BOARD OF MAYOR AND BURGESSES
MARCH 22, 2017
1. Mayor “Pete” Hess called the special meeting to order at 6:01 p.m. with the following in
attendance:

2. Deputy Mayor Neth led in the Pledge of Allegiance to the flag.
3. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by
Burgess Scully that the Board of Mayor and Burgesses refer to the Joint
Boards of Mayor and Burgesses and Board of Finance a transfer request of
$48,000.00 from Contingency to the IT Consultant Account as
recommended by Controller Robert W. Butler, Jr. and the IT Committee.
4. Mayor Hess stated there is a surplus of $100,000 in the Town Clerk’s Local Capital
Improvement Fund. The excess can only be used for capital purchases by law. He asked
the board for feedback on what to purchase with the money. The mayor said he is
thinking of purchasing things that would be nice for the town. The festivals have been a
huge success and instead of renting a stage and sound equipment, we could purchase
both. Another idea is an aerator at Baummers Pond to improve the pond from all the
muck. Burgesses made the following suggestions: build a new gazebo on the green or at
another park, fix the existing playgrounds and/or put some money toward a splash pad at
Hop Brook School. The board agreed with the mayor that the festivals are wonderful and
sound equipment with a stage should be purchased. The mayor will revisit the issue at a
future meeting for a vote.
5. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by
Burgess Scully to recess to Executive Session at 6:23 p.m. for discussion
on the following: Personnel (Dispatcher Position) inviting in Human
Resources Director J. Lawlor, Fire Chief E. Murray, Fire Commission
Chairman J. Ford and Fire Commission Member H. Kuczenski, Jr.
Mayor Hess reconvened the meeting at 7:09 p.m.

6. There were no motions emanating from Executive Session.
7. VOTED: Unanimously on a motion by Burgess Scully and seconded by Burgess
Donovan to adjourn the special meeting at 7:09 p.m.
