MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES NOVEMBER 8, 2017 1. Mayor “Pete” Hess called the regular meeting to order at 6:30 p.m. with the following in attendance: BURGESSES: PRESS: L. Burns, Jack DeOliveira, Rocky Vitale and Donald Wisniewski were sworn into office by Mayor N. Warren “Pete” Hess. Newly elected Deputy Mayor Laurie Taf Jackson was sworn into office by Mayor Hess. Newly elected Burgess Dorothy A. Hoff was sworn into office by Stephanie Gunnoud. Newly elected Burgess Robert Neth was sworn into office by Dorothy Neth-Kunin. 4. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meeting of October 3, 2017 and the special meeting of October 19, 2017. Each member received copies for review. Burgess M. Bronko and Burgess J. DeOliveira abstained. 5. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of October. Each member received copies for review. 6. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 6:36 p.m. for discussion on the following: Real Estate (Parcel B) and Pending Litigation. No one was invited into executive session. Mayor Hess reconvened the meeting at 7:02 p.m. -2- Minutes – Board of Mayor and Burgesses Regular Meeting – November 8, 2017 7. There were no motions emanating from Executive Session. Deputy Police Chief Joshua Bernegger led everyone in a moment of silence for Patrolman Robert “Tommy” Byrne who passed away unexpectedly. 8. Public Comment – None 9. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses recess to the Retirement Board at 7:04 p.m. Mayor Hess reconvened the meeting at 7:06 p.m. 10. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Brian D. Moore, 129 Cherry Street, Naugatuck, CT 06770 as a regular member of the Inland Wetlands Commission, filling the unexpired term of M. Davis, term to expire January 1, 2021. Mayor Hess swore in Brian D. Moore as a regular member of the Inland Wetlands Commission. 11. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Leslie Bojko, 68 Rockwell Avenue, Naugatuck, CT 06770 as a non union employee member of the Non Union Pension Board, filling the vacancy of Shelby Lineweber, indefinite term. 12. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Jennifer Dupont (D), 111 Partridgetown Road, Naugatuck, CT 06770 as a Zoning Citation Hearing Officer, term to expire November 1, 2019. 13. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Matthew Erickson (R), 81 Clearview Circle, Naugatuck, CT 06770 as a Zoning Citation Hearing Officer, term to expire November 1, 2019. 14. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Ralph Gilnack (R), 66 Tanglewood Lane, Naugatuck, CT 06770 as a Zoning Citation Hearing Officer, term to expire November 1, 2019. -3- Minutes – Board of Mayor and Burgesses Regular Meeting – November 8, 2017 15. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of James Ayash, 69 Graham Ridge Road, Naugatuck, CT 06770 as a regular member of the Conservation Commission, term to expire November 1, 2020. 16. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Christine Yannielli, 9 Chestnut Street, Naugatuck, CT 06770 as a regular member of the Conservation Commission, term to expire November 1, 2020. 17. Chief of Police Christopher Edson gave a brief presentation on the Traffic Study Report, NVCIT Case Number 2017-15, Field Street/Jones Road, Naugatuck. They initially wanted to install curbing with grass on an island to close the intersection. However, it will make it difficult for truck traffic, especially for plows to navigate the intersection. He recommends painting a striped center island instead of asphalt. A solar warning sign for $1,800 can be installed coming down the hill on Field Street. VOTED: Unanimously on a motion by Burgess Bronko and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Deputy Chief Bernegger to implement the solution shown in the Traffic Study Report, NVCIT Case Number 2017-15, Field Street/Jones Road. 18. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award the use of People’s United Bank, N.A., 850 Main Street, Bridgeport, CT 06604-4913 to “Process Payments in Their Lockbox Operation” in an amount not to exceed $4,000 as recommended by Controller Allyson W. Bruce and authorize Mayor Hess to execute all contracts and related documents. 19. Public Act 17-155 Temporary Health Care Structures is regarding homes (pods) placed on existing properties to house mentally or physically impaired people. The homes need to be connected to city water and sewers. A bond can be put in place for $50,000. Town Planner Lori Rotella said it will be difficult to monitor because one hundred twenty days (120) after the impaired person moves out, the pod has to be removed. The Zoning and Planning Commissions recommend opting out. Motion by Burgess Bronko and seconded by Burgess Neth that the Board of Mayor and Burgesses opt out of Public Act 17-155 Temporary Health Care Structures for the reasons stated by the Naugatuck Zoning Commission in the memo dated October 24, 2017. R. Vitale opposed. -4- Minutes – Board of Mayor and Burgesses – Regular Meeting – November 8, 2017 20. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the purchase of the following items from the Town Clerk’s Local Capital Improvement Fund “Signs at the Naugatuck Industrial Park” to CT Signcraft, 47 Cherry Street, Naugatuck, CT 06770 in the amount of $2,350. Burgess R. Neth abstained. 21. People have been asking to have a new location for the Goodwill Industries Truck. Mayor Hess said Goodwill is interested in coming to a temporary location on Parcel B until it is developed. VOTED: Unanimously on a motion by Burgess Hoff and seconded by Deputy Mayor Taf Jackson that the Board of Mayor and Burgesses allow Goodwill to come to Parcel B in an area to be refined near Monahan’s and Duffy’s Tavern on a month to month basis. 22. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award the “Land Record Indexing System” to Conduent, 8600 Harry Hines Boulevard, Dallas, TX 75235 in the amount of $25,000 as required by State Statues, 7-24CGS, 7-25CGS, 7-26CGS as recommended by Town Clerk Michelle Dowling and authorize Mayor Hess to execute all contracts and related documents. 23. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award the “Maintenance Contract for iRecord Labor – Police Department” to BEI Holdings, Inc., 6 Capital Drive, Wallingford, CT 06492 in the amount of $2,005 as recommended by Chief of Police Christopher Edson and authorize Mayor Hess to execute all contracts and related documents. Motion tabled. 24. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award the “Yearly Carbon Cylinders” to Shipman’s Fire Equipment, 172 Cross Road, P.O. Box 257, Waterford, CT 06385 in the amount of $6,957.65 as recommended by Fire Chief Ellen Murray and authorize Mayor Hess to execute all contracts and related documents. Mayor Hess was not present for the vote. 25. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award the “Firefighter Gear – Eight Jackets, Eight Pants and Eight Belts” to Shipman’s Fire Equipment, 172 Cross Road, P.O. Box 257, Waterford, CT 06385 in the amount of $19,155.90 as recommended by Fire Chief Ellen Murray and authorize Mayor Hess to execute all contracts and related documents. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award the “Training/Trailer Rental/Instruction Services” to Flash Fire, 38 Carmen Lane, Monroe, CT 06468 in the amount of $2,700 as recommended by Fire Chief Ellen Murray and authorize Mayor Hess to execute all contracts and related documents. Mayor Hess was not present for the vote. 27. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award the “Yearly Maintenance Agreement for the Voice Recording Software – Fire Department” to BEI Holdings, Inc., 6 Capital Drive, Wallingford, CT 06492 in the amount of $1,515 as recommended by Fire Chief Ellen Murray and IT Director Jim Kallipolites and authorize Mayor Hess to execute all contracts and related documents. Motion tabled. 28. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award the “Upgrade to the Voice Recording Software – Fire Department” to BEI Holdings, Inc., 6 Capital Drive, Wallingford, CT 06492 in the amount of $1,708.50 as recommended by Fire Chief Ellen Murray and IT Director Jim Kallipolites and authorize Mayor Hess to execute all contracts and related documents. 29. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and renew the annual contract for the “Tax Office and Assessor Office Software and Maintenance” to Quality Data Services, Inc., 121 Mattatuck Heights Road, Waterbury, CT 06705 in the amount of $25,380.83 as recommended by Controller Allyson W. Bruce and authorize Mayor Hess to execute all contracts and related documents. Motion tabled. 30. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award the “Billing and Mailing of the Tax Bills” to Quality Data Services, Inc., 121 Mattatuck Heights Road, Waterbury, CT 06705 and amend the annual contract in the amount of $17,420 as recommended by Controller Allyson W. Bruce and authorize Mayor Hess to execute all contracts and related documents. 31. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award the “Roof Repair Work for the Armory Building” to JC Classic Repairs, 39 Bradley Avenue, Meriden, CT 06451 in the amount of $7,485 as per quotation dated September 19, 2017 as recommended by the Five Year Capital Committee. -6- Minutes – Board of Mayor and Burgesses Regular Meeting – November 8, 2017 32. Purchasing/Financial Analyst Robert W. Butler, Jr. discussed the No Cost Lighting Upgrade as part of the Connecticut Lighting Incentive at the Naugatuck Event Center. Eversource said there is a two year payback. The cost is $70,000 and their estimated savings is $42,000 a year. The lighting upgrade will be to the parking lot, first floor and the front part of the second floor. The expense for lighting at the event center last year was $88,000. The cost to replace T-12 fluorescent bulbs is $9 to $12 a foot. It will get harder to find replacement bulbs. It costs money to get rid of fluorescent bulbs because of the mercury content. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor Hess to enter into an agreement with Efficient Lighting Consultants to provide a no cost lighting upgrade at the Naugatuck Event Center in accordance with the proposal dated October 16, 2017. 33. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda an appointment to the Inland Wetlands Commission. 34. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Wendyann C. Fowler (R), 361 Field Street, Naugatuck, CT 06770 as an alternate member of the Inland Wetlands Commission, filling the unexpired term of J. Litke, term to expire January 1, 2021. 35. VOTED: Unanimously on a motion by Burgess Neth and seconded by Deputy Mayor Taf Jackson that the Board of Mayor and Burgesses authorize Mayor N. He looks forward to working together as a team. Burgess Hoff said the Rotary Club honored Wayne and Nancy Buckmiller. There will be a car show at the Naugatuck Event Center on November 18th and 19th. Light the Night will be December 2nd. Burgess Hoff asked what is being done about the Waterbury sewage leak into the river. She wants to make sure there is a plan in place should this ever happen in Naugatuck. Burgess Neth asked where we stand with the IT Committee. When will the LED Lighting Project begin? He congratulated all elected officials. He wished everyone a Happy Thanksgiving. Deputy Mayor Taf Jackson congratulated Director Harvey Frydman on a very successful Senior Center bazaar. The hayride was a huge success and a great event for so many families. The Housing Authority renovations for Oak Terrace are still in progress. Mayor Hess thanked Kevin Zak for working with Waterbury to clean up the river. He said the Ellert report recommended consolidating information technology for all borough departments and the Board of Education. We are waiting for the Board of Education to be on board. There is an alternate plan should the Board of Education not want to be involved. He congratulated the burgesses on their election and offered his assistance should anyone have any questions or concerns. Burgess Burns said it is a pleasure to be able to work together. Burgess DeOliveira thanked everyone for the opportunity to serve. He congratulated everyone on their election. He asked if the light post can be put back on the island near American Vintage or if the island could be painted so it can be seen at night.
