MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES AUGUST 4, 2020 Due to the COVID-19 Pandemic, the Board of Mayor and Burgesses is practicing social distancing per executive order of Governor Ned Lamont. The meeting was held by Zoom Webinar, a remote video conferencing platform, and by phone. 1. Each member received a copy for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of July. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses recess to the Retirement Board at 7:05 p.m. Mayor Hess reconvened the meeting at 7:07 p.m. 6. Public Comment Park Commission Chairwoman Linda Ramos wants permission to have an Adopt-A-Spot at Gunntown Park for the Gunntown Kids Program. Mayor Hess reappointed Steven Smith, (R) 39 Alison Avenue, Naugatuck, CT 06770 as a regular member of the Police Commission, term to expire June 1, 2025. 8. Mayor Hess reappointed Charles Marino, (R) 153 Gorman Street, Naugatuck, CT 06770 as a regular member of the Zoning Board of Appeals, term to expire August 1, 2025. 9. Mayor Hess appointed Aldo J. Pistarelli (R), 41 Pleasant Avenue, Naugatuck, CT 06770 as a regular member of the Zoning Board of Appeals, filling the expired term D. Cronin, term to expire July 1, 2025. 10. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Ryan Plourde, 23 Rough Wing Road, Naugatuck, CT 06770 as a regular member of the Conservation Commission, filling the unexpired term of R. York, term to expire November 1, 2021. 11. Mayor Hess discussed the possible Expansion of Gunntown Park. He said three pieces of open space land were added to the original land called Gunntown Park. The Wilmot Farm property is next to Gunntown Park. The Mission 22 Trail goes on the Wilmot property. There is a beautiful meadow the borough obtained by foreclosure on Andrew Mountain Road. The borough has been looking to connect the property on Andrew Mountain Road to Gunntown Road. The mayor said he would like to obtain a state grant to purchase 45 acres of unbuildable land on Andrew Mountain Road. The state grant would pay seventy-five to eighty percent of the purchase price of the property. The borough would pay the remainder. The land would connect all the properties to Gunntown Park. The Mission 22 Trail would be relocated to be on borough land rather than the Wilmot property. The mayor said this property is a gorgeous hidden gem in Naugatuck. 12. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to enter into an Electric Distribution Easement to Eversource for Borough of Naugatuck property on 196 Old Firehouse Road to allow construction of a structure to house transformers or transformer equipment. 16. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses discontinue the defunct portion of Hotchkiss Street pursuant to Section 13A-49 of the CT  -5- Minutes – Board of Mayor and Burgesses – Regular Meeting – August 4, 2020 General Statutes as recommended by Borough Engineer Wayne Zirolli, as shown on the map. 17. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to enter into a contract for “Municipal Separate Storm Sewer Systems (MS4)” with Weston & Sampson, 273 Dividend Road, Rocky Hill, CT 060667 in the amount $26,500 as recommended by Assistant to the Public Works Director Sandra Lucas-Ribeiro. 18. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to accept the final payment of $218,249.95 from Travelers Property Casualty Company for “a claim due to a fire at the Tuttle Building on June 7, 2017”, total amount of the claim is $902,469.12 to which a $10,000 deductible has been applied, as recommended by Public Works Director James Stewart. 19. Mayor Hess said Laraine Weschler, the Board of Education media spokesperson, is putting together videos of people from the community regarding the 2020 Census. A brochure will be distributed encouraging people to fill out their census forms. We currently have a 67.5% response rate. The return date for census forms has been moved up to the end of September instead of the end of October. The mayor says the borough receives money for each person counted in the census. It is very important everyone be counted. 20. Public Comment – None 22. Burgess Comments/Sub-Committee Reports Burgess Marenghi said the Arts Commission is going to try to hold a few concerts this summer in August and September. They will be working within the state mandates to encourage social distancing. Burgess Dambowsky was upset with the lack of response by Eversource regarding the power outage from Tropical Storm Isaias. Burgess Vitale said there has been a discussion regarding a livestock ordinance. Many people want to raise chickens for eggs while being home during the pandemic. He said the fire department, public works department and emergency services did an amazing job with the storm today. Oak Terrace residents are having a tough time contacting Eversource. He is disappointed the Fire Commission is not having remote access for their commission meetings. Burgess Mizeski was grateful to the fire department, police department and street department for doing everything to keep us safe during the storm. Burgess Neth would like the burgesses to look into ActivePure Technology, an air and surface purification system. The system claims to purify the air and reduce viruses from surfaces. He thinks it will be a huge benefit to schools and borough buildings. Deputy Mayor Taf Jackson thanked the fire department and police department for their help during the storm. Mayor Hess said the issue with the fireworks company has been resolved. The borough is not paying the company anything for the mishap with the fireworks show in July. The company will reimburse the borough for overtime and expenses.  -7- Minutes – Board of Mayor and Burgesses Regular Meeting – August 4, 2020 23. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 8:32 p.m. for discussion on the following: Personnel (Deputy Fire Chief), Real Estate Negotiations (Sale of Recycling Center, Lot #3 Great Hill Road, 0 High Ridge Road, CT Water Company Available Parcels, Port of Naugatuck, Naugatuck/Waterbury Industrial Park, Tax Incentive Ordinance, Tax Incremental Financing District) and Pending Litigation inviting in Human Resources Director John Lawlor. Mayor Hess reconvened the meeting at 9:29 p.m. 24. The following motions emanated from Executive Session. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor Hess to enter into an employment agreement with James Trzaski for the position of Deputy Fire Chief for a three year term as discussed in executive session. Burgess R. Neth opposed. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to enter into a real estate sale contract to sell Lot #3 Great Hill Road to Theron Simons or a corporate entity formed by him as discussed in executive session. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to enter into a real estate sale contract to sell a lot at O High Ridge Road to two adjoining property owners as discussed in executive session. 25.
