MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES MARCH 10, 2014 1. Mayor Robert A. Mezzo called the special meeting to order at 6:15 p.m. with the following in attendance: BURGESSES: PRESS: T. K. Sheridan, Finance Board K. Hanks, Fire Chief J. Bernegger, Deputy Police Chief R. Butler, Controller 2. Mayor Mezzo led in the Pledge of Allegiance to the flag. 3. Deputy Police Chief Joshua Bernegger said the Police Department currently owns approximately thirty-three oxygen tanks and would like to purchase nine new oxygen tanks to start an oxygen bottle rotation. The Deputy Chief recommended entering into an agreement with Maine Oxy Group to purchase nine new tanks, to hydrostatically test the current tanks and to fill all the tanks with oxygen. The initial cost will be $1,735.50. In the future, the only cost to the borough would be a $12 per bottle refill. The tanks have to be retested every five years according to OSHA. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute, with pending borough counsel’s approval, an agreement for Oxygen Replacement between the Borough of Naugatuck and Maine Oxy Group. 4. Deputy Police Chief Joshua Bernegger recommended entering into an agreement with Stericycle to pick up a forty-five gallon drum of medical waste from the Police Department facility six times a year at a charge of $180 per quarter or $720 annually. The Police Department has never had to handle the disposal of their medical waste; therefore they don’t know how much waste will have to be disposed of annually. The Deputy Chief believes six pick ups should be enough, but will reevaluate every year. As a gratis service, Stericycle will recertify our first responders in bloodborne pathogens. He said the average cost to recertify is $50 per exam, but this would be a gratis service to the borough. For the record: Burgess Neth: “What are the reasons for these two proposals tonight?  -2- Minutes – Board of Mayor and Burgesses – Special Meeting – March 10, 2014 For the record: (continued) Deputy Police Chief Bernegger: “The reasons for these two proposals, these are services that Naugatuck Ambulance had been providing to the community as part of their service to communities. Ever since Naugatuck Ambulance has been in existence, they’ve handled the town’s medical waste for both the Fire Department and Police Department as well as handling oxygen refills.” Burgess Neth: “And they’re no longer doing that for both police and fire?” Deputy Police Chief: “That’s correct. I got a call from the President of the Ambulance Association, Larry Santoro, who expressed having financial difficulties keeping up with that service.” Burgess Neth: “Thank you.” Burgess Vitale: “So that’s the other question. What about with the Fire Department? Is it a contract together for both?” Deputy Police Chief Bernegger: “Absolutely. We would be able to handle the Fire Department’s medical waste in this agreement.” Deputy Mayor Rossi: “The Fire Department is negligible.” Mayor Mezzo: “Has there been formal notification that that service will not be provided by the ambulance or was it relative to one instance?” Deputy Police Chief Bernegger: “It’s all relative to verbal conversation on the telephone.” Deputy Mayor Rossi: “A box was delivered to Naugatuck Ambulance and was received and then the Deputy Chief received a phone call. This is another situation where the borough has not received any formal notification. It has been done abruptly and in haste by Naugatuck Ambulance.” VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into an agreement for Medical Waste Service between the Borough of Naugatuck and Stericycle pending borough counsel review and approval. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses designate March 2014 as Myeloma Awareness Month in the Borough of Naugatuck. 6.
