MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES JANUARY 2, 2019 1. Mayor “Pete” Hess called the regular meeting to order at 6:03 p.m. with the following in attendance: BURGESSES: PRESS: L. Burgess Herb led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meeting of December 4, 2018 and the special meeting of December 18, 2018. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of December. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 6:05 p.m. for discussion on the following: Collective Bargaining (UPSEU, Dispatchers), Real Estate (0 Andrew Avenue) and Pending Litigation. No one was invited into executive session. Mayor Hess reconvened the meeting at 7:36 p.m. 6. There were no motions emanating from Executive Session. 7. Public Comment – None 8. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Rui C. Costa, Jr. (U), 22 Sierra Ridge Road, Naugatuck, CT 06770 as an alternate member of the Inland Wetlands Commission, term to expire January 1, 2023.  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – January 2, 2019 9. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Marcia Puc (R), 17 Webb Road, Naugatuck, CT 06770 as a regular member of the Inland Wetlands Commission, term to expire January 1, 2023. 10. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Tracy L. DeBarber (R), 815 Maple Hill Road, Naugatuck, CT 06770 as a regular member of the Inland Wetlands Commission, term to expire January 1, 2023. 11. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Kathleen L. Donovan, P.O. Box 1849, Naugatuck, CT 06770 as a regular member of the Inland Wetlands Commission, term to expire January 1, 2023. 12. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of W. Francis Dambowsky, 35 Moonlight Circle, Naugatuck, CT 06770 as member of the Emergency Planning Committee of the Council of Governments, term to expire January 1, 2022. 13. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses add Burns Construction, 300 Sperry Avenue, Stratford, CT 06615 to the vendor list for the purchase of “Hot Asphalt” during the winter months as recommended by the Assistant to the Public Works Director Sandra Ribeiro. 14. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses table the following item on the agenda. Motion by Burgess that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents with Pictometry International Corporation to contract for two flyovers, one in the fall of 2019 and another in the fall of 2022 as recommend by Assessor Carol Ann Tyler. Motion tabled. 15. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents for the 2019 JAG VCP Grant Program to receive $10,000 for Violent Crime  -3- Minutes – Board of Mayor and Burgesses – Regular Meeting – January 2, 2019 Prevention through the Office of Policy and Management as recommended by Police Chief Christopher Edson. 16. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to sign a contract with Mather’s Construction, 21 W. Dudley Town Road, Bloomfield, CT 06002 for the Reconstruction of Cross Street, State Project #87-145 in the amount of $3,355,000.00 as recommended by Public Works Director James Stewart. 17. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to execute a lease agreement between Lanxess and the Borough of Naugatuck for property necessary for the Merchant Fuel Cell Park. For the record: Mayor Hess: “Please note for the record that we have the best site in North America.” 18. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Controller Allyson W. Public Comment – None 20. Mayor and Burgess Comments Deputy Mayor Taf Jackson wished Burgesses Vitale and Burns a speedy recovery. On March 3rd Naugatuck Youth Services will be holding their annual gala fundraiser. She had a great time at the Naugatuck Education Foundation “Eve Before the Eve” fundraiser on December 29th. Burgess Neth wished everyone a Happy New Year. Burgess Hoff wished everyone a Happy New Year. Burgess Wisniewski wished everyone a Happy New Year. Burgess Herb complimented the mayor on a good year all around. He said it was a substantial accomplishment procuring the event center building. Mayor Hess said December 29th and January 1st were the two best revenue days at the Hop Brook Golf Course. He said it was packed. They made approximately $2,200 in revenue and club memberships were honored on those days. 21.
