MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES JULY 2, 2018 1. Mayor “Pete” Hess called the regular meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: PRESS: L. Burgess Burns led in the Pledge of Allegiance to the flag. 3. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meeting of June 5, 2018 and the special meetings of June 5, 2018 and June 26, 2018. Each member received copies for review. Deputy Mayor Taf Jackson abstained on the June 26, 2018 special meeting minutes. 4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of June. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 6:01 p.m. for discussion on the following: Personnel (Chief of Police, Deputy Police Chief), Collective Bargaining (Firefighters Union – Local 1219 IAFF, Police Union – Local 1126 AFSCME Council 15) and Pending Litigation inviting in Human Resources Director J. Lawlor. Mayor Hess reconvened the meeting at 7:00 p.m. 6. The following motion emanated from Executive Session. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the terms of the employment agreement between the borough and Christopher Edson, Chief of Police, as discussed in executive session and to authorize Mayor Hess to execute said employment agreement. Burgess DeOliveira opposed. For the record: Burgess DeOliveira: “I’m going to be opposed to this measure because I do not agree with the raise that is in the contract. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses recess to the Retirement Board at 7:02 p.m. Mayor Hess reconvened the meeting at 7:08 p.m. 9. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Borough Departments to utilize CRCOG (Capital Region Council of Governments) for Purchasing of Goods and Services as needed as recommended by Assistant to the Public Works Director Sandra Lucas- Ribeiro. 21. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor Hess to enter into an agreement with MIRA for Recycling @ $23 a ton for the period July 1, 2018 to June 30, 2019 as recommended by Public Works Director James Stewart. 22. Motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor Hess to enter into an agreement, as submitted to the board this evening, with Savoy & Associates to provide services to assist the borough in the Collection of Motor Vehicle Taxes in cases where motor vehicles are registered illegally in other states by Naugatuck residents. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses refer to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes the proposed sale of all that certain parcel of land owned by the borough and situated in the Borough of Naugatuck, being proposed Parcel B as depicted on a map entitled: “Property Survey Parcel A, Property Known as Lot 15 Woodcrest Drive, Naugatuck, Connecticut prepared by the Engineering Department, Borough of Naugatuck and dated April 19, 2018, said Proposed Parcel B containing 7,830 sq. ft. or 0.0180 Acres” to be conveyed to Paula DiMatteo and Louis DiMatteo for $1,750.00. 24. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses refer to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes the proposed transfer for no consideration of that certain parcel of land owned by the Borough of Naugatuck being proposed Parcel C as depicted on a map entitled: “Property Survey Parcel A, Property Known as Lot 15 Woodcrest Drive, Naugatuck, Connecticut, dated April 19, 2018, said Parcel C containing 1,545 sq. ft. or 0.035 Acres” said parcel is to be conveyed to David Cypher. 25. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses add to the agenda a motion to authorize Mayor N. Warren “Pete” Hess to enter into a contract with the Connecticut Office of Early Childhood for a Child Day Care program. 26. Motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the following resolution: RESOLVED: That Mayor N. Warren “Pete” Hess is empowered to enter into or amend contractual instruments in the name and on behalf of the Borough of Naugatuck with the Connecticut Office of Early Childhood for a Child Day Care program and to have the corporate seal affixed to all documents required as a part of the offered agreement.
