MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES JULY 1, 2014 1. Mayor Robert A. Mezzo called the regular meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: PRESS: T. K. Carter, Mayoral Aide D. Sheridan, Board of Finance 2. Mayor Mezzo led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the minutes of the regular meeting of June 3, 2014 and the special meetings of May 27, 2014, May 29, 2014 and June 17, 2014. Each member received copies for review. Burgess Jackson stated for the record that she wanted to oppose both motions when voting at the May 27, 2014 meeting. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the monthly reports of June. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully to recess to Executive Session at 6:01 p.m. for discussion on the following: Contract Negotiations (EMS), Real Estate Negotiations (Parcels A, B and C) inviting in Attorney Edward Fitzpatrick, Fire Chief K. Hanks, Controller R. Butler, Jr. and Naugatuck Economic Development Corporation CEO R. Pugliese. Mayor Mezzo reconvened the meeting at 7:01 p.m. 6. The following motion emanated from Executive Session.  -2- Minutes – Board of Mayor and Burgesses – Regular Meeting – July 1, 2014 VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into a preliminary agreement, granting exclusive rights with option to purchase, by and between the Borough of Naugatuck and the joint venture between Oris Incorporated and the Lombard Group LLC. C. Ernsky was not present for the vote. 7. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses recess to the Retirement Board at 7:04 p.m. Mayor Mezzo reconvened the meeting at 7:08 p.m. 8. Public Comment Upset with the sale of Parcel C. Would like to see the referendum date changed to Tuesday instead of Wednesday and all polling places open for voting. 9. Burgess Comments – Open Topic Burgess Vitale attended the POW/MIA event and found it to be very moving and profound. He thanked the Veterans Council. Burgess Scully thanked everyone who came to the POW/MIA event. He said the Veterans Council was the lead but the American Legion, Catholic War Veterans, VFW and members of the West Haven POW/MIA team help coordinate the event. Burgess Burns thanked everyone who participated in the POW/MIA event. He said it is wonderful to know people care. Deputy Mayor Rossi thanked the Veterans for a very moving event. She said it is disappointing more people do not attend. She would like to recognize Mike Massicotte for locating and raising the POW/MIA flag. She congratulated the high school graduates and those who received honors at Honors Night. Burgess Ernsky reminded everyone the concerts on the green will be every Tuesday. There will be an All Arts Festival in August. Burgess Olbrys congratulated the graduates of Naugatuck High School. He went to the Andrew Mountain Road property the borough owns and found it to be very overgrown. He would like to see it mowed and maintained. Burgess Olbrys said the Parks Department is doing an excellent job maintaining the property on Gunntown Road. 10. Mayor Mezzo reappointed Cathy Zuzick, 39 Brighton Road, Naugatuck, CT 06770 as a member of the Blight Citation Hearing Board, term to expire July 1, 2017. 11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the appointment of Janice Dambowsky, 35 Moonlight Circle, Naugatuck, CT 06770 as the UPSEU Union Representative of the UPSEU and Chapter 90 Pension Board, filling the vacancy of Pamela Ruccio, indefinite term.  -3- Minutes – Board of Mayor and Burgesses Regular Meeting – July 1, 2014 12. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Pamela Ruccio, 70 Fairview Avenue, Naugatuck, CT 06770 as an elector of the UPSEU and Chapter 90 Pension Board, filling the vacancy of Janice Dambowsky, indefinite term. 13. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the appointment of Pamela Ruccio, 70 Fairview Avenue, Naugatuck, CT 06770 as an elector of the Non Union Pension Board, filling the vacancy of Leslie Mengacci, indefinite term. 14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Vincent Healy, 36 Round Hill Road, Naugatuck, CT 06770 as a Union Representative of the Firemen’s Pension Plan “C” Board, filling the vacancy of James Trzaski, indefinite term. 15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the reappointment of Matthew DeBarber (R), 815 Maple Hill Road, Naugatuck, CT 06770 as an alternate member of the Zoning Commission, term to expire July 1, 2018. 16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Diane Scinto (R), 190 East Waterbury Road, Naugatuck, CT 06770 as a regular member of the Board of Finance, term to expire July 1, 2017. 17. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the reappointment of Anthony Campbell (D), 57 Jolie Road, Naugatuck, CT 06770 as a regular member of the Board of Finance, term to expire July 1, 2017. 18. Motion by Burgess Ernsky and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda Donald Wisniewski as an alternate to the Board of Finance. 19. Motion by Burgess Ernsky and seconded by Burgess Neth that the Board of Mayor and Burgesses appoint Donald Wisniewski as a Republican alternate member of the Board of Finance, filling the vacancy of Frank DiPerna. Mayor Mezzo opposed.  -4- Minutes – Board of Mayor and Burgesses Regular Meeting – July 1, 2014 Mayor Mezzo swore in Donald Wisniewski as a member of the Board of Finance. 20. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the following bid and authorize Mayor Mezzo to execute all contracts and related documents for the “Colortrac 42” Flex/SC 42C Pro Scanner & Repro Stand or Equivalent – Engineering Department” to Design Products Company, 33 Alumni Road, Newington, CT 06111 in the amount of $8,070 as recommended by Borough Engineer Wayne Zirolli. 21. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the bids for “Tires and Services” to the following vendors as per bid as recommended by Public Works Director James Stewart, as if read: Sullivan Tire Company, Inc. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Robert Mezzo to execute all agreements and related documents in connection with a $975,000 Grant from the State of Connecticut DECD to the Naugatuck Economic Development Corporation (NEDC) regarding Parcel A, B and C Site, Remediation and Reuse, Downtown Naugatuck Business District Project. 23. Motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses set Wednesday, July 23, 2014 between the hours of 6:00 a.m. and 8:00 p.m. as the date and time for the 2014/2015 Budget Referendum, to be held at the Naugatuck Historical Society/Railroad Station, 195 Water Street, Naugatuck, CT 06770. Mayor Mezzo and P. Scully in favor. Motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses set Tuesday, July 29, 2014 between the hours of 6:00 a.m. and 8:00 p.m. as the date and time for the 2014/2015 Budget Referendum, to be held at the Naugatuck Historical Society/Railroad Station, 195 Water Street, Naugatuck, CT 06770. Mayor Mezzo and R. Vitale opposed.  -5- Minutes – Board of Mayor and Burgesses Regular Meeting – July 1, 2014 24. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the following questions to appear on the 2014/2015 Budget Referendum Ballot: “Shall the Town Operating Budget of $53,936,971 for the Borough of Naugatuck for the fiscal year 2014/2015 be adopted? Yes No- Too High No- Too Low “Shall the Board of Education Budget of $61,304,206 for the Borough of Naugatuck for the fiscal year 2014/2015 be adopted? Yes No- Too High No- Too Low 25. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses designate the week of July 22-28, 2014 as Superhero Week and July 27, 2014 as Batman Day with the following proclamation, as if read: WHEREAS, for nearly a century the comic book has been a gateway to the enjoyment of reading for young people and adults across the Borough of Naugatuck; WHEREAS, by developing a love of reading and building a curiosity for the world around us, young people can grow into responsible, creative and moral adults; WHEREAS, the characters in these books have entered the American popular landscape as the foundations of our own mythology and as reflections of some of our highest aspirations; WHEREAS, these heroes inspire us to care for the world around us, respect our neighbors and work tirelessly in the face of great adversity; WHEREAS, seventy-five years ago Batman, one of the most endearing of these characters, was given to us as an inspiration for good, while asking nothing in return, may he continue to inspire the quest for justice for decades to come, NOW, THEREFORE, I, Mayor Robert A.
