REVISED MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES JULY 2, 2019 1. Mayor “Pete” Hess called the regular meeting to order at 6:30 p.m. with the following in attendance: BURGESSES: PRESS: L. Murray, Fire Chief S. Hunt, Chief of Police OTHERS: D. Sheridan, Board of Finance Chairman E. Fitzpatrick, Attorney 2. Burgess Hoff led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meetings of May 7, 2019 and June 4, 2019 and the special meetings of April 22, 2019 and May 15, 2019. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of June. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 6:32 p.m. for discussion on the following: Real Estate (0 Andrew Avenue, Acquisition of Lanxess Property, Lot 2-2 W17 Old Firehouse Road) and Pending Litigation (Contractual Settlement) inviting in Attorney Edward Fitzpatrick. Mayor Hess reconvened the meeting at 7:02 p.m. 6. The following motion emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to enter into a settlement agreement for the Whittemore Bridge in the amount of $90,000. 7. Mayor Hess recessed to a Public Hearing on the Child Safety Zone Ordinance.  -2- Minutes – Board of Mayor and Burgesses – Regular Meeting – July 2, 2019 Mayor Hess reconvened the meeting at 7:53 p.m. 8. Public Comment A resident thought it was a sad less people attended the public hearing on the Child Safety Zone Ordinance than the public hearing on the proposed Roundabout at Meadow Street, Cherry Street and Rubber Avenue. Finance Board Chairman Dan Sheridan said he is glad to see a settlement was reached for the Whittemore Bridge. Now he wants the bricks removed from the bridge. 9. Mayor Hess reappointed Linda Ramos, P.O. Box 945, Naugatuck, CT 06770 as a member of the Blight Citation Hearing Board, term to expire July 1, 2022. 10. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Daniel L. Freddino (U), 35 Fawn Meadow Drive, Naugatuck, CT 06770 as an alternate member of the Golf Course Commission, term to expire July 1, 2022. 11. Motion by Burgess that the Board of Mayor and Burgesses authorize Mayor Hess to enter into an agreement with TRI Utility Cost Reductions, Inc., 40 Wall Street, 28th Floor, New York, NY 1005 to conduct a utility refund audit. Motion tabled. 12. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the sale of that portion of property consisting of 735 square feet of land at Lot 2-2 W17, Old Firehouse Road, Naugatuck, Connecticut in the amount of $2,000 together with authorization to N. Warren “Pete” Hess to execute all documents to effectuate said sale. Said property is also designated as property whose address is 0 Rubber Avenue, Naugatuck, Connecticut on the Assessor’s Records and included in Assessor’s Account #024-8206. 13. Mayor Hess said he has received many complaints about the borough website. The Board of Finance decided not to fund the $25,000 requested by IT Director Jim Kallipolites for a Borough Website Upgrade. The mayor asked Mr. Kallipolites to look into lesser options to revamp the website. He will be asked to attend a future meeting to discuss his findings. 14. Public Comment – Agenda Items – None 18. Mayor and Burgess Comments Burgess DeOliveira asked Fire Chief Murray and Deputy Fire Chief Russell if he could get an accurate count of all the fire hydrants in town. He is looking forward to the fireworks tomorrow evening. Burgess Herb said the Planning Commission tabled discussion on the proposed carwash on New Haven Road. He said Borough Engineer Wayne Zirolli did a nice presentation on the proposed move of the recycling center to the end of School Street Extension. Burgess Bronko said the Zoning Commission approved the proposed move of the recycling center even though the Planning Commission gave a negative referral. Burgess Neth said two Naugatuck icons passed away recently, Carmen Gallo and former Fire Chief John Gaspar. Deputy Mayor Taf Jackson said the police department approved the towing list. Two officers graduated from the academy. She congratulated everyone promoted in the police department. She attended the Coffee with a Cop Event at McDonalds Restaurant. There will be ribbon cutting on June 29th at Tuck’s Tavern. The performer for the Concert on the Green tonight has been changed. She wished everyone an enjoyable Independence Day. Burgess Vitale said the Fire Department was able to perform eighty-five inspections. There is a new member of the Fire Police. Anthony Salcito and Robert Weaver are retiring from the Fire Department.
