MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES JULY 7, 2020 Due to the COVID-19 Pandemic, the Board of Mayor and Burgesses are practicing social distancing per executive order of Governor Ned Lamont. The meeting was held by Zoom Webinar, a remote video conferencing platform, and by phone. 1. Each member received copies for review. 5. Public Comment Conservation Commission Chairwoman Melissa Leonard wants the Parks Department to remove picnic tables from parks. She would like to see tables removed after each event held by the Parks Department especially at Gunntown Passive Park. 6. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve a payment to the City of Waterbury for the “Waterbury Police Athletic League 2020 River Brigade” in the amount of $4,400 for two participants from Naugatuck based on 30 hours a week at the new minimum wage to supplement the efforts to clean up the Naugatuck River as recommended by Environmental Liaison Kevin Zak. 26. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents for a Summer Employment Program Grant through the Northwest Regional Workforce Investment Board in the amount of $84,000, as well as budget amendments to allow for additional funding at a later date, managed by Naugatuck Youth Services, Inc. as recommended by Naugatuck Youth Services Executive Director Kristin Mabrouk. 27. Discussion/possible action regarding “Emergency Equipment” on the Maple Hill Cell Tower. Discussion tabled. 28. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize the borough to apply for ZREC approval for a proposed solar project at Andrew Avenue Elementary School. 29. Discussion/possible action regarding a Merchant Fuel Cell Project/Port of Naugatuck. Discussion tabled. 30. Mayor Hess said we need to make progress and get our numbers up regarding the 2020 Census. It is critical to be counted. People do not want to respond for one reason or another. The mayor said if we could get an 80% response rate, it would be a huge increase in federal funding. As of today, only 66.4% responded. We need to increase our numbers because federal money comes back to the town in the form of grants. 31. Motion by Burgess __________ that the Board of Mayor and Burgesses enter into an employment agreement with Paul Russell for the position of Fire Chief and authorize Mayor Hess to sign a contract for a four year term commencing July 1, 2020 terminating on June 30, 2024. Motion tabled until executive session. 33. Public Comment A resident asked how items can be placed on the agenda. Conservation Commission Chairwoman Melissa Leonard does not think it is a good idea to hold events at borough parks during the pandemic.  -9- Minutes – Board of Mayor and Burgesses Regular Meeting – July 7, 2020 34. Burgess Comments/Sub-Committee Reports Burgess Herb said the Planning Commission gave an extension to the 0 May Street subdivision project due to COVID-19. Burgess Vitale discussed donation boxes and the problem of dumping around the boxes. He said the litter ordinance may need to be reviewed. Burgess DeOliveira would like the Public Works Department to track the number of cars going into the transfer station each day at least for the next few months. Burgess Dambowsky reported we plateaued with COVID-19. He endorses Paul Russell as the new fire chief. Deputy Mayor Taf Jackson commended Deputy Chief Paul Russell and Police Chief Steven Hunt for doing a great job reacting to the mishap with the fireworks display on July 2nd. The Park Commission will be meeting tomorrow at 6 p.m. by Zoom. 35. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 8:36 p.m. for discussion on the following: Collective Bargaining (Chapter 90 Supervisors Union), Personnel (Fire Chief), Real Estate Negotiations (CT Water Company Available Parcels, Port of Naugatuck, Naugatuck/Waterbury Industrial Park, Tax Incentive Ordinance, Tax Incremental Financing District, Sale of Remnant Parcels) and Pending Litigation inviting in Human Resources Director John Lawlor. Mayor Hess reconvened the meeting at 9:36 p.m. 36. The following motions emanated from Executive Session. For the record: Mayor Hess: “Andreas, members of the press, we’re going to vote on two contracts tonight. As per our standard policy, once they’re signed, they’ll be public record and you can have a copy and all of the relevant information and we’ll give you access to whatever you need to write your story.” Motion by Burgess Dambowsky and seconded by Burgess Mizeski that the Board of Mayor and Burgesses enter into an employment agreement with Paul Russell for the position of Fire Chief and authorize Mayor Hess to sign a contract for a four year term commencing July 1, 2020 terminating on June 30, 2024. Burgess Neth opposed.
