MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES SEPTEMBER 3, 2019 1. Mayor “Pete” Hess called the regular meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: PRESS: L. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meeting of August 6, 2019 and the special meetings of July 30, 2019 and August 6, 2019. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of August. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 6:01 p.m. for discussion on the following: Real Estate (Acquisition of Lanxess Property) and Pending Litigation inviting in Curtis Jones, Civil 1 Engineering. Mayor Hess reconvened the meeting at 7:02 p.m. 6. There were no motions emanating from Executive Session. 7. Public Comment – None 8. Mayor Hess reappointed Michele J. Russell (D), 42 Bridle Trail Drive, Naugatuck, CT 06770 as a member of the Zoning Board of Appeals, term to expire September 1, 2024. 9. Mayor Hess reappointed Vincent Cascella, 84 Gail Drive, Naugatuck, CT 06770 as a member of the Building Code Board of Appeals., term to expire September 1, 2024.  -2- Minutes – Board of Mayor and Burgesses – Regular Meeting – September 3, 2019 10. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Gisenia Gonzalez (D), 228 Union City Road, Naugatuck, CT 06770 as an alternate member of the Zoning Commission, filling the unexpired term of G. Williams, term to expire May 1, 2021. 11. Mayor Hess said we will be holding a Portugal Sister City Celebration on September 28, 2019. Representatives from Vila Pouca de Aguiar, Portugal are coming to visit Naugatuck for a few days at the end of September. It will be a semi-formal meeting of their town body and our town body. He wants to put together a committee to get ideas for an itinerary for their visit. He wants to show them life in Naugatuck. The mayor would like input from the burgesses, the Portuguese community and the town. Deputy Mayor Taf Jackson and Burgess DeOliveira volunteered to be on the committee. 12. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the bid and authorize Mayor Hess to execute all contracts and related documents for the “High Visibility Double Yellow Traffic Markings – Naugatuck Police Department” to Atlantic Pavement Marking, Inc., 15 Industrial Road, Prospect, CT 06712 in the amount of $0.0740 per foot/$390.72 per mile as recommended by Deputy Chief of Police C. Colin McAllister. 13. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to enter into a release and settlement agreement with Hartford Fire Insurance Company in the amount of $105,000 to the Borough of Naugatuck for a reported date of loss of October 9, 2018 for roof damage at 543 Rubber Avenue, Naugatuck, Connecticut. 14. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Public Works Director James Stewart to accept a fee in lieu of final paving from Eversource in the amount of $206,090.97 for work on the gas main project completed on Aetna Street, Galpin Street, Beebe Street, Highland Avenue, Goodyear Avenue, Seth Drive and Hoadley Street including the intersection of Scott Street and Lewis Street as recommended by Public Works Director James Stewart. 15. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Controller Allyson W. Public Comment – Agenda Items Post proposed ordinances on the borough website for the public to review before public hearings. Mayor Hess swore in Jan Joseph Mizeski as a regular member of the Board of Finance. 17. Mayor and Burgess Comments Burgess Herb reported Habitat for Humanity volunteered at the Senior Center this past weekend cleaning and painting the center. The seniors moved the furniture prior to their arrival. The volunteers did a fantastic job. The Connecticut Show at the Naugatuck Event Center had over 10,000 people attend the two-day event. Burgess Vitale said Horrorfest will be held at the Naugatuck Event Center on September 14th from 11 a.m. to 7 p.m. The Naugatuck Historical Society will be hosting a wine tasting from 5 p.m. to 8 p.m. at the Tuttle House on September 14th. Naugatuck Senior Day will be held on September 19th at the Senior Center from 9 a.m. to 1 p.m. Tractor Supply will hold a Vet Clinic on September 21st. The Fall Festival will be held on Saturday, September 29th. Burgess Vitale said the Sao Paio Festival was fantastic. Deputy Mayor Taf Jackson said over fifty vendors are scheduled to attend Naugatuck Senior Day. The Apple Harvest Festival at the Senior Center will be held on October 10th where WATR Radio Personality Tom Chute will judge the Apple Pie and Dessert Contest. The Deputy Mayor thought Habitat for Humanity did a great job. Burgess Hoff agrees with Burgess Herb’s previous concerns over parking with the bump- outs on North Main Street. Parking is limited especially near The Corner Tavern. Burgess Bronko announces the soccer games at the high school field. He said the football team practices on the adjacent field during the soccer game. When he plays the national anthem at the start of the soccer game, the entire football team stops and pays respect to our nation during the playing of the national anthem. He wanted to acknowledge how impressed he is with the coaching staff and the players themselves.  -6- Minutes – Board of Mayor and Burgesses Regular Meeting – September 3, 2019 Burgess DeOliveira said our Portuguese visitors could attend the MLB Experience at the Peter J. Foley Little League Field on September 23rd. Mayor Hess said the MLB Experience includes a field makeover, a game with mascots, stadium food, famous announcers and a celebration with fireworks. He said it should be a great night. 18. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Bronko to recess to Executive Session at 7:34 p.m. for discussion on the following: Real Estate (Acquisition of Lanxess Property) and Pending Litigation inviting in Curtis Jones, Civil 1 Engineering. Mayor Hess reconvened the meeting at 8:00 p.m. 19. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor “Pete” Hess to enter into an agreement to purchase the Lanxess Property consisting of 86.5 acres (excepting therefrom the premises retained by Lanxess) for the price of one ($1.00) dollar as discussed in executive session. 20. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Bronko to adjourn the meeting at 8:01 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
