MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES APRIL 7, 2020 Due to the Coronavirus pandemic, the Board of Mayor and Burgesses are practicing social distancing per executive order of Governor Ned Lamont. The meeting was held by ZOOM, a remote video conferencing platform, and by phone. 1. Mayor “Pete” Hess called the regular meeting to order at 7:01 p.m. with the following in attendance: BURGESSES: PRESS: L. Taf Jackson C. Marenghi A. Yilma M. Bronko J. Mizeski F. Dambowsky R. Bruce, Controller L. Rotella, Town Planner OTHERS: D. Sheridan, Board of Finance Chairman 2. Burgess Neth led in the Pledge of Allegiance to the flag. 3. Mayor Hess said the Borough of Naugatuck will host all borough board meetings remotely until further notice. No public will be allowed in town hall. Public comment will be accepted via email at NWHess@naugatuck-ct.gov prior to a meeting. Members of the public may also comment by phone or video during the meetings. The mayor said he did not receive any comments prior to tonight’s meeting. Mayor Hess and IT Director Jim Kallipolites were the only people in the town hall during the meeting. 4. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meeting of March 3, 2020. Each member received a copy for review. Deputy Mayor Taf Jackson abstained. 5. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of March. Each member received copies for review. 6. Public Comment – None 7. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Public Works Director James Stewart to accept a fee in lieu of final paving from Connecticut Water Company in the amount of $213,000 for work completed on Red Robin Road, Morning Dove Road, Rain Dance Circle, Bluebird Drive, Bobwhite Circle, Meadowlark Road and Thistle Down Lane as recommended by Public Works Director James Stewart. 9. Mayor Hess said some preliminary recommendations by the Bulk Trash Subcommittee were included in the Public Works Department’s budget for next year. Public Works Director Jim Stewart said the department is currently working on the relocation of the transfer station to the new site. He expects it to be open for business by June the latest. He said starting in July, after the new budget is adopted, there are three subcommittee recommendations they intend on implementing. The transfer station will be open an extra day on Tuesdays. The hours to the transfer station will be extended to 6 p.m. on Thursdays. The transfer station will be open two Saturdays each month during the winter. The following committee members had comments. Burgess DeOliveira said this is a good first step. Burgess Vitale said a status report is needed after each option starts. He would then like to see a report every thirty days. Burgess Neth said numbers are needed to finance a town wide trash pickup. 10. Mayor Hess said the town is moving forward with all of our projects through this crisis. Town employees are doing a great job. A private company that is interested in the project owns the new site proposed for an Indoor Sports Complex. 11. Motion by Burgess Neth and seconded by Burgess Mizeski that the Board of Mayor and Burgesses approve the Private Duty Administrative Fee in the amount of $20.00 per hour as recommended by Controller Allyson W. Bruce. Motion withdrawn and amended. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Mizeski that the Board of Mayor and Burgesses approve the Private Duty Administrative Fee in the amount of 25% of the private duty rate as recommended by Controller Allyson W. Burgess Comments/Sub-Committee Reports Burgess Vitale said it is 8 p.m. and horns could be heard blowing outside as a show of support for our healthcare workers and first responders during this crisis. The State Bond Commission will be meeting tomorrow at 1 p.m. One of the items to be discussed is additional rail cars for the Waterbury Branch Line. The meeting can be viewed live on CTN. He wished everyone a Happy Easter. Deputy Mayor Taf Jackson thanked the Unified Command Team. She said they are doing a great job. Distance learning at schools is going well. Happy Easter. Stay safe. Burgess Marenghi gave Kudos to Fran Dambowsky and the command center. Burgess DeOliveira hopes everyone is staying home and staying safe. Best wishes for a Happy Easter. He thanked the Unified Command Team. Burgess Dambowsky said it has been a few tough weeks and we have a few more to go. He thanked everyone for their feedback. He said they work as a team; the mayor, Chief Hunt, Chief Murray, Deputy Chief McAllister and Deputy Chief Russell. Burgess Bronko said he and his wife walked Linden Field and Breen Field South. He said it was very nice. He thanked the public works crew for the work they did on both fields. He would like to see the golf course opened again. Mayor Hess said closing the golf course was necessary to comply with social distancing. People were not following the rules and we need to keep people safe from the virus. Work is being done on the golf course to get it ready for when it reopens. He looks forward to playing golf again. Burgess Herb said he has been through many crises in his lifetime. We need to look for great opportunities in a crisis. If you have a mortgage, take advantage of the low interest rates and refinance. If you can invest, look at the stock market. We are Naugatuck Strong. We need to remain optimistic. -5- Minutes – Board of Mayor and Burgesses Regular Meeting – April 7, 2020 Mayor Hess said schools will be closed the remainder of the year as far as he can tell. We need to find a way to honor the graduating class. We will have to look at alternatives for the Memorial Day Parade and our annual Street Festival. We are in the heart of the virus right now. We need to stay home and stay safe. He said we will get through this. 17. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 8:15 p.m. for discussion on the following: Contract Negotiations (Chapter 90 CSEA/SEIU Union) and Pending Litigation. No one was invited into executive session. Mayor Hess reconvened the meeting at 8:36 p.m. 18. There were no motions emanating from Executive Session. 19.
