MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES JUNE 2, 2020 Due to the COVID-19 Pandemic, the Board of Mayor and Burgesses are practicing social distancing per executive order of Governor Ned Lamont. The meeting was held by Zoom Webinar, a remote video conferencing platform, and by phone. 1. Each member received copies for review. 5. Public Comment – None Mayor Hess did not receive any public comment prior to tonight’s meeting. 6. Mayor Hess reappointed W. Francis Dambowsky, 35 Moonlight Circle, Naugatuck, CT 06770 as the director of Emergency Management & Homeland Security, term to expire June 1, 2023. 7. Mayor Hess shall reappoint Ronald J. Pugliese, Jr., 211 Spring Street, Naugatuck, CT 06770 as the assistant director of Emergency Management & Homeland Security, term to expire June 1, 2023. Motion tabled and revised. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to sign a contract for “Fiscal Year 2021 – Professional Engineering Consulting Services” with J. Binder Consulting, Inc., 283 N. 10th Street, Surf City, NJ 08008 at a rate of $175.00 per hour plus expenses as recommended by Public Works Director James Stewart. 16. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor N. Mayor Hess said the recommendations by the Bulk Trash Subcommittee are in the budget. We are moving forward with their recommendations starting July 1, 2020. The new policies will be evaluated next year. Assistant to the Public Works Director Sandra Lucas-Ribeiro confirmed with subcommittee members on the board that Tuesday will be added as the additional day at the transfer station during the summer months from 8 a.m. to 2 p.m. Thursday will be open from 11 a.m. to 7 p.m. extending hours into the evening. Saturday will be open from 8 a.m. to 2 p.m. 20. Burgess Comments/Sub-Committee Reports Burgess DeOliveira said the returns on the 2020 Census are not even at eighty percent. The borough receives approximately $2,500 for every person counted in the census. He suggested spending money to advertise the importance of filling out the census form for each household. He also suggested a contest between burgesses to try and get every household to fill out the 2020 Census. Burgess Marenghi commended the Veterans Council for the outstanding job they did with the Memorial Day ceremony. He also commended the IT Department for broadcasting the ceremony for everyone to see. For the record: “Those guys are incredible, incredible people that always do right by Naugatuck and by all our veterans and it was really appreciated.” The Arts Commission unfortunately had to make the decision to suspend the summer concert series this year due to COVID-19. Burgess Herb said the Planning Commission sent two positive referrals to the Zoning Commission. The first was the expansion of Stokes Counseling on Hillside Avenue and the second was regarding the Jewish School on May Street. Burgess Herb said the green looked awesome decorated with rows of flags for Memorial Day. Deputy Mayor Taf Jackson thanked the Fire and Police Departments for continuing to do the birthday parades for children. She thanked Burgess Dambowsky and CERT for delivering groceries to the homes of senior citizens at Oak Terrace. The deputy mayor said it is a shame we have an increase in next year’s budget when surrounding towns left their budgets flat. Burgess Dambowsky said COVID-19 cases in town are now only going up by one or two a day. The majority of the deaths due to the virus in Naugatuck were nursing home residents. In regards to the census, he thinks people do not understand what they are filling out and why. He is proud of our town, the leadership in our town and the police department in our town. Mayor Hess said he and Chief Hunt will be issuing a joint statement regarding the tragic death of George Floyd and the protests across the country. There will be a peaceful protest on the green this Saturday. Policies are being reviewed in the police department such as excessive force polices and training. Mayor Hess said we have a great department but we want to have the best department. If anyone wants to discuss, he encouraged them to reach out. He said we will listen and will get better. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 8:09 p.m. for discussion on the following: Real Estate Negotiations (Port of Naugatuck, Naugatuck/Waterbury Industrial Park, Tax Incentive Ordinance, Tax Incremental Financing District, Sale of Remnant Parcels) and Pending Litigation. No one was invited into executive session. Mayor Hess reconvened the meeting at 8:41 p.m. 24. The following motion emanated from Executive Session. VOTED: Unanimously on a motion by Burgess Neth and seconded by Deputy Mayor Taf Jackson that the Board of Mayor and Burgesses authorize Mayor Hess to sign appropriate papers to convey title to real property at 242 High Street, Naugatuck, Connecticut to Matthew Como and Jason Arcuri for the sum of $65,000, said property to be sold in as is condition. 25.
