MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES DECEMBER 5, 2017 1. Mayor “Pete” Hess called the regular meeting to order at 6:17 p.m. with the following in attendance: BURGESSES: PRESS: L. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the special meeting of November 30, 2017. Each member received a copy for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of November. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 6:18 p.m. for discussion on the following: Real Estate (Chemtura, 176 North Main Street) and Pending Litigation inviting in Finance Board Chairman D. Sheridan and Purchasing/Financial Analyst R. Butler, Jr. Mayor Hess reconvened the meeting at 7:07 p.m. 6. There were no motions emanating from Executive Session. 7. Public Comment Residents commented on the following:  The need for usage rules at all borough parks. Gunntown Passive Park already has usage rules.  The State of Connecticut revoked paying medical insurance for low income residents receiving social security benefits. -2- Minutes – Board of Mayor and Burgesses – Regular Meeting – December 5, 2017 8. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Robert Clark (R), 211 Conrad Street, Naugatuck, CT 06770 as an alternate member of the Planning Commission, filling the expired term of S. Brouillet, term to expire November 1, 2021. 9. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Venessa R. Napoli (D), 7 Baldwin Street, Naugatuck, CT 06770 as an alternate member of the Planning Commission, term to expire September 1, 2021. 10. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Diane Scinto (R), 190 East Waterbury Road, Naugatuck, CT 06770 as a regular member of the Board of Finance, term to expire July 1, 2020. 11. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Elma Solomon (D), 228 Crestwood Drive, Naugatuck, CT 06770 as a regular member of the Park Commission, term to expire September 1, 2022. 12. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses confirm the appointment of the Assistant Town Clerk and Assistant Registrar of Vital Statistics, Leslie K. Mazur, 176 Colonial Boulevard, West Haven, CT 06516, term to run from January 2, 2018 to January 6, 2020. 13. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses confirm the appointment of the Assistant Registrar of Vital Statistics, Elisa Levesque, 96 Village Circle, Naugatuck, CT 06770, term to run from January 2, 2018 to January 6, 2020. 14. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses confirm the appointments of the following Subregistrars of Vital Statistics, terms to run concurrently with the Town Clerk and Registrar of Vital Statistics, January 2, 2018 to January 6, 2020, as directed by law; as if read: Steven P. Mayor Hess deferred appointing Burgess Liaisons. He would like the burgesses and Board of Finance members to be more involved and in depth with borough departments. A better discussion can take place with a stronger and more effective Board of Mayor and Burgesses and Board of Finance. He would like every department covered, analyzed and scrutinized. 16. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award the “Maintenance Contract for iRecord – Police Department” to BEI Holdings, Inc., 6 Capital Drive, Wallingford, CT 06492 in the amount of $2,005 and authorize Mayor Hess to execute all contracts and related documents as recommended by Chief of Police Christopher Edson. 17. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve BEI Holdings, Inc., 6 Capital Drive, Wallingford, CT 06492 to be added to the approved vendors list to provide services to the Police and Fire Departments. Mayor Hess granted Burgess D. Wisniewski permission to be excused at 7:37 p.m. 18. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award the “Annual Subscription Cost for iBoss Network Protection – Police Department” to iBoss Inc., 4110 Campus Point Court, San Diego, CA 92121 in the amount of $2,785 as recommended by Chief of Police Christopher Edson and make iBoss a preferred vendor. Burgess D. Wisniewski was not present for the vote. 17a. VOTED: Unanimously on a motion by Burgess Neth and seconded by Deputy Mayor Taf Jackson that the Board of Mayor and Burgesses authorize the mayor to enter into a multiyear agreement with the preferred vendor BEI Holdings, Inc. subject to final approval and verification by the controller. Burgess D. Wisniewski was not present for the vote. 19. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award the “Stenographer Professional Services - Police Department” to Darlene Orsati, 115 Redwood Drive, Bristol, CT 06010 in the amount of $1,035.50 and authorize Mayor Hess to execute all contracts and related documents as recommended by Chief of Police Christopher Edson. Burgess D. Wisniewski was not present for the vote. -4- Minutes – Board of Mayor and Burgesses – Regular Meeting – December 5, 2017 20. Chief of Police Christopher Edson informed the board the State of Connecticut has decided to turn over the purview of the filing of applications for Bingos, Bazaars and Raffles to municipalities as of January 1, 2018. Chief Edson would like the board to adopt a fee schedule. He spoke about the fees the state currently charges. Weekly bingos are $75 per year, monthly bingos are $50 per year and individual event bingos, two per year, are up to $10.00 per day. Bazaars and raffles range in fees from $5.00 to $100.00 depending on the value of prizes. The board voted on a fee schedule below. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses adopt the State of Connecticut fee schedule as recommended by Chief Edson for Bingos, Bazaars and Raffles that are covered under current state law. Burgess D. Wisniewski was not present for the vote. 21. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to execute all contracts and related documents with TRUGREEN Commercial, 89 Old Forge Road, Rocky Hill, CT 06067 as recommended by Chief of Police Christopher Edson. Burgess D. Wisniewski was not present for the vote. 22. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award the “Dispatch Monitor Mounts – Police Department” to XYBIX Systems, Inc., in the amount of $1,399.89 and authorize Mayor Hess to execute all contracts and related documents as recommended by Chief of Police Christopher Edson. Burgess D. Wisniewski was not present for the vote. 23. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award “Hardware, Lumber, Signs, Construction and Maintenance Supplies” to Swenson Granite Works, 292 South Main Street #25, Newtown, CT 06470 and authorize Mayor Hess to execute all contracts and related documents as recommended by Public Works Director James Stewart. Burgess D. Wisniewski was not present for the vote. 24. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses award the bid for the “Roof Replacement – Parks Maintenance Building, 607 Rubber Avenue” to Diamond Roofing Specialists, Inc., 99 Brookside Road, Waterbury, CT 06708 in the amount of $26,735 and authorize Mayor Hess to execute all contracts and related documents as recommended by Public Works Director James Stewart. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the proposal from TRC Environmental Control, 21 Griffin Road North, Windsor, CT 06095 for the “Project Oversite of the Incinerator Upgrade” being completed by Veolia North America in the amount of $63,100 and authorize Mayor Hess to execute all contracts and related documents as recommended by Public Works Director James Stewart. Burgess D. Wisniewski was not present for the vote. 26. Public Comment Dan Sheridan, the new chairman of the Board of Finance, said the schedule for the budget hearings will start a week earlier than in the past. He encouraged all burgesses to attend the weekly budget workshops to ask department heads questions on their budget while they’re at the workshop. 29. Burgess Comments/Sub-Committee Reports Burgess Vitale wished Janice LaCharity well on her retirement as office manager from the Police Department after many years. Mike Chatfield will be retiring from the Fire Department. The Fire Department held a successful toy drive. Burgess Vitale expressed his condolences to Tony and Diane Malone on the passing of their daughter. He wished everyone Happy Holidays. Burgess Bronko wished everyone a Merry Christmas. Burgess Burns wished everyone a Merry Christmas. Burgess Herb said the Conservation Commission is pushing for control of land under the Park Commission’s oversight. Country Hollow Estates’ application was withdrawn from the Planning Commission. Burgess Hoff said Naugatuck Valley COG is overseeing the Greater Waterbury Transit District. She congratulated Mayor Hess on being recognized with the Lewis Dibble Award. Congratulations to Dan Sheridan on becoming the new chairman of the Board of Finance. Burgess Neth congratulated Dan Sheridan. He thinks it’s a fantastic appointment and beneficial to the borough. He wished everyone a Merry Christmas. Deputy Mayor Taf Jackson asked if a sign can be put downtown showing the names of businesses located on Church Street. She wished Janice LaCharity well on her retirement. She congratulated Dan Sheridan. Naugatuck Education Foundation will be hosting the Eve before the Eve Event on December 30th. Breakfast with Santa will be held on December 17th at the new Park and Recreation Office, the former armory. Merry Christmas and Happy New Year to everyone. -12- Minutes – Board of Mayor and Burgesses Regular Meeting – December 5, 201 Mayor Hess said Goodwill Industries requested if their truck could be located on the Elm Street side of the Naugatuck Event Center because they need power. The truck will be located there in March or April. Mayor Hess wished everyone a Merry Christmas and Happy Holidays. 30. VOTED: Unanimously on a motion by Burgess Burns and seconded by Burgess Hoff to adjourn the meeting at 8:49 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
