SPECIAL MEETING
BOARD OF MAYOR AND BURGESSES
DECEMBER 9, 2015
1. Mayor N. Warren “Pete” Hess called the special meeting to order at 6:01 p.m. with the
following in attendance:

DEPARTMENT HEADS:
J. Lawlor, Human Resources Director R. Butler, Jr., Controller
OTHERS:
R. Pugliese, Naugatuck Economic Development Corp. N. Grello, Attorney
R. Fitzpatrick, Brown & Brown Insurance S. Hunt, Police Captain
Three Police Department Employees
2. Deputy Mayor R. Neth led in the Pledge of Allegiance to the flag.
3. Motion by Deputy Mayor Neth and seconded by Burgess Burns that the Board of Mayor
and Burgesses authorize Mayor Hess to execute all contracts and related documents with
Quality Data Services, Inc., 121 Mattatuck Heights Road, Waterbury, CT 06705 for
software to the Assessor and Tax Collector Departments.
Burgess D. Wisniewski was not present for the vote.
4. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by
Burgess Scully to recess to Executive Session at 6:03 p.m. for discussion
on the following: Collective Bargaining (Police Union), Real Estate
Negotiations (acquisition of land for open space) inviting in Human
Resources Director J. Lawlor, Brown & Brown Insurance Benefits
Producer R. Fitzpatrick and Naugatuck Economic Development
Corporation CEO R. Pugliese.
Mayor Hess reconvened the meeting at 7:24 p.m.
5. The following motion emanated from Executive Session.
Motion by Burgess Vitale and seconded by Burgess Scully that the Board of Mayor and
Burgesses approve the Collective Bargaining Agreement between the Borough of
Naugatuck and the Police Union for the period from July 1, 2015 through June 30,
2018.
L. Jackson was not present for the vote
Deputy Mayor Neth opposed.

6. VOTED: Unanimously on a motion by Burgess Scully and seconded by Burgess
Burns to adjourn the meeting at 7:27 p.m.
