MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES SEPTEMBER 4, 2018 1. Mayor “Pete” Hess called the regular meeting to order at 6:32 p.m. with the following in attendance: BURGESSES: PRESS: L. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meeting of August 7, 2018 and the special meeting of August 7, 2018. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of August. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 6:33 p.m. for discussion on the following: Real Estate (Port of Naugatuck) and Pending Litigation. No one was invited into executive session. For the record: Mayor Hess: “There is no pending litigation that we’re going to discuss.” Mayor Hess reconvened the meeting at 7:08 p.m. 6. There were no motions emanating from Executive Session. 7. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses recess to the Retirement Board at 7:09 p.m. Mayor Hess reconvened the meeting at 7:11 p.m.  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – September 4, 2018 8. Public Comment Naugatuck Historical Society President Kenneth Hanks asked the board to please have oversight on any changes made to the town green. He said a larger gazebo will detract from the open space of the green. Reverend Jodko from St. Michaels’s Church thinks the town should work with the two churches as in the past to continue the partnership regarding the green. The Garden Club would like to be included in any discussion regarding the gazebo. Mayor Hess said a committee formed to raise money to fund a new gazebo. No plans have been drawn. He invited all three groups to work with the fundraising committee. 9. Motion by Burgess Neth and seconded by Burgess Hoff that the Board of Mayor and Burgesses approve the bid and authorize Mayor Hess to execute all contracts and related documents for the “HVAC Duct Work – Naugatuck Police Department” to M.J. Daly, 110 Mattatuck Heights, Waterbury, CT 06705 in the amount of $14,645 as recommended by Chief of Police Christopher Edson. Deputy Mayor Taf Jackson abstained. 10. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the bid and authorize Mayor Hess to execute all contracts and related documents for the “Bituminous Surface Treatments, Crack Sealing” to Sealcoating, Inc., 825 Granite Street, Braintree, MA 02184 as per bid as recommended by Public Works Director James Stewart; as if read: Random Crack Sealing $1.51 per pound Micro- Surfacing $292.60 Ton Tack Coat $5.25/ Gallon Glassgrid Pavement Reinforcement $11.70/ SY 11. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the bid and authorize Mayor Hess to execute all contracts and related documents for the “Storm Sewer Cured in Place Pipe Lining” to Michels Corporation, 99 Callender Road, Watertown, CT 06795 in the amount of $75,594.25 as recommended by Public Works Director James Stewart. Motion amended. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the bid and authorize Mayor Hess to execute all contracts and related documents for the “Storm Sewer Cured in Place Pipe Lining” to Michels Corporation, 99 Callender Road, Watertown, CT 06795 in the amount of $73,594.25 as recommended by Public Works Director James Stewart. 12. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to execute all contracts and related documents between the Borough  -3- Minutes – Board of Mayor and Burgesses Regular Meeting – September 4, 2018 of Naugatuck and Center Earth LLC, 250 Sackett Point Road, North Haven, CT 06473 for the “Reconstruction of North Main Street” as recommended by Public Works Director James Stewart. 13. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Public Works Director James Stewart to accept a fee in lieu of final paving from Eversource in the amount of $254,280.98 for work on the gas main project completed on Scott Street from Melbourne Street to Cherry Street, Melbourne Street from Rubber Avenue to Melbourne Court, Melbourne Court from Brookside Avenue to Melbourne Street, Brookside Avenue, North Circle and South Circle as recommended by Public Works Director James Stewart. 14. Motion by Burgess Neth and seconded by Burgess DeOliveira that the Board of Mayor and Burgesses authorize Mayor Hess to execute Contract Administration Memorandums (CAMS) for contract years 2015, 2016 and 2017 regarding the “Service Contract for Wastewater Treatment System Capital Improvements and Asset Management” as approved by the WPCA and Public Works Director James Stewart. Deputy Mayor Taf Jackson was not present for the vote. 15. Motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor Hess to execute Contract Administration Memorandums (CAMS) for contract years 2015, 2016 and 2017 regarding the “Incinerator Facilities Lease Agreement” as approved by the WPCA and Public Works Director James Stewart. Mayor Hess was not present for the vote. 16. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses adopt the following resolution for a Historic Restoration Grant Application for the Tuttle Building: RESOLVED, that N. Warren “Pete” Hess, who is the Mayor of the Borough of Naugatuck, is empowered to execute and deliver in the name and on behalf of the Borough of Naugatuck a certain contract with the State of Connecticut, Department of Economic and Community Development, and to affix the corporate seal. Box 388, Guilford, CT 06437 in the amount of $152,720.75 for 68,500 gallons as recommended by Controller Allyson W. Bruce. 18. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor “Pete” Hess to execute all contracts and related documents for “Banking Services” to ION Bank, 87 Church Street, Naugatuck, CT 06770 as recommended by Controller Allyson W. Bruce. 19. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance the following transfers from the various department line items to the following accounts as recommended by Controller Allyson W. Bruce and Purchasing/Financial Analyst Robert W. Butler, Jr. 21. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the proposed sale of all that certain parcel of land owned by the borough and situated in the Borough of Naugatuck being proposed Parcel B as depicted on map entitled: “Property survey Parcel A, Property known as Lot 15 Woodcrest Drive, Naugatuck, Connecticut prepared by the Engineering Department, Borough of Naugatuck dated April 19, 2018, said proposed Parcel B containing 7,830 sq. ft. or 0.0180 acres” to be conveyed to Paula DiMatteo and Louis DiMatteo for $1,750.00 together with authorization to Mayor N. Warren “Pete” Hess to execute all documents to effectuate said sale. 22. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the proposed sale of all that certain parcel of land owned by the borough and situated in the Borough of Naugatuck being proposed Parcel C as depicted on map entitled: “Property survey Parcel A, Property known as Lot 15 Woodcrest Drive, Naugatuck, Connecticut, dated April 19, 2018, said Parcel C containing 1,545 sq. ft. or 0.035 acres” said parcel is to be conveyed to David Cypher for no consideration together with authorization to Mayor N. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses grant an easement of ingress and egress to Michael F. Hutman from his driveway located at 208 Donovan Road over property of the Borough of Naugatuck which connects to Donovan Road, together with authorization given to Mayor N. Warren “Pete” Hess to execute all documents to effectuate the easement on behalf of the borough. 24. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses refer the proposed development, including the extension of a public way, the location and extension of public utilities and other development activities, at the property located at 0 Great Hill Road in Naugatuck Connecticut and, further, the eventual disposition of the same property to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes. 25. Public Comment – None 27. Burgess Comments/Sub-Committee Reports Mayor Hess said the Mission 22 Festival will be held on September 29th. It will also be the official opening of the Whittemore Bridge. Burgess Vitale said there will be a live burn at the former Vinny’s Restaurant on September 18th at 6 p.m. The NHS Alumni Dinner will be held on September 22nd. Burgess Hoff reported St. Michael’s Fair will be held this weekend and the Harvest Moon Festival will be the following weekend. Congratulations to Nardelli’s Grinder Shoppe for being named as having the best grinders in the state. Burgess Neth asked for an update regarding the intersection at Field Street and Jones Road. 28.
