MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES NOVEMBER 30, 2017 1. Mayor “Pete” Hess called the special meeting to order at 7:00 p.m. with the following in attendance: BURGESSES: PRESS: L. A. Tyler, Assessor J. Savarese, Board of Finance J. Goggin, Tax Collector D. Sheridan, Board of Finance R. Butler, Jr., Purchasing/Financial Analyst 2. Burgess Burns led in the Pledge of Allegiance to the flag. 3. Mayor Hess led a discussion regarding the reestablishment of the mill rate for motor vehicles caused by reductions in state funding. The town mailed motor vehicle tax bills at 37 mills even though the state said we should bill at 32 mills. It was a wise decision to bill at the higher mill rate since the state finally adopted a budget and will only reimburse towns at 39 mills. The net impact on the borough from the adopted state budget is minus four hundred twenty-six thousand dollars. The mayor said the town has a surplus in excess of eight hundred thousand dollars. The cost of mailing additional tax bills would be twenty-three thousand dollars. After meeting with the controller, tax collector and assessor, the mayor proposed approving the motion below. VOTED: Unanimously on a motion by Deputy Mayor Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses amend the Borough of Naugatuck adopted budget for the 2017/2018 fiscal year by including a transfer of $500,000 from the Reserve Fund in order to offset decreases in revenue by the State of Connecticut after the adoption of the 2017/2018 budget by the borough. The mill rate will remain unchanged and all motor vehicles will be billed at 37 mills for this fiscal year. 4. VOTED: Unanimously on a motion by Burgess Herb and seconded by Burgess Neth to adjourn the special meeting at 7:11 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
