MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES FEBRUARY 6, 2018 1. Mayor “Pete” Hess called the regular meeting to order at 6:15 p.m. with the following in attendance: BURGESSES: PRESS: L. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of January. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 6:19 p.m. for discussion on the following: Collective Bargaining (Naugatuck Teachers’ League Contract), Real Estate (St. Francis Recreation Field – Church Street) and Pending Litigation inviting in Attorney E. Fitzpatrick, Board of Finance Chairman D. Sheridan and Human Resources Director J. Lawlor. Deputy Mayor Taf Jackson and Burgess R. Vitale opposed. Burgess D. Wisniewski was not present for the vote. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to enter into a settlement agreement and any related documents with the State of Connecticut D.O.T. to settle a dispute concerning Federal Aid Project TEA-1087(106) as discussed in executive session. 7. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Bronko that the Board of Mayor and Burgesses recess to the Firemen’s Pension Plan “C” Board at 7:22 p.m. Mayor Hess reconvened the meeting at 7:24 p.m. 8. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses recess to the Retirement Board at 7:24 p.m. Burgess D. Public Comment Park Commission Chairwoman Linda Ramos spoke about “Gunntown Kids”, a nature program especially designed for kids, ages 3-12, from May to October. 10. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Matthew A. McColl (R), 57 Wildwood Circle, Naugatuck, CT 06770 as a regular member of the Golf Course Commission, filling the unexpired term of D. Pires, term to expire June 1, 2019. Burgess D. Wisniewski was not present for the vote. 11. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Pastor Peola Hicks, 214 Meadow Street, Naugatuck, CT 06770 as a member of the Saunders Trust Advisory Board, term to expire January 1, 2020. Burgess D. Wisniewski was not present for the vote. 12. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Dr. Robert Matusz, 464 Hillside Avenue, Naugatuck, CT 06770 as a member of the Saunders Trust Advisory Board, term to expire January 1, 2020. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award the “RSA Tag Renewal (36 month) – Police Department” to RoundTower Technologies, RoundTower Northeast, 100 Market Street, Unit 301, Portsmouth, NH 03801 in the amount of $3,840.00 as recommended by Chief of Police Christopher Edson and authorize Mayor Hess to execute all contracts and related documents. Burgess D. Wisniewski was not present for the vote. 14. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award the “Contractual Services for IT System Maintenance – Police Department” to S&M Computers LLC, 50 Norton Street, Waterbury, CT 06708 for $125/hour weekdays 8a.m. – 5p.m. and $200/hour for off hours, holidays & weekends, to accept S&M Computers LLC as an approved vendor and authorize Mayor Hess to execute all contracts and related documents as recommended by Chief of Police Christopher Edson. Burgess D. Wisniewski was not present for the vote. 15. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda to waive the bid and award the “UFED Touch Ultimate Software Renewal – Police Department”. Burgess D. Wisniewski was not present for the vote. 16. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award the “UFED Touch Ultimate Software Renewal – Police Department” to Cellbrite, Inc., 7 Campus Drive, Suite 210, Parsippany, NJ 07054 in the amount of $3,400.00 as recommended by Chief of Police Christopher Edson and authorize Mayor Hess to execute all contracts and related documents. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and award “HVAC Services – Public Works Department” to M.J. Daly, 110 Mattatuck Heights, Waterbury, CT 06705 at the preferred customer rates of $120/hour weekdays 8a.m. – 4:30p.m. and $160/hour weekdays 4:31p.m. – 11:59 p.m. and Saturdays, $199/hour Sundays and Holidays and $50/day for cartage as recommended by Public Works Director James Stewart and authorize Mayor Hess to execute all contracts and related documents. Warren "Pete" Hess to sign a contract for consulting services at the Waste Water Treatment Plant with ARI (Alternative Resources, Inc.), 1732 Main Street, Suite 101, Concord, MA 01742 as recommended by Public Works Director James Stewart. Motion amended. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses amend the previous motion to include the rates as shown in Exhibit B of the contract. Burgess D. Wisniewski was not present for the vote. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor N. Warren "Pete" Hess to sign a contract for consulting services related to the Wastewater Treatment Plant and the development of the Port of Naugatuck Project with J. Binder Consulting, 283 N. 10th Street, Surf City, NJ 08008 as recommended by Public Works Director James Stewart. Motion amended. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses amend the motion to include the rates indicated in the contract, Exhibit A. Burgess D. Wisniewski was not present for the vote. 21. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor N. Warren "Pete" Hess to sign an agreement between the State of Connecticut and the Borough of Naugatuck for a Cash Grant toward the Purchase of Wheelchair – Accessible Motor Vehicle(s) for Elderly and/or Disabled Persons Transportation Programs. Motion tabled – see item #36. 22. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor N. Warren "Pete" Hess to sign a lease document required by Eversource for the LED Lighting Upgrade at the Naugatuck Event Center utilizing cost savings to fund the lease as approved in the November 8, 2017 Board of Mayor and Burgesses’ meeting minutes item #32 as recommended by Purchasing/Financial Analyst Robert W. Butler, Jr. Burgess D. Wisniewski was not present for the vote. 23. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda a motion to reappoint a member to the Water Pollution Control Authority. Burgess D. Wisniewski was not present for the vote. 24. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Catherine Aresta (U), 85 Marbern Lane, Naugatuck, CT 06770 as a regular member of the Water Pollution Contaol Authority, term to expire February 1, 2023. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda two motions to reappoint members to the Code of Ethics Commission. Mayor Hess reappointed Katherine J. Carten (R), 23 Coventry Lane, Naugatuck, CT 06770 as a member of the Code of Ethics Commission, term to expire February 1, 2020. 28. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda discussion/possible action regarding a $5,000 Grant Match request. Burgess D. Wisniewski was not present for the vote. 29. Fire Chief Ellen Murray told the board she is applying for a regional grant with the City of Waterbury to purchase Rapid Intervention Equipment. The grant is for specialized rescue equipment and the training to use the equipment. The department would be looking for a $4,962 match if the grant is awarded. No action was taken. 30. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda a motion to authorize Mayor Hess to sign Historic Restoration Grant documents for the Tuttle Building. Burgess D. Wisniewski was not present for the vote. 31. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to sign an Easement, Declaration of Covenants and Declaration of Preservation Restrictions regarding the Historic Restoration Grant dated April 25, 2017 for the Tuttle Building, 380 Church Street, Naugatuck as recommended by Public Works Director James Stewart. Motion amended. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses amend the motion to include language subject to legal review. Burgess D. Information Technology Director Jim Kallipolites researched options for a Video Recording System to record borough meetings that will be viewed live. He discussed two vendors with the board. Each vendor gave quotes for a fixed system and a portable system. A fixed recording system only allows meetings to be recorded in one room. A portable recording system can go to any meeting room in town hall and/or to an outside venue. The  -8- Minutes – Board of Mayor and Burgesses – Regular Meeting – February 6, 2018 cost for a fixed system is high. Mr. Kallipolites recommended the vendor dnr Laboratories. The board will revisit the issue next month. 33. Mayor Hess said the Elderly Tax Credit Program has eighteen participants working fifty hours for a maximum $500 credit toward their taxes. They read at schools; work at the library, Senior Center, town departments and as greeters in the town hall lobby. The program has been in danger of being eliminated several times during budget meetings. The mayor is proposing a compromise instead of the elimination of the program. His proposal is to keep eighteen participants, reduce the maximum amount to $300 credit toward their taxes, advertise the program and choose participants based on need. There will no longer be greeters in the town hall lobby. Participants in the program will only work in the Town Clerk’s Office, Assessor’s Office, Tax Office, Park Department and Mayor’s Office. The mayor asked the burgesses for their opinions on his proposal. After taking a straw poll, the majority was in favor of keeping the program at $500 credit toward their taxes. 34. Wisniewski was not present for the vote. 35. Public Comment Former Mayor Joan Taf said she started the Elderly Tax Credit Program under her administration in 2002. She thinks the board should keep the program at $500. She and another program participant said they enjoy working in the Tax Department. Board of Finance Chairman Dan Sheridan said a committee developed a new tax program for seniors but not many people are taking advantage of the program. Chester Cornacchia said he is grateful to the mayor and our legislative delegation for going above and beyond with their support to keep St. Francis – St. Hedwig School open. 36. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor N. Warren "Pete" Hess to sign an agreement between the State of Connecticut and the Borough of Naugatuck for a Cash Grant toward the Purchase of Wheelchair – Accessible Motor Vehicle(s) for Elderly and/or Disabled Persons Transportation Programs. Burgess D. Wisniewski was not present for the vote. 37. Burgess Comments/Sub-Committee Reports Burgess Herb reported the Conservation Commission is concerned about the leakage into the Naugatuck River. He is happy the Park Commission will continue to be the overseer of borough owned property. Mayor Hess said the following For the record: “Kevin Zak has done more for that river than any twenty commissions, legislative delegations or any other group. We’re lucky to have him working for us directing Waterbury and their people how to help us with the river. He’s a great asset to the town with his wife. He loves the river. He was married in the river. He’d give his life for the river. He should get the credit in my mind for whatever positive outcome comes out of it.” Burgess Hoff reported the Elderly Commission is having trouble getting a quorum. She said they may want to consider reducing their membership on the commission. Burgess Neth said the Five Year Capital Committee met to discuss the five million dollar alliance grant. Assistant Superintendent Chris Montini would like to replace the heating at Andrew Avenue School for about 1.5 million dollars and the roof at City Hill Middle School for about 1.2 million dollars. There is a Long Term School Building/Facility Planning Committee which hasn’t met in quite a few years. The Board of Education is requesting major capital projects, fifty-five million over the long term, of existing schools. The town will have more input on the Board of Education projects going forward to save the town money overall.  -14- Minutes – Board of Mayor and Burgesses Regular Meeting – February 6, 2018 Deputy Mayor Taf Jackson reported the mayor swore in four promoted police department employees after the last Police Commission meeting. The Historical Society will hold their Savior Connecticut Fundraiser at the Portuguese Club this Saturday. Mayor Hess said there will be a motorcycle show on February 17th and 18th at the Naugatuck Event Center. Clearing trees will begin in Salem Park and Lewis Park as well as the area behind Salem School going up the hill to Hillside Intermediate School. Mayor Hess wished Burgess Bronko well on his back surgery tomorrow. Burgess Burns wished Burgess Bronko well on his surgery. He said Burgess Neth make some good points with the Board of Education. Burgess Bronko said he appreciated the mayor’s response to a constituent’s email sent to the burgesses. He suggested the mayor put it out to the public so they are aware of what is happening. Burgess DeOliveira said there is a sign between two utility poles on Millville Avenue and Craig Circle that needs to be moved. Burgess Vitale asked why the new LED lights are blinking. He said the Valley Siberian Club will be holding a Huskies Race on the weekend from 9 a.m. to 2 p.m. The annual Community Showcase will be held on February 24th from 10 a.m. to 2 p.m. in the high school auditorium. 38.
