MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES AUGUST 17, 2016 1. Mayor “Pete” Hess called the special meeting to order at 7:07 p.m. with the following in attendance: BURGESSES: PRESS: R. Neth L. Jackson L. Marshall R. Burns P. Scully, Sr. L. Weschler K. Donovan R. Vitale C. Herb D. Wisniewski , absent OTHERS: D. Hoff S. Savoy, Police Commission DEPARTMENT HEADS: J. Lawlor, Human Resources Director C. Edson, Chief of Police R. Butler, Jr., Controller 2. Burgess Hoff led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Jackson to recess to Executive Session at 7:09 p.m. for discussion on the following: Personnel (Police Chief) and Pending Litigation inviting in Controller R. Butler and Human Resources Director J. Lawlor. Mayor Hess reconvened the meeting at 8:07 p.m. 4. The following motion emanated from Executive Session. Motion by Burgess Hoff and seconded by Burgess Vitale that the Board of Mayor and Burgess authorize the mayor to sign a two year employment agreement with Police Chief Edson with changes as discussed in executive session. ROLL CALL VOTE: FOR OPPOSE ABSTAIN Mayor N.W. Hess D. Hoff R. Neth None R. Burns R. Vitale C. Herb K. Donovan L. Jackson P. Scully, Sr. Motion carried 5-4-0 For the record: Mayor Hess: “In the next two years, because we are ahead of the curve in healthcare and the elimination of the defined benefit pension plan, the Borough of Naugatuck is going to be faced with many retirements and a loss of manpower especially at the top. I believe this two year contract with Chief Edson is appropriate and makes sense for the borough and that he can help us get through this difficult time period with his education experience and skills.”  -2- Minutes – Board of Mayor and Burgesses Special Meeting – August 17, 2016 5.
