MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES OCTOBER 1, 2019 1. Mayor “Pete” Hess called the regular meeting to order at 6:37 p.m. with the following in attendance: BURGESSES: PRESS: L. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meeting of September 3, 2019 and the special meeting of September 3, 2019. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of September. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda a motion to recess to the Firemen’s Pension Plan “C” Board. 6. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses recess to the Firemen’s Pension Plan “C” Board at 6:39 p.m. Mayor Hess will reconvene the meeting at 6:42 p.m. 7. Mayor Hess appointed Robert P. Burke (D), 150 Round Hill Road, Naugatuck, CT 06770 as an alternate member of the Board of Finance, filling the expired alternate term of V. Tasimi, term to expire June 1, 2021. 8. Mayor Hess appointed Mary R. Johnson (D), 63 Radnor Avenue, Naugatuck, CT 06770 as an alternate member of the Fire Commission, filling the unexpired term of R. Martin, term to expire December 1, 2020.  -2- Minutes – Board of Mayor and Burgesses – Regular Meeting – October 1, 2019 9. Mayor Hess appointed Marcelo Martins, 220 Park Avenue, Naugatuck, CT 06770 as a member of the Western Tourism District Board of Directors, term to expire October 1, 2022. 10. Mayor Hess approved the appointment of Rose Marie McGrath, 121 Hilltop Road, Naugatuck, CT 06770 as a member of the Day Care Board of Directors, filling the unexpired term of E. Kausyla, term to expire April 1, 2020. 11. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to sign an agreement and related documents to sell property consisting of 4.11 acres located at Lot 3 in the Industrial Park on Great Hill Road to Guardians Farm LLC for the sum of $60,000 with the initial payment of $20,000 at the closing. The $40,000 to be paid in full three years after the closing date. Interest shall be paid monthly at the rate of 3% per annum. 12. Public Comment – None 13. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the bid and authorize Mayor Hess to execute all contracts and related documents for “Insurance Broker Services” to Brown & Brown Insurance of Connecticut, Inc., 55 Capital Boulevard, Suite 102, Rocky Hill, CT 06067 in the amount of $50,000/year for three (3) years as recommended by Human Resources Director John Lawlor. 14. Motion by Burgess that the Board of Mayor and Burgesses waive the bid and extend the contract with Oak Ridge Hauling, Inc., 307 White Street, Danbury, CT 06810 for “Waste Removal at the Naugatuck Event Center” as recommended by Purchasing/Financial Analyst Robert W. Butler, Jr. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses amend the motion. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and extend the contract on a month by month basis with Oak Ridge Hauling, Inc., 307 White Street, Danbury, CT 06810 for “Waste Removal at the Naugatuck Event Center” as recommended by Purchasing/Financial Analyst Robert W. Butler, Jr. 15. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the bid and authorize Mayor Hess to execute all contracts and related documents for the “Asbestos Abatement at 6 Rubber Avenue and 0 Water Street” to Northeast Environmental LLC, 296 Field Street, Naugatuck, CT 06770 as per bid, not to exceed available grant funding, as recommended by Public Works Director James Stewart.  -3- Minutes – Board of Mayor and Burgesses – Regular Meeting – October 1, 2019 16. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses award the bid for “CT DOT Project #87-146 Rubber Avenue at Hoadley Street and Melbourne Street Traffic Signal Replacement Project” to A.M. Rizzo Electrical Contractors, Inc., 64 Triangle Street, Danbury, CT 06810 in the amount of $878,022.85 and authorize Mayor Hess to execute all contracts and related documents as recommended by Public Works Director James Stewart. Burgess Neth and Burgess Wisniewski opposed. 17. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to execute all contracts and related documents for “Construction Engineering and Inspection – Rubber Avenue at Hoadley Street and Melbourne Street Traffic Signal Replacement Project” to BL Companies Connecticut, Inc., 355 Research Parkway, Meriden, CT 06450 in an amount not to exceed $143,000 as recommended by Public Works Director James Stewart. Burgess Neth opposed. 18. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to execute Contract Administration Memorandums (CAMS) for contract year 2018 regarding the “Service Contract for Wastewater Treatment System Capital Improvements and Asset Management” as approved by the WPCA and Public Works Director James Stewart. 19. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to execute Contract Administration Memorandums (CAMS) for contract year 2018 regarding the “Incinerator Facilities Lease Agreement” as approved by the WPCA and Public Works Director James Stewart. 20. Mayor Hess said the highest number of complaints received in his office is regarding the lack of Bulk Trash Pickup by the town. He would like to consider alternatives to bulk trash pickup such as opening the recycling center more often, lowering rates at the transfer station and/or having a senior citizens day. He asked for burgess volunteers to sit on a subcommittee to look into various options. Mayor Hess appointed Burgess Vitale, Burgess DeOliveira and Burgess Neth to the subcommittee along with Public Works Director James Stewart and Recycling Coordinator Sandy Ribeiro. The subcommittee was charged with finding options to deal with voluminous bulk trash and the cost to implement the options. 21. Information was received regarding the Purdue Pharma Bankruptcy Lawsuit. The borough is participating in the lawsuit against Purdue Pharma, the makers of opioids. 22. Public Comment – Agenda Items – None 24. Mayor and Burgess Comments Burgess Herb thought it was a great month. The Sao Paio Portuguese Festival was amazing. The Planning Commission made a recommendation to the Zoning Commission to change the RA Zone for Bridge Street and Spring Street. He walked the trail for the Mission 22 Walk for the second year. It was a tough walk this year. He did not realize how far of a walk it was, but it was a beautiful walk. He will continue to do the walk in the future because it is a worthy cause even if he does not walk the entire length.  -11- Minutes – Board of Mayor and Burgesses Regular Meeting – October 1, 2019 Mayor Hess appreciates Burgess Herb’s enthusiasm and is proud of him for participating in the Mission 22 Walk. Burgess Wisniewski said it was a great experience meeting the citizens of our sister city in Portugal. Burgess Hoff thanked everyone on the board for their service. This is her last monthly meeting since she is not running again for office in November. She thanked the mayor and encouraged him to guide the newly elected burgesses. Burgess Hoff said it has been an honor to serve the residents of Naugatuck. Burgess Neth said it was a fantastic Fall Festival. There will be a meeting on Monday to discuss installing solar panels on the roof of City Hill Middle School. He thanked Burgess Hoff for her service and said she was an asset to the borough. Burgess Burns is a legendary icon who served as burgess for forty-six years. Burgess Neth always looked up to him and said he will be missed. Good luck on the election. Deputy Mayor Taf Jackson wished Burgess Hoff and Burgess Burns the best of luck. Burgess Burns is the longest running burgess and will truly be missed. She wished everyone good luck in the election. Senior Center Director Harvey Frydman did a great job with Senior Day at the Senior Center. It was well attended again this year. A lot of important information was handed out. The Fall Festival was great. Burgess Vitale said the Sao Paio Portuguese Festival was wonderful. Senior Day at the Naugatuck Senior Center was amazing. He thinks a larger venue is needed in the future because it was packed. It was a fun Fall Festival. The MLB Event at Peter J. Foley League Field was fantastic. The new police department cruisers are garnet and grey. Visitors from Portugal were great. He thanked the mayor for organizing their visit. Burgess Vitale said it has been an honor to serve on the board. He hopes he will be back. He wished Burgess Hoff well. He said if the burgess that replaces her is fifty percent as effective and committed as she is, then the borough will be in good shape. Burgess DeOliveira said it has been a busy month in the borough. There has been something to do every week. Great to see the community coming together every weekend. He thanked Burgess Hoff and Burgess Burns for their service. Burgess Bronko said it has been a pleasure working with everyone. Wishes everyone the best in the election. Thanked Burgess Hoff for her service. Mayor Hess thanked Burgess Hoff for her service. He told her she could always reconsider and come back in the future. He said she is welcome to sit on any commission/board that she would like. He is looking forward to an event honoring Burgess Burns. He will be missed. A special festival will be held October 26th on the lower banks of the Naugatuck River in Linden Park. He said it is a beautiful area. Parking is limited so there will be shuttle buses. There will be food, fire and music. 25. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 8:18 p.m. for discussion on the following: Real Estate (Creation of TIF District I and II) and Pending Litigation. No one was invited into executive session. Mayor Hess reconvened the meeting at 8:47 p.m. 26.
