1. Mayor “Pete” Hess called the regular meeting to order at 6:01 p.m. with the following in

3. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Scully that the Board of Mayor and Burgesses approve the minutes of the
regular meeting of June 7, 2016 and the special meetings of June 17, 2016
and June 21, 2016. Each member received copies for review.
4. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Scully that the Board of Mayor and Burgesses approve the monthly reports
of June. Each member received copies for review.
5. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Scully to recess to Executive Session at 6:04 p.m. for discussion on the
following: Real Estate Negotiations (Naugatuck Armory), Collective
Bargaining (UPSEU Dispatchers), Personnel (Deputy Fire Chief, Fire
Marshal, Human Resources Department/Board of Education/Shared
Services) and Pending Litigation inviting in Fire Chief E. Murray and
Human Resources Director J. Lawlor.
Mayor Hess reconvened the meeting at 7:25 p.m.
6. The following motion emanated from Executive Session.
VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Scully that the Board of Mayor and Burgesses authorize Mayor Hess to

sign all documents related to the UPSEU Dispatchers Union Contract
Naugatuck Police date July 1, 2015 through June 30, 2018.
7. Kevin Zak, President of the Naugatuck River Revival Group (NRRG) gave a video
presentation on the Naugatuck River focusing on the Kinneytown Dam in Seymour. The
dam is not a Department of Energy and Environmental Protection (DEEP) dam and is
considered a Class C Significant Hazard. The dam does not allow fish to pass through the
dam to the other side. An alarming amount of fish and wildlife are dying at the hands of
the dam each year. The dam only generates one megawatt of power. In comparison, the
proposed Oxford Power Plant will generate 800 megawatts and the plant in Middletown
generates 600 megawatts. Mr. Zak asked for the board’s support and guidance in getting
the dam in Seymour removed.
8. Mayor Hess stated he is working on several proposed solar projects within the Borough
of Naugatuck that would generate 3 to 4 megawatts each. He wants to explore
collaborating with other municipalities to knock down the Seymour dam to improve the
river. The excess power from the Naugatuck solar projects could be used to offset the
Seymour dam’s one megawatt of power.
9. Public Comment
Commended the mayor and burgesses for considering solar energy.
Hopes the board works with other towns on the Seymour dam.
Vote in the July 12th Budget Referendum.
10. Mayor Hess appointed the following members to an Elderly Tax Exemption Committee
to review and modify current elderly tax exemptions and credits. The committee shall
commence its statutory duties on September 12, 2016. Prior to the commencement of the
statutory requirements, Assessor Carol Ann Tyler shall schedule a workshop to
disseminate materials and review the current protocol.

11. Motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor
and Burgesses accept conveyance of two parcels of real property consisting of 4.63
acres and 4.47 acres located at Rubber Avenue Extension from Valley Associates, Inc. to
the Borough of Naugatuck in lieu of back taxes in order to expand Gunntown Passive Park
and Nature Preserve.
Motion amended.
Motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor
and Burgesses amend the previous motion.
Mayor Hess abstained.
Motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor
and Burgesses accept conveyance of two parcels of real property consisting of 4.63

06770 as a regular member of the Fire Commission, term to expire May 1, 2018.
14. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Scully that the Board of Mayor and Burgesses approve the bid for

Stewart.

34. Burgess Comments/Sub-Committee Reports
Mayor Hess encouraged everyone to vote against the budget in the referendum. He said
the mill rate will go down as long as the budget is voted down.
Burgess Hoff congratulated all the graduates. She thanked Jay Carlson for his years of
service to the Naugatuck Economic Development Corporation. She wished him well.
Burgess Donovan reported the Zoning Commission approved Parcel C and an auto shop
on New Haven Road. She said the library did an excellent job with their mini golf
fundraiser.
Burgess Herb said fracking is dangerous. He thinks we should do an ordinance banning
it.
Burgess Vitale reported the Park Commission established field usage fees for adult
leagues starting January 1, 2017. The fee will be $10 for residents and $15 for non-
residents per player per adult league. He thought the fireworks were better than last year.
Youth Services will be holding a fundraiser at the Comedy Club next Thursday. Burgess
Vitale said a noise ordinance proposal came before the board last year and nothing was
done with it. He also thinks we need a pooper scooper ordinance and/or an off leash
ordinance.
Burgess Jackson said the concerts on the green have been phenomenal. The fireworks
were great. She congratulated Peach Blossom and wished them well on the opening of
their new store. She reminded everyone to vote on July 12th in the budget referendum.
Burgess Scully said it was an honor to attend the high school graduation. The Mayor, Mr.
Burns and Burgess Scully sat in a cage for the POW/MIA vigil on the green. He reported
the PSAP Subcommittee will meet again to discuss setting up a 911 system. He said the
work has begun on Kosko Lane.
Mayor Hess is impressed with Senior Center Director Harvey Frydman and the work he
does organizing the annual health and wellness clinic. If there was a charge, it would be
approximately $150 per person. A $29,315 estimated value of services were performed
free of charge to the residents of Naugatuck.
35. VOTED: Unanimously on a motion by Burgess Scully and seconded by Deputy
Mayor Neth to adjourn the meeting at 9:01 p.m.
