BOARD OF MAYOR AND BURGESSES
NOVEMBER 4, 2020
Due to the COVID-19 Pandemic, the Board of Mayor and Burgesses is practicing social
distancing. The meeting was held by Zoom Webinar, a remote video conferencing platform,
and by phone.
1. Mayor “Pete” Hess called the regular meeting to order at 7:02 p.m. with the following in

2. Burgess Marenghi led in the Pledge of Allegiance to the flag.
3. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess
Mizeski that the Board of Mayor and Burgesses approve the minutes of the
regular meeting of October 6, 2020. Each member received a copy for
review.
4. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess
Mizeski that the Board of Mayor and Burgesses approve the monthly
reports of October. Each member received copies for review.
5. Public Comment – None
6. Mayor Hess appointed Susan Nastri, 53 Conrad Street, Unit 19F, Naugatuck, CT 06770
as the tenant commissioner of the Naugatuck Housing Authority, filling the expired term
of A. Smith, term to expire October 1, 2025.
For the record:
Mayor Hess: “We have, we’ve received some complaints about the tenants not having an
opportunity to speak at meetings and to be heard because of COVID so we have offered
them the event center and the services of Jim K. to help them get up and running. They
have declined that offer but it’s still out there. I’ve also, in addition to Laurie who goes to
the meetings, asked Jan to be an additional liaison and to go to the meetings and to instill
in them the notion that we’re here to help them. They’re having trouble with their
meetings. We want them to have meetings. I want people to call them rather than me when
they have a problem so let’s help them any way we can.”

7. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess
Mizeski that the Board of Mayor and Burgesses approve the reappointment
of James Ayash, 69 Graham Ridge Road, Naugatuck, CT 06770 as a
regular member of the Conservation Commission, term to expire
November 1, 2023.
8. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess
Mizeski that the Board of Mayor and Burgesses approve the reappointment
of Christine Yannielli, 9 Chestnut Street, Naugatuck, CT 06770 as a
regular member of the Conservation Commission, term to expire
November 1, 2023.
9. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess
Mizeski that the Board of Mayor and Burgesses approve the bid and
authorize Mayor Hess to execute all contracts and related documents for
“Snow and Ice Control Sand” to the following vendor as recommended
by Assistant to the Public Works Director Sandra Lucas-Ribeiro:

Plowing Insurance Coverage and authorize Mayor Hess to execute
all contracts and related documents as recommended by Assistant to
the Public Works Director Sandra Lucas-Ribeiro, as if read:

“Repairs to Golf Cart Shed Roof” to Pattison Brothers Construction
LLC, 325 Harrison Road, Wallingford, CT 06492 in the amount of $8,580
as recommended by Assistant to the Public Works Director Sandra Lucas-
Ribeiro.

12. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess
Mizeski that the Board of Mayor and Burgesses waive the bid and
authorize Mayor Hess to execute all contracts and related documents for
“Fireworks Software” to EPR Systems USA, Inc., 1016 LaSalle Street,
Jacksonville, FL 32207 in the amount of $14,700 as recommended by Fire
Chief Paul Russell and IT Director Jim Kallipolites.
13. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess
Mizeski that the Board of Mayor and Burgesses authorize Mayor Hess to
finalize, prepare and disseminate a Request for Proposals to develop
“Parcel B as a Transit Oriented Development/Mixed Use Project”.
14. VOTED: Unanimously on a motion by Burgess Neth and seconded by Deputy Mayor
Taf Jackson that the Board of Mayor and Burgesses authorize Public
Works Director James Stewart to accept a fee in lieu of final paving from
Eversource in the amount of $78,337.34 for work completed on Maple
Terrace, Carroll Street, Carroll Court, Maple Street, Central Avenue and
Tolles Square as recommended by Public Works Director James Stewart.
15. VOTED: Unanimously on a motion by Burgess Neth and seconded by Deputy Mayor
Taf Jackson that the Board of Mayor and Burgesses approve the sale of that
certain piece and parcel of land owned by the Borough of Naugatuck
depicted on map entitled “Eversource Energy Compilation Plan
Easement” to be acquired over land of Borough of Naugatuck, Rubber
Avenue, Old Firehouse Road, Naugatuck, CT, CL&P File No. W18197,
Date: 12/28/18, Scale: 1” = 10”; R.R. Dwg; 23950”, consisting of 0.08
acres to be conveyed to Earth Core Energy Services LLC and 21
Church Street LLC for the purchase price of $8,000.00 together with
authorization to Mayor N. Warren “Pete” Hess to execute all documents to
effectuate said sale.

18. Burgess Comments/Sub-Committee Reports
Burgess Neth discussed a resident’s concern with a new development and asked the DPW
Director questions regarding projects in the borough.
Deputy Mayor Taf Jackson welcomed Susan Nastri as a member of the Housing
Authority replacing Arthur Smith. She wished Arthur Smith well. She welcomed Burgess
Mizeski as a burgess liaison to the Housing Authority.
Burgess DeOliveira said there will be a last minute push to support the Portuguese Club
online with a sweepstake. He thanked the borough for putting together a “Save the Club”
Event a few weeks ago.
Burgess Mizeski thanked the town clerk’s office and the registrars’ office for doing a
wonderful job with the election.
Burgess Marenghi reiterated Burgess Mizeski’s comments regarding the election. He
said the workers did an impressive job considering all the complexities this year. He said
it is essential to thank all of our veterans on Veterans Day this year and every year.
Burgess Herb spoke fondly of former Burgess Robert Burns who recently passed away.
He said he was one of our great patriots in Naugatuck.
Burgess Vitale congratulated those elected on the state and local level. He said the
Naugatuck Soup Kitchen serves 330 meals a week. The soup kitchen is looking for a
Christmas tree for the bakery. Tags will be placed on the tree to help families in need.
Apple and pumpkin pies will be sold for Thanksgiving. A cookbook fundraiser by local
people is on sale for $20. He said the Dog Park is wonderful.
Burgess Dambowsky said Mr. Burns was always a gentleman. He reported the positivity
rate for COVID-19 statewide has increased. There has been an uptick of thirty positive
cases in Naugatuck from Thursday to Monday. Congratulations to local politicians.

19. Motion by Burgess Neth and seconded by Deputy Mayor Taf Jackson to recess to
Executive Session at 7:58 p.m. for discussion on the following: Real Estate Negotiations
(Sale of 0 Prospect Street and Great Hill Road), Personnel (Policy for Rehiring Retired
Employees), Collective Bargaining (AFSCME Public Works Union) and Pending
Litigation inviting in Human Resources Director John Lawlor and Attorney Nick Grello.
Burgess Herb was not present for the vote.
Mayor Hess reconvened the meeting at 8:48 p.m.
20. Motion by Burgess Neth and seconded by Deputy Mayor Taf Jackson that the Board of
Mayor and Burgesses authorize Mayor Hess to enter into a collective bargaining
agreement for four years with Local 1303-12 of Council 4 AFSCME, AFL-CIO (Public
Works Employees).
Burgess Dambowsky abstained.
Burgess Herb was not present for the vote .
For the record:
F. Dambowsky: “I must abstain due to an advisory opinion that was made in 1997. I have
an in-law that works for the public works so I should not be voting on it. So I must abstain
but I am in favor of it.”

18. Motion by Burgess to recess to Executive Session at p.m.
for discussion on the following: Real Estate Negotiations (Sale of 0 Prospect Street and
Great Hill Road), Personnel (Policy for Rehiring Retired Employees), Collective
Bargaining (AFSCME Public Works Union) and Pending Litigation inviting in
______________________________.
Mayor Hess will reconvene the meeting at p.m.
19. Motion by Burgess that the Board of Mayor and Burgesses authorize
Mayor Hess to enter into a collective bargaining agreement for four years with Local 1303-
12 of Council 4 AFSCME, AFL-CIO (Public Works Employees).
20. Motion by Burgess that the Board of Mayor and Burgesses approve the
Policy for Rehiring Retired Employees.
21. Discussion/possible action on matters emanating from Executive Session.
22. Motion by Burgess to adjourn the meeting at p.m.
