MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES MARCH 24, 2014 1. Mayor Robert A. Mezzo called the special meeting to order at 6:15 p.m. with the following in attendance: BURGESSES: RESIDENTS: T. K. Rossi R. Neth None M. Bronko A. Olbrys R. Burns . P. Scully, Sr DEPARTMENT HEADS: C. Ernsky, absent R. Vitale J. Kallipolites, IT Director L. Jackson R. Butler, Controller 2. Mayor Mezzo led in the Pledge of Allegiance to the flag. 3. Controller Robert Butler told the board there are three options to enter into an agreement with QScend Technologies for the Citizens Request Management System (QAlert). QScend is currently the website provider for the borough and Police Department.  Option 1: Purchase the software and manage ourselves, purchase the server to put the software on and QScend will provide one day training with online training – $40,000 with a $3,800 estimated maintenance fee for the next two years, totaling $47,760 over three years.  Option 2: QScend will host with a three year contract and one day training with online training – $13,680 with a $7,080 hosted contract for the next two years, totaling $27,840 over three years.  Option 3: QScend will host with a three year contract and the borough will pay upfront and receive a 12% discount – for a total of $24,500 upfront, the hosting fee for the next two years is included. Three year total cost is $24,500. Controller Butler and IT Director Jim Kallipolites will make the final decision. The general consensus of the board was to go with Option 3. 4. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses reallocate Information Technology Capital Funds to contract with QScend Technologies, Inc. for the Citizens Request Management System (QAlert) and authorize Mayor Mezzo to execute all contracts and related documents as recommended by Controller Robert W. Butler, Jr. M. Bronko opposed. 5. VOTED: Unanimously on a motion by Burgess Scully and seconded by Deputy Mayor Rossi to adjourn the meeting at 6:33 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
