MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES MARCH 16, 2016 1. Mayor N. Warren “Pete” Hess called the special meeting to order at 7:19 p.m. with the following in attendance: BURGESSES: PRESS: R. Neth, absent L. Jackson L. Marshall R. Burns P. Scully, Sr. K. Donovan R. Vitale RESIDENTS: C. Herb D. Wisniewski None D. Hoff DEPARTMENT HEADS: J. Lawlor, Human Resources Director R. Butler, Jr., Controller 2. Burgess Hoff led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Burgess Scully and seconded by Burgess Burns to recess to Executive Session at 7:20 p.m. for discussion on the following: Personnel (Senior Center Director, Assistant Controller, Assistant to Assessor), Contract Negotiations (UPSEU Contract) and Pending Litigation inviting in Human Resources Director J. Lawlor. Mayor Hess reconvened the meeting at 8:20 p.m. 4. The following motions emanated from Executive Session. VOTED: Unanimously on a motion by Burgess Donovan and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Hess to enter into a Memorandum of Understanding with the Assistant Controller Patricia Porciello. VOTED: Unanimously on a motion by Burgess Scully and seconded by Burgess Jackson that the Board of Mayor and Burgesses authorize Mayor Hess to sign a Collective Bargaining Agreement between the Borough of Naugatuck and the United Public Service Employees Union, Local 424- Unit 15 White Collar effective July 1, 2015 through June 30, 2018. 5. VOTED: Unanimously on a motion by Burgess Scully and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to sign a deed and sell real estate located at 195 Water Street, Naugatuck, CT (Naugatuck Train Station) to Gezim Perzhilla and Carlos Santos and or their successor, Naugatuck Train Station LLC, pursuant to a contract dated July 21, 2015. It is understood that the town will accept a note and purchase money mortgage in the amount of $240,000.00 as part of the purchase price. -2- Minutes – Board of Mayor and Burgesses – Special Meeting – March 16, 2016 6. VOTED: Unanimously on a motion by Burgess Scully and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Hess to execute a contract with ThyssenKrupp Elevator Corporation, 100 Clark Drive, East Berlin, CT 06023 for the “Maintenance and Upgrade of the Naugatuck Fire Department Elevator as approved by borough counsel. 7. VOTED: Unanimously on a motion by Burgess Scully and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the bid and authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents for the “Hillside Intermediate School Reroofing” this summer to Allied Restoration Corporation, 162 Governor Street, East Hartford, CT 06108 in the amount of $624,200.00 as recommended by Controller Robert W. Butler, Jr. 8. VOTED: Unanimously on a motion by Burgess Scully and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the bid and authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents for the “Western Elementary School Reroofing” this summer to A. Secondino & Son, Inc., 21 Acorn Road, Branford, CT 06405 in the amount of $594,200.00 as recommended by Controller Robert W. Butler, Jr. 9. The following motion was tabled until the next meeting. Motion by Burgess that the Board of Mayor and Burgesses waive the bid and authorize Mayor Hess to sign all contracts and related documents for the construction of the “Votex Aquatic Structures Splash Pad” at the Former Hop Brook Pool Location, 75 Crown Street, Naugatuck, CT with M.E. O’Brien & Sons, Inc.,93 West Street - P.O. Box 650, Medfield, MA 02052 for $86,650.00. The contract pricing is discounted based on the Massachusetts Higher Education Consortium (MHEC). The following unutilized accounts from prior years shall be directed to the project: 6005-0884 Hop Brook Pool Repair $82,867.06 6005-0858 Pool Vacuum $5,150.00 6005-0850 Pool Lift $5,000.00 Total $93,017.00 10. VOTED: Unanimously on a motion by Burgess Scully and seconded by Burgess Burns to adjourn the special meeting at 8:36 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
