractor with the Department of Social Services of the State of Connecticut for a Social Services Block Grant Program, and to affix the corporate seal; RESOLVED that the Borough of Naugatuck hereby adopts as its policy to support the nondiscrimination agreement and warranties required under Connecticut General Statutes 4a-60(a)(1) and 4a-60a(a)(1), as amended. Public Comment – None 22. Burgess Comments/Sub-Committee Reports Deputy Mayor Rossi said the Fire Department responded to 95 incidents in December. Engine 3 was delivered and equipment is being mounted onto it. Engine 6 should be completed in two weeks and extras are being added at no additional cost due to the delay. Now that the roof at the Fire Department has been repaired, the sheetrock will be replaced and the ceiling painted. Burgess Neth questioned the status of the bus parked in the Senior Center parking lot. 23.
