MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES JANUARY 5, 2016 1. Mayor N. VOTED: Unanimously on a motion by Burgess Donovan and seconded by Deputy Mayor Neth that the Board of Mayor and Burgesses approve the minutes of the regular meeting of December 1, 2015. Each member received a copy for review. 4. VOTED: Unanimously on a motion by Burgess Donovan and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the monthly reports of December. Each member received copies for review. 5. VOTED: Unanimously on a motion by Burgess Donovan and seconded by Burgess Scully to recess to Executive Session at 6:33 p.m. for discussion on the following: Collective Bargaining (Firefighters Union), Real Estate Negotiations (Acquisition of additional industrial/commercial parcels, Parcels A and B) and Pending Litigation inviting in Attorney E. Fitzpatrick and Naugatuck Economic Development Corporation CEO R. Pugliese. Mayor Hess reconvened the meeting at 7:11 p.m. 6. There were no motions emanating from Executive Session. 7. Mayor Hess appointed Charles Marenghi, 241 City Hill Street, Naugatuck, CT 06770 as a regular member of the Arts Commission, filling the unexpired term of L. D’Andrea, term to expire April 1, 2016. 9. Mayor Hess appointed Catherine Ernsky, 56 Rockwell Avenue, Naugatuck, CT 06770 as a regular member of the Arts Commission, filling the unexpired term of D. Santos, term to expire April 1, 2016. 10. Mayor Hess appointed Ceasar J. Ruggeri, 70 Florence Street, Naugatuck, CT 06770 as an alternate member of the Arts Commission, filling the unexpired term of C. Marenghi, term to expire April 1, 2016. 11. Mayor Hess appointed Ronald J. Pugliese, Jr., 211 Spring Street, Naugatuck, CT 06770 as the assistant director of Emergency Management & Homeland Security, filling the unexpired term of K. Hanks, term to expire June 1, 2017. 12. Mayor Hess reappointed Rick Martin (D), 76 Bluebird Drive, Naugatuck, CT 06770 as an alternate member of the Fire Commission, term to expire December 1, 2020. 13. VOTED: Unanimously on a motion by Burgess Donovan and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the reappointment of Patrick Corbett (D), 48 Tracyann Court, Naugatuck, CT 06770 as a regular member of the Golf Course Commission, term to expire June 1, 2018. 14. VOTED: Unanimously on a motion by Burgess Donovan and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the reappointment of Jeremy Lennon (U), 84 Birch Lane, Naugatuck, CT 06770 as a regular member of the Golf Course Commission, term to expire June 1, 2018. 15. VOTED: Unanimously on a motion by Burgess Donovan and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the reappointment of W. Francis Dambowsky, 35 Moonlight Circle, Naugatuck, CT 06770 as member of the Emergency Planning Committee of the Council of Governments, term to expire January 1, 2019. 16. VOTED: Unanimously on a motion by Burgess Donovan and seconded by Burgess Scully that the Board of Mayor and Burgesses waive the bid and authorize Mayor Hess to execute all contracts and related documents for “IT Communication Room Air Conditioning Backup – Police Department” to MJ Daly, 110 Mattatuck Heights, Waterbury, CT 06705 in the amount of $8,282.00 as recommended by Lieutenant Gregory Dean. 17. Motion by Burgess Donovan and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute a license agreement  -3- Minutes – Board of Mayor and Burgesses – Regular Meeting – January 5, 2016 between the Borough of Naugatuck and Catholic Cemeteries Association of the Archdiocese of Hartford, Inc. for the borough’s continued use of Cotton Hollow Field for baseball games and related sporting events subject to borough counsel approval. Motion rescinded. VOTED: Unanimously on a motion by Burgess Donovan and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute a license agreement between the Borough of Naugatuck and Catholic Cemeteries Association of the Archdiocese of Hartford, Inc. for the borough’s continued use of Cotton Hollow Field for baseball games and related sporting events subject to borough attorney and mayor determination that the state land has been excluded from Schedule A. 18. VOTED: Unanimously on a motion by Burgess Donovan and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents with Naugatuck Environmental Technologies LLC for the Incineration Facilities Lease Agreement Contract Administration Memorandum No. IF 2015-1 dated July 1, 2015 subject to approval by the Water Pollution Control Authority. 19. VOTED: Unanimously on a motion by Burgess Donovan and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents with Veolia Water North America for the Wastewater Treatment System – Capital Improvements and Asset Management Contract Administration Memorandum No. SC 2015-1 dated July 1, 2015 subject to approval by the Water Pollution Control Authority. 20. VOTED: Unanimously on a motion by Burgess Donovan and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to sign an agreement and execute all contracts and related documents between the Borough of Naugatuck and Milone and MacBroom, Inc. for the Local Transportation Capital Improvement Program (LOTCIP) application and design of the North Main Street Reconstruction Project in a form approved by the borough attorney. 21. VOTED: Unanimously on a motion by Burgess Donovan and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents the proposed Permanent Drainage Easement Agreement for Diana and David Parady, 58 Kosko Lane, based on a favorable report from the Planning Commission pursuant to Section 8-24 of the General Statutes in a form approved by borough counsel as recommended by Borough Engineer Wayne Zirolli.  -4- Minutes – Board of Mayor and Burgesses Regular Meeting – January 5, 2016 22. VOTED: Unanimously on a motion by Burgess Donovan and seconded by Deputy Mayor Neth that the Board of Mayor and Burgesses accept Open Space at Apple Hill Estates Subdivision as recommended by Borough Engineer Wayne Zirolli and the Naugatuck Planning Commission. 23. VOTED: Unanimously on a motion by Burgess Donovan and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents with Tyler Technologies, 12 Gooses Lane, Tolland, CT 06084 for the Munis Software Lease for the Borough of Naugatuck and Board of Education as approved by the borough attorney. 24. Motion by Burgess Donovan and seconded by Burgess Scully that the Board of Mayor and Burgesses adopt the following resolution: Be it RESOLVED, that N. Warren “Pete” Hess, Mayor of the Borough of Naugatuck is authorized to sign the LOCAL BRIDGE PROGRAM SUPPLEMENTAL APPLICATION and any associated agreements between the State of Connecticut and the Borough of Naugatuck for Maple Street over Naugatuck River, Bridge No. 04124. Public Comment – None 27. Burgess Comments/Sub-Committee Reports Burgess Donovan reported the Zoning Commission approved outdoor dining. Burgess Wisniewski looks forward to being on the Industrial Park Subcommittee. Burgess Hoff reported the Arts Commission requested Catherine Ernsky be appointed as a member of the commission. Burgess Hoff thanked Pete Hess, Vin Siefert and the employees of the Hopson Building for a wonderful Christmas party that raised almost $6,000 for the library. The United Way raised $6,000 at the Festival of Trees. The Historical Society is holding their Savor CT event on February 13th. The Parent School Council is holding a community event at City Hill Middle School on February 20th. Burgess Neth said the high school project is winding down. The Hillside Intermediate School and Western Elementary School roof projects will begin in the summer. He is encouraged by the Industrial Land Subcommittee. Mayor Hess said there will be a special meeting in January to make appointments to the Board of Finance. The QAlert System is being implemented on a town wide basis. A Blight/Litter Task Force was formed to work toward strengthening our existing ordinance and enforcement. A group on community service from the Superior Court will be picking up litter in the borough. Burgess Burns said John Clark will be retiring from the Pension Board because he and his wife are moving to Florida. Burgess Scully said the Tax Ordinance Subcommittee will look to revamp the existing ordinance. Burgess Jackson acknowledged a job well done by the Park Department on the tree lighting event. Burgess Vitale wished everyone a Happy New Year. A new firefighter started. He thinks the numbers to stream the borough meetings are unrealistic. 28.
