MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES NOVEMBER 18, 2014 1. Mayor Robert A. Mezzo called the special meeting to order at 5:45 p.m. with the following in attendance: BURGESSES: RESIDENTS: T. K. Rossi R. Neth, absent None M. Bronko A. Olbrys, absent R. Burns, arrived 5:47 p.m. P. Scully, Sr. PRESS: C. Ernsky, absent R. Vitale None L. Jackson DEPARTMENT HEADS: OTHERS: None None 2. Mayor Mezzo led in the Pledge of Allegiance to the flag. 3. Motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses adopt the following resolution: WHEREAS, pursuant to the General Statutes of the State of Connecticut, the Connecticut Office of Policy and Management is authorized to extend financial assistance for economic development projects; and WHEREAS, the State Office of Policy and Management (hereinafter "OPM") has requested applications for funding to conduct and complete transit-oriented development (hereinafter "TOD") planning studies; and WHEREAS, the Borough of Naugatuck has decided to submit such application, in conjunction with the Naugatuck Economic Development Corporation (hereinafter the "NEDC"), in response to OPM's request for application requesting $250,000.00 for the planning of a transit-oriented redevelopment of former United States Rubber Company, Inc., Parcels A, B and C (hereinafter collectively referred to as (the "Property"), said Property located in the urban center of the Borough adjacent to the active Metro North Waterbury branch line; WHEREAS, the Borough of Naugatuck is the record owner and has site control over the Property and the aforementioned Naugatuck Train Station property, and has entered into option agreements with two entities for the redevelopment of portions thereof; NOW, THEREFORE, BE IT RESOLVED BY THE Board of Mayor and Burgesses: 1. That it is cognizant of the conditions and prerequisites for the state financial assistance imposed by the General Statutes of the State of Connecticut.  -2- Minutes – Board of Mayor and Burgesses Special Meeting – November 18, 2014 2. That the filing of an application for State financial assistance by the Borough of Naugatuck in an amount not to exceed $250,000.00 is hereby approved and that Mayor Robert A. Mezzo is directed to execute and file such application with OPM, to provide such additional information, to execute such other documents as may be required, to execute an Assistance Agreement with the State of Connecticut for State financial assistance if such an agreement is offered, to execute any amendments, decisions, and revisions thereto, and to act as the authorized representative of the Borough of Naugatuck. 3. That it adopts or has adopted as its policy to support the following nondiscrimination agreements and warranties provided in subsection (a)(l) of Connecticut General Statutes sections 4a-60 and 4a-60a, respectively, as amended by Public Acts 07-142 and 07-245, and for which purposes the "contractor" is Borough of Naugatuck and "contract" is said Assistance Agreement and any and all other documents required by OPM and/or any other applicable department or agency of the State of Connecticut: The contractor agrees and warrants that in the performance of the contract such contractor will not discriminate or permit discrimination against any person or group of persons on the grounds of race, color, religious creed, age, marital status, national origin, ancestry, sex, mental retardation or physical disability, including, but not limited to, blindness, unless it is shown by such contractor that such disability prevents performance of the work involved, in any manner prohibited by the laws of the United States or of the State of Connecticut. The contractor further agrees to take affirmative action to insure that applicants with job-related qualifications are employed and that employees are treated when employed without regard to their race, color, religious creed, age, marital status, national origin, ancestry, sex, mental retardation, or physical disability, including, but not limited to, blindness, unless it is shown by such contractor that such disability prevents performance of the work involved. The contractor agrees and warrants that in the performance of the contract such contractor will not discriminate or permit discrimination against any person or group of persons on the grounds of sexual orientation, in any manner prohibited by the laws of the United States or of the State of Connecticut, and that employees are treated when employed without regard to their sexual orientation.
