MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES NOVEMBER 6, 2019 1. Mayor “Pete” Hess called the regular meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: PRESS: L. Warren “Pete” Hess swore into office newly elected Burgesses W. Francis Dambowsky, Jack DeOliveira, Carl J. Herb, Charles P. Marenghi, Jan J. Mizeski, Robert A. Neth, Rocky Vitale and Deputy Mayor Laurie Taf Jackson. 3. Burgess Marenghi led in the Pledge of Allegiance to the flag. 4. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meeting of October 1, 2019 and the special meetings of October 1, 2019, October 8, 2019 and October 16, 2019. Each member received copies for review. Burgess F. Dambowsky, Burgess C. Marenghi and Burgess J. Mizeski abstained. 5. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of October. Each member received copies for review. 6. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 6:07 p.m. for discussion on the following: Collective Bargaining (Firefighters Union), Real Estate (Acquisition of Risdon Property) and Pending Litigation inviting in Fire Chief E. Murray, Human Resources Director J. Lawlor, Attorney N. Grello, Controller A. Bruce and Board of Finance Chairman D. Sheridan.  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – November 6, 2019 Mayor Hess reconvened the meeting at 7:27 p.m. 7. The following motions emanated from Executive Session. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to sign a collective bargaining agreement with Naugatuck Firefighters Union, Local 1219 IAFF, for the term of July 1, 2018 through June 30, 2021 as discussed in executive session. Burgess J. DeOliveira opposed. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to enter into an agreement with ION Bank to modify our existing loan with ION Bank to allow this year’s payment of $200,000 to be utilized to pay the balance of funds owed to complete the purchase of the former Risdon Manufacturing site consisting of 11.96 acres as discussed in executive session.. Burgess J. DeOliveira opposed. For the record: Mayor Hess: “What we’re essentially doing is we owe $200,000 on a payment this year for the Parcel A and B piece. We are not going to make that payment with permission from ION. We’re going to use that money to purchase the Risdon property and our loan with ION will be extended by one year and the final $200,000 payment will be in year seven instead of year six.” 8. Public Comment – None 9. Mayor N. Warren “Pete” Hess declared the Public Hearing open at 7:31 p.m. 10. Mayor Hess declared the public hearing shall remain open and be continued on December 3, 2019 at 6:45 p.m. 11. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda a motion to recess to the Retirement Board. 12. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses recess to the Retirement Board at 7:36 p.m. Mayor Hess reconvened the meeting at 7:38 p.m. 13. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda a motion to recess to the Firemen’s Pension Plan “C” Board.  -3- Minutes – Board of Mayor and Burgesses – Regular Meeting – November 6, 2019 14. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses recess to the Firemen’s Pension Plan “C” Board at 7:38 p.m. Mayor Hess reconvened the meeting at 7:39 p.m. 15. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the reappointment of Jennifer Dupont (D), 111 Partridgetown Road, Naugatuck, CT 06770 as a Zoning Citation Hearing Officer, term to expire November 1, 2021. 16. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the reappointment of Matthew Erickson (R), 81 Clearview Circle, Naugatuck, CT 06770 as a Zoning Citation Hearing Officer, term to expire November 1, 2021. 17. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the reappointment of Steven Rosenblatt, 1 Elaine Court, Prospect, CT 06712 as a member of the Human Resource Development Board, term to expire October 1, 2022. 18. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the reappointment of Mary Lou Sharon, 228 Lewis Street, Naugatuck, CT 06770 as a regular member of the Conservation Commission, term to expire November 1, 2022. 19. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor Hess to execute all contracts and related documents to enter into a service level agreement for a “Fuel Management Software Maintenance/Upgrade Agreement – Naugatuck Police Department” to Fuel Master., 100 Four Points Way, Tallahassee, FL 32305 in the prorated amount of $481.25 effective December 1, 2019 through June 20, 2020 as recommended by Chief of Police Steven Hunt. Deputy Mayor L. Taf Jackson left the meeting at 7:45 p.m. 20. Discussion/possible action regarding the proposed revision to the Naugatuck Littering Ordinance. Discussion tabled. 23. Mayor Hess discussed building a Multi-Sport Indoor Complex. He said we have land in Naugatuck that can be factored into building the complex. Cotton Hollow, Andrew Mountain or behind the Dog Park are possible locations. The size of the land will determine the size of the dome. Heating will not be a problem but air conditioning is more expensive. The mayor wants to involve burgesses and the community. Indoor sports domes in South Windsor, Ansonia and Trumbull were discussed. Burgess Neth, Burgess Bronko, Burgess DeOliveira, Kenneth Stone and Roger Simoes will be on a committee to investigate different options. 24. Mayor Hess asked the burgesses to submit a wish list of commission/boards to whom they would like to be the Burgess Liaison. 25. Burgess Comments/Sub-Committee Reports Burgess Vitale reported there will be a “Cookies for Rookies” Event on November 16, 2019 from 11 a.m. to 2 p.m.at Big Y for new police officers to meet with residents. Burgess Herb said we need to honor Burgess Robert Burns for his years of dedication to the Borough of Naugatuck. Burgess Dambowsky thinks it is only appropriate that we do something to honor Burgess Burns. He mentioned dedicating the Hall of Burgesses the Robert Burns Hall of Burgesses.
