regular meeting of May 2, 2017and the special meetings of May 8, 2017
and May 22, 2017. Each member received copies for review.
4. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Scully that the Board of Mayor and Burgesses approve the monthly reports
of May. Each member received copies for review.
5. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Scully to recess to Executive Session at 6:02 p.m. for discussion on the
following: Real Estate Negotiations (Chemtura, Peddlers Market, Parcels
A&B, Industrial Park Property Acquisition), Personnel (HR Shared
Services with BOE, Town Planner/ZEO) and Pending Litigation inviting
in Human Resources Director J. Lawlor.

7. Public Comment
Members of the Conservation Commission spoke about the new compressor at the Oxford
Power Plant. They have concerns about emissions and would like to suggest implementing
a warning alarm in case levels go too high. Chairwoman Melissa Leonard said she would
contact Conservation Commissions in surrounding towns to discuss what if anything they
are doing about the situation. They collected 1500 light bulbs in exchange for LED bulbs
at the Spring Festival. A fracking waste ban has gone to the state senate and the
commission would like the Board of Mayor and Burgesses to support the ban.

14. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Scully that the Board of Mayor and Burgesses approve the appointment of
Dale L. Sweet (R), 351 Union City Road, Naugatuck, CT 06770 as a
regular member of the Golf Course Commission, filling the expired term
of N. Barton, term to expire June 1, 2020.
15. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Scully that the Board of Mayor and Burgesses approve the reappointment
of Robert Stabile (D), 12 Casper Court, Naugatuck, CT 06770 as a regular
member of the Golf Course Commission, term to expire June 1, 2020.
16. Motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor
and Burgesses authorize Mayor N. Warren “Pete” Hess to execute all contracts and related
documents for a research agreement with The City University of New York and the
Borough of Naugatuck.
Burgess Vitale opposed.
17. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Scully that the Board of Mayor and Burgesses approve the bid and
authorize Mayor Hess to execute all contracts and related documents for
the “FY 2018 Revaluation Services” to Municipal Valuation Services
LLC, 1129 Post Road, Fairfield, CT 06824 in the amount of $346,900 as
recommended by Assessor Carol Ann Tyler.
18. Motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor
and Burgesses approve the bid and authorize Mayor Hess to execute all contracts and
related documents for the “New Flooring – Fire Headquarters” to Valley Floor
Covering, 562 Rubber Avenue, Naugatuck, CT 06770 in the amount of $16,999 as
recommended by Fire Chief Ellen Murray.

Scott Street from Elm Street to Cherry Street, Cherry Street from Scott
Street to Ann Street, Olive Street, Ida Street, Irving Street, Lewis Circle,
Lewis Street from Sharon Avenue to Fairchild Street, Pleasant Avenue,
Gorman Street, Spencer Street and Charles Street related to a gas main
installation; $28,289.60 for the final trench paving on Cherry Street from
Ann Street to the WWTF related to the Fuel Cell project gas line; and
$38,773.80 for the final trench paving on Buckingham Street and Beecher

30. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Scully that the Board of Mayor and Burgesses add to the agenda a motion
to adopt a TOD Grant Program resolution.
31. Motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor
and Burgesses adopt the following 2017 Responsible Growth and Transit-Oriented
Development (TOD) Grant Program resolution, as if read:
(1) Authorizes submission of the 2017 Responsible Growth and Transit-Oriented
Development (TOD) Grant, in accordance with the 2017 Responsible Growth and
Transit-Oriented Development (TOD) Grant Request for Applications;
(2) Authorizes N. Warren “Pete” Hess, Mayor of the Borough of Naugatuck to sign the
grant application, attached hereto, and to sign any other documents associated with
administering the grant, if awarded, including but not limited to the final grant
agreement and any amendments thereto.
(3) In administering the grant, if awarded, the Borough of Naugatuck hereby agrees to
comply with the terms and conditions in the final grant agreement, as executed,
including the local match requirement contained in such agreement. The local match
presented in the initial Application Form shall form the basis for the match
requirements of the grant agreement.

32. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Scully that the Board of Mayor and Burgesses authorize Mayor Hess to
execute a lease agreement and all related documents between the Borough
of Naugatuck and Eco-Site LLC with regard to construction of a cell
tower and related communications equipment on property owned by the
Borough of Naugatuck, subject to review and approval by the borough
attorney.
33. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Scully that the Board of Mayor and Burgesses authorize GIS Coordinator
Fred Agee to put an RFP to solicit offers for the purchase of any
Borough of Naugatuck property acquired through foreclosures and/or
deeds in lieu of back taxes.

34. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Scully that the Board of Mayor and Burgesses authorize the abatement of
uncollectible taxes on 7 parcels sold at tax auctions as presented by the
tax collector.
35. Motion by Burgess that the Board of Mayor and Burgesses authorize the
abatement of personal property taxes on 318 businesses no longer in business as
presented by the tax collector.
Motion tabled.
36. Mayor Hess brought up the Acquisition of Capital Items pursuant to Section 7-535
C.G.S. etseq. through the Town Clerk’s Local Capital Improvement Fund. He
reminded everyone of the items already purchased and the suggestions of the ones still to
be purchased. Mayor Hess said a new suggestion for consideration is an endzone camera
for the high school field. The football team is looking to purchase one for training players
after the games on their performance. The marching band and other sports teams could use
the camera as well. No decision was made at this time.
37. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Scully that the Board of Mayor and Burgesses approve $283,500 to be
allocated to the Tuttle Building Renovations Phase I from the Five Year
Capital Bond as recommended by the Building Committee.
38. Motion by Burgess Hoff and seconded by Burgess Scully that the Board of Mayor and
Burgesses authorize Controller Robert W. Butler, Jr. to refund the following tax refunds

Regular Meeting – June 6, 2017
Burgess Donovan said the Zoning Commission approved text changes for the New Haven
Road District.
Burgess Wisniewski wishes the Dog Park Grand opening goes well.
Burgess Hoff said the Concert Series on the green begins next Tuesday. There will be a
golf fundraiser on June 20th to benefit the Ecumenical Food Bank
Deputy Mayor Neth said the Spring Festival was another successful downtown event and
so was Duck Day. He told the mayor to keep it going, it’s great for the town.
Mayor Hess gave an update on the following events taking place in the borough. There
will be a food truck fundraiser and carnival on June 24th. The fireworks will be held July
3rd with a rain date of July 5th. The Summer Festival will be August 12th with a fireworks
show in the evening. The Fall Festival will again coincide with the Mission 22 Hike on
September 30th. A Custom Car and Big Boy Toy Show will be in the Naugatuck Event
Center on November 18th and 19th. The Winter Festival will be held this year in the event
center. There will be a Christmas show with major regional vendors of Christmas goods.
Other events the mayor is working on are a chocolate show, a beer show and a medieval
show.
Burgess Scully said he was glad to see a good turnout for the Memorial Day Parade even
with the impending rain.
Burgess Jackson said the high school graduation is next Wednesday. She told the mayor
he is doing a good job.
Burgess Vitale reported the library is hosting a jazz trio on June 16th. The Dog Park
Grand Opening is Saturday from 11 to 4 p.m.
