MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES MAY 7, 2019 1. Mayor “Pete” Hess called the regular meeting to order at 6:33 p.m. with the following in attendance: BURGESSES: PRESS: L. Burgess Vitale led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of April. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 6:34 p.m. for discussion on the following: Personnel (Austin Cipriano Compromise and Settlement Agreement), Real Estate (0 Andrew Avenue) and Pending Litigation inviting in Public Works Director Jim Stewart and Engineer Vincent Siefert. Mayor Hess reconvened the meeting at 7:18 p.m. 5. The following motion emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor “Pete” Hess to enter into a settlement agreement with Austin Cipriano as discussed in executive session.  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – May 7, 2019 6. John DiCarlo and Rick Dunne of Naugatuck Valley Council of Governments (NVCOG) and Mario Francucci of Black and Veatch Corporation briefed the board on the Regional Wastewater Treatment Consolidation Study. 7. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to sign a contract modification with Materials Innovation and Recycling Authority (MIRA), a political division of the State of Connecticut, for Processing and Disposal of Solid Waste as recommended by Public Works Director James Stewart. 8. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to sign an amended contract with AXA, the administrator for the Borough’s Defined Contribution Plans, as recommended by Controller Allyson W. Bruce. 9. Public Comment Emergency Management Director Fran Dambowsky endorsed the mayor’s appointments to the LEPC/NEMAC. Mayor Hess said maintenance is necessary on the Whittemore Bridge to make it presentable for the Memorial Day Parade. The contractors are going to pay for the repairs to the failed brick roadway. There are several repair options. 1. Remove the bricks and pave the road surface with black asphalt. 2. Remove the bricks and pave the road surface with red asphalt. 3. Maintain the brick roadway for a three-year period and then remove the bricks and pave the road surface with black asphalt. 4. Maintain the brick roadway for a three-year period and then remove the bricks and pave the road surface with red asphalt. 5. Maintain the brick roadway for a three-year period and then remove the bricks and pave with red asphalt and stamp the road surface. 6. Leave part of the road surface brick and pave the other part with asphalt. Residents and members of the Naugatuck Historical Society spoke in favor of retaining the brick roadway on the Whittemore Bridge. Conservation Commission and Park Commission do not agree on the use and oversight of Gunntown Passive Park. 10. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses recess to the Retirement Board at 8:20 p.m. Mayor Hess reconvened the meeting at 8:21 p.m. 11. Mayor Hess appointed Police Chief Steven Hunt, 211 Spring Street, Naugatuck, CT 06770 as a member of the Local Emergency Planning Committee (LEPC/NEMAC), indefinite term.  -3- Minutes – Board of Mayor and Burgesses Regular Meeting – May 7, 2019 12. Mayor Hess appointed Jessica Stelmaszek, 98 Bank Street, Seymour, CT 06483 as a member of the Local Emergency Planning Committee (LEPC/NEMAC), indefinite term. 13. Mayor Hess appointed Lieutenant Daniel Norck, 211 Spring Street, Naugatuck, CT 06770 as a member of the Northwest Connecticut Public Safety Communication Center, Inc., term to expire April 1, 2020. 14. Mayor Hess appointed Kenneth J. Pollock (R), 59 Margaret Circle, Naugatuck, CT 06770 as a regular member of the Zoning Board of Appeals, filling the expired term of K. Kenneson, term to expire July 1, 2023. 15. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses award the bid for “Athletic Field Lighting for Kevin M. DelGobbo Osborn Road and Wisteria Drive, Naugatuck, CT Project” to Shock Electrical Contractors, Inc., 178 Osborne Street, Danbury, CT 06810 as per bid and authorize Mayor Hess to execute all contracts and related documents as recommended by Public Works Director James Stewart. D. Hoff opposed. 16. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses award the bid for “Architectural Services Roof Replacement Project Naugatuck High School” to Silver/Petrucelli and Associates, 3190 Whitney Avenue, Hamden, CT 06518 in the amount of $35,900 and authorize Mayor Hess to execute all contracts and related documents as recommended by the Borough of Naugatuck Standing Building Committee. 17. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the following resolution: RESOLVED: That Mayor N. Warren “Pete” Hess is empowered to enter into or amend contractual instruments in the name and on behalf of the Borough of Naugatuck with the Connecticut Office of Early Childhood for a Child Day Care program and to have the corporate seal affixed to all documents required as a part of the offered agreement. Public Comment – None 21. Mayor and Burgess Comments Burgess Herb said the Planning Commission is extending the Rubber Avenue District for a new gun shop in town. The business at 18 Hillside Avenue is expanding. Burgess Neth asked if we went out to bid for our insurance carrier. Burgess Bronko said he would be out of state next week; he will not be able to attend the budget meetings. Burgess DeOliveira congratulated the deputy mayor for being recognized by the state as a Polish citizen. He asked for the result of the $2,000 study to look at the property next to DaSilva’s Auto Body. He asked if Savoy & Associates will being coming to the board to present the results of their investigation. Burgess Vitale said the Fire Department’s grievance for holiday pay was denied. For the record: Mayor Hess “They filed a motion. They’re pursuing that in superior court. I have to say that I am thrilled by that and I look forward to being there in opposition.” Burgess Vitale informed the board of the following events. “Meet a Cop” will be held on May 30th at Dunkin Donuts on New Haven Road. The deputy police chief exam will be held on May 16th. Two hour parking signs will be posted on Spring Street. Linda Ramos will be honored at the Raymond K. Foley Award Dinner on May 14th. The annual spring festival will be held downtown on May 18th. There will be a program on bees at Gunntown Passive Park on May 25th. 22.
