REGULAR MEETING
BOARD OF MAYOR AND BURGESSES
SEPTEMBER 1, 2020
Due to the COVID-19 Pandemic, the Board of Mayor and Burgesses is practicing social
distancing per executive order of Governor Ned Lamont. The meeting was held by Zoom
Webinar, a remote video conferencing platform, and by phone.
1. Mayor “Pete” Hess called the regular meeting to order at 7:01 p.m. with the following in
attendance:

2. Burgess Mizeski led in the Pledge of Allegiance to the flag.
3. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the minutes
of the regular meeting of August 4, 2020 and the special meeting of
August 12, 2020. Each member received copies for review.
4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the monthly
reports of August. Each member received copies for review.
5. Public Comment – None
6. Mayor Hess approved the appointment of Crystal Teal, 75 Railroad Avenue, Beacon
Falls, CT 06403 to the Naugatuck Day Care Board of Directors, filling the unexpired
term of M. Hughes, term to expire April 1, 2022.
7. Mayor Hess approved the appointment of Klaudia Gotshall, 174 White Avenue,
Middlebury, CT 06762 to the Naugatuck Day Care Board of Directors, filling the
expired term of M. Knapp, term to expire April 1, 2022.
8. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the
reappointment of Diane Scinto (R), 190 East Waterbury Road, Naugatuck,
CT 06770 as a regular member of the Board of Finance, term to expire
July 1, 2023.

9. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the
reappointment of Joseph Savarese (D), 145 Union City Road, Naugatuck,
CT 06770 as a regular member of the Board of Finance, term to expire
July 1, 2023.
10. Mayor Hess led a discussion regarding the Crestwood Drive Water Main Installation
Project. The mayor and his staff met with residents on Crestwood Drive. Several residents
are experiencing poor water quality and/or water quantity issues. The borough will
connect houses to the public water system and homeowners will be responsible to pay
back the cost. There are approximately eighteen households affected that want to be
connected to public water. The homes will be connected to the public water system from
Autumn Ridge Road up to Crestwood Drive. The borough applied for and received
approval for state financing through the Department of Health. The grant pays for half the
cost and homeowners pay back the other half. Attorney Fitzpatrick discussed the need to
adopt an ordinance that will provide assessments to homeowners. A payment schedule
will be created along with an interest rate for homeowners to pay back their half of the
cost of the water main installation. There will be no cost to the borough. Other towns have
adopted such an ordinance. The mayor asked Attorney Fitzpatrick to continue to work on
the draft ordinance.
11. Mayor Hess said the borough is still reaching out to residents regarding the importance of
filling out the 2020 Census forms. He said they are considering sending CodeRed calls,
texts and emails to residents. Brochures are being sent home with children through the
school system. He asked board members to continue to reach out to groups in the
community that may be reluctant to fill out the census forms. Burgess DeOliveira said he
is planning to set up a table at the Portuguese Club this weekend to encourage people to be
counted. Burgess Vitale will distribute brochures at the Dog Park.
12. Motion by Burgess Neth and seconded by Burgess Mizeski that the Board of Mayor and
Burgesses authorize Controller Allyson W. Bruce to refund the following tax refunds
approved by Tax Collector James Goggin; as if read:

Deputy Mayor Taf Jackson abstained.
13. Public Comment
Finance Board Chairman Daniel Sheridan informed the board there will be a Joint Boards
meeting next Tuesday to approve salary increases for non union employees.
14. Burgess Comments/Sub-Committee Reports
Burgess Vitale said Drew Marine International is a new company in town that has already
done many charitable things for the town. He congratulated and thanked them for their
contributions. There is a wood shortage and the Dog Park needs help building a deck.
Burgess Mizeski said the soup kitchen is doing a good job. He met today to discuss
expanding it.
Burgess Herb thanked the mayor and the street department for their services during the
recent hurricane. The Sao Paio Festival will be held this weekend with modifications due
to the pandemic. He wishes the club a successful fundraiser. Mission 22 will be held on
September 26th. Burgess Herb told everyone to write a check for $22 to support a worthy
cause.
Burgess DeOliveira thanked everyone for their support of the Portuguese Club.
Burgess Dambowsky said the fire and police departments were wonderful during the
recent hurricane. He said he could not say enough about the public works department and
the fantastic job they did.
Burgess Marenghi said the Portuguese Club plays a vital role in our community. He
thanked the Arts Commission and park department for putting on the one and only concert
this year. Everyone practiced social distancing and enjoyed themselves. The library will
be opening.
Burgess Neth said the fire department, police department and public works department
did a great job during the storms. The Standing Building Committee met to close out a few
projects and to discuss a new heat and power project at the high school.
Deputy Mayor Taf Jackson thanked Drew Marine International for the lunch they
provided at Oak Terrace and the YMCA.

Mayor Hess said he will be meeting with members of the Portuguese Club. They are
looking for ways to fundraise to save the club. September 26th is the Mission 22 Event.
They are discussing ways to hold some type of event after the ceremony. The golf course
is setting new records. They brought in $5,700 on Sunday. The mayor said they struggled
to raise $2,700 in the past and COVID-19 has helped make the golf course a positive
generator.
15. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth to recess to Executive Session at 8:11 p.m. for discussion on
the following: Real Estate Negotiations (Sale of Industrial Park
Land/Great Hill Road, Sale of Park Department - 258 Rubber Avenue, 0
High Ridge Road, CT Water Company Available Parcels, Tax Incentive
Ordinance), Collective Bargaining (AFSCME Public Works Union) and
Pending Litigation. No one was invited into executive session.
Mayor Hess reconvened the meeting at 9:07 p.m.
16. The following motion emanated from Executive Session.
VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses authorize Mayor
Hess to enter into a modified real estate sales contract to sell lot 0 High
Ridge Road to two adjoining property owners as discussed in executive
session.
17. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth to adjourn the meeting at 9:09 p.m.
