MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES JULY 24, 2018 1. Mayor “Pete” Hess called the special meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: PRESS: L. Sheridan, Jr., Board of Finance Chairman F. Agee, GIS Coordinator 2. Burgess Burns led in the Pledge of Allegiance to the flag. 3. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid for a “Multifunction Printer – Engineering Department” to Design Products Company, Inc., P.O. Box 310401, Newington, CT 06131 in the amount of $12,281 as recommended by Borough Engineer Wayne Zirolli. Burgess Bronko was not present for the vote. 4. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents for a Juvenile Review Board Grant through the Office of Policy and Management in the amount of $63,497 for Naugatuck’s Juvenile Review Board Diversion Program as recommended by Naugatuck Youth Services Executive Director Kristin Mabrouk. Burgess Bronko was not present for the vote. 5. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses adopt the following resolution Supporting Participation in the Sustainable CT Municipal Certification Program, as if read: WHEREAS, Sustainable CT is a comprehensive, statewide, action-oriented voluntary certification program, built by and for municipalities, with the vision that: Sustainable CT communities strive to be thriving, resilient, collaborative, and forward-looking. They build community and local economy. They equitably promote the health and well-being of current and future residents. And they respect the finite capacity of the natural environment. WHEREAS, Sustainable CT is designed to boost local economies, help municipal operations become more efficient, reduce operating costs, and provide grants and additional support to municipalities.  -2- Minutes – Board of Mayor and Burgesses Special Meeting – July 24, 2018 WHEREAS, the Borough of Naugatuck embraces an ongoing process of working toward greater sustainability, selecting which actions it chooses to pursue from the voluntary menu of actions provided by Sustainable CT. RESOLVED, by the Board of Mayor and Burgesses of the Borough of Naugatuck that we do hereby authorize the Town Planner/WEO to serve as the Borough of Naugatuck’s Sustainable CT contact person for the Sustainable CT Municipal Certification process and authorize her to complete Municipal Registration on behalf of the Borough of Naugatuck. RESOLVED, that to focus attention and effort within the Borough of Naugatuck on matters of sustainability, and in order to promote the Board of Mayor and Burgesses’ local initiatives and actions toward Sustainable CT Municipal Certification, the Board of Mayor and Burgesses establishes an advisory Sustainability Team. RESOLVED, that the first meeting of the Sustainability Team must be held within ninety days of passing this resolution and that the Sustainability Team shall meet as frequently as needed, but no less than quarterly. RESOLVED, that the Sustainability Team shall report annually to the Board of Mayor and Burgesses on the progress of its activities toward Sustainable CT certification, with reports and presentations made publicly available. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses refer the proposed Tarpon Towers II, LLC Cell Tower at 0 Maple Hill Road to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes as recommended by Borough Engineer Wayne Zirolli. Burgess DeOliveira opposed. Burgess Bronko was not present for the vote. 7. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents for the future sale of property owned by the Borough of Naugatuck at 0 Grandview Avenue and 828 Rubber Avenue based on a favorable report from the Planning Commission pursuant to Section 8-24 of the General Statutes. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses refer the future sale of property owned by the Borough of Naugatuck designated as Lot 17 on Subdivision Plan of McKinley Estates consisting of .53 of an acre to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes. Burgess Bronko was not present for the vote. 9. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses refer the future sale of property owned by the Borough of Naugatuck consisting of 1.424 acres, more or less, located easterly off of Auburn Street to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes. Burgess Bronko was not present for the vote. 10. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses refer the future sale of property owned by the Borough of Naugatuck consisting of 6.86 acres on Alison Avenue to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes. Burgess Bronko was not present for the vote. 11. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses refer the future sale of property owned by the Borough of Naugatuck consisting of 2.42 acres located off of Gunntown Road to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes. Burgess Bronko was not present for the vote. Burgess Bronko arrived 6:29 p.m. 12. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to adjourn the special meeting at 6:43 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
