MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES NOVEMBER 15, 2016 1. Mayor “Pete” Hess called the special meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: PRESS: R. Neth, arr. 6:05 p.m. L. Jackson, left 6:40 p.m. L. Marshall R. Burns P. Scully, Sr. K. Donovan, left 6:06 p.m. R. Vitale, left 6:40 p.m. RESIDENTS: C. Herb D. Wisniewski , absent None D. Hoff, absent DEPARTMENT HEADS: R. Butler, Jr., Controller OTHERS: R. Pugliese, Naugatuck Economic Development CEO R. Oris, Heritage Downtown J. Lombard, Heritage Downtown LLC J. Oddi, Pictometry C. Wable, St. Mary’s Hospital President Attorney K. McSherry A. Becker, Trinity Health Systems 2. Burgess Vitale led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Mayor Hess and seconded by Burgess Scully to recess to Executive Session at 6:01 p.m. for discussion on the following: Real Estate Negotiations (Naugatuck Armory, Cell Tower, Parcel C) and Pending Litigation inviting in Naugatuck Economic Development Corporation CEO R. Pugliese, Attorney K. McSherry, Heritage Downtown Developer J. Lombard, Heritage Downtown Developer R. Oris, Trinity Health Systems A. Becker and St. Mary’s Hospital President C. Wable. Mayor Hess reconvened the meeting at 6:44 p.m. 4. There were no motions emanating from Executive Session. 5. VOTED: Unanimously on a motion by Burgess Vitale and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents for “Tuttle Building Renovations – Phase 1 Roof Replacement and Related Work” with A. Secondino & Sons, Inc., 21 Acorn Road, Branford, CT 06405. 6. Joe Oddi of Pictometry International Corporation gave a presentation on services the company can provide to the Assessor’s Office. They use a plane to fly over the town -2- Minutes – Board of Mayor and Burgesses Special Meeting – November 15, 2016 to capture images of properties. The plane uses five cameras to take pictures of the north, south, east, west and top sides of properties. Data can be uploaded and put over the current image of a property. A side by side comparison would show if changes have been made to the property. Sketch check is when the sketch image is put over the aerial image to see if the current measurements of the building are correct. The aerial images measure square footage, area, heights, lengths, widths, distances, angles, and elevations of buildings, properties and roads. It’s like taking a virtual tour of every square foot of each property in a town without having to schedule a field visit. 7. VOTED: Unanimously on a motion by Burgess Scully and seconded by Deputy Mayor Neth to adjourn the special meeting at 7:29 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
