MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES JULY 19, 2021 Due to the COVID-19 Pandemic, the Board of Mayor and Burgesses will host all meetings on a hybrid basis in the Hall of Burgesses, by Zoom Webinar and by phone. All social distancing requirements including masks will be enforced. 1. Mayor “Pete” Hess called the special meeting to order at 6:05 p.m. with the following in attendance: BURGESSES: PRESS: L. Taf Jackson C. Marenghi, absent A. Yilma, virtual M. Bronko, virtual J. Mizeski, virtual F. Dambowsky R. Neth RESIDENTS: C. Herb, absent R. Vitale None K. Kiernan DEPARTMENT HEADS: OTHERS: J. Kallipolites, IT Director K. Hanks, Deputy Fire Chief P. Russell, Fire Chief W. Seaman, 1st Assistant Fire Chief S. Samela, Board of Finance, virtual 2. Burgess Kiernan led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to sign a contract with Civil 1, Inc., 43 Sherman Hill Road, Suite D- 101, Woodbury, CT 06798 to perform “Engineering Services for the Cherry Street Area Flood & Drainage Control Project” in the amount of $35,000 as recommended by Public Works Director James Stewart. 4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 6:11 p.m. for discussion on the following: Personnel (Deputy Fire Chief, Emergency Services) and Pending Litigation inviting in no one for the deputy fire chief discussion and inviting in Fire Chief P. Russell, Deputy Fire Chief K. Hanks and 1st Assistant Fire Chief W. Seaman for the emergency services discussion. Mayor Hess reconvened the meeting at 6:27 p.m. 5. The following motion emanated from the first Executive Session. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Dambowsky that the Board of Mayor and Burgesses authorize Mayor Hess to enter into an employment agreement for Deputy Fire Chief with Kenneth Hanks as discussed in executive session. Burgess Neth opposed. Mayor Hess swore in Kenneth Hanks as the Deputy Fire Chief. -2- Minutes – Board of Mayor and Burgesses Special Meeting – July 19, 2021 VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to reenter Executive Session at 6:29 p.m. for discussion on the following: Personnel (Emergency Services) inviting in Fire Chief P. Russell, Deputy Fire Chief K. Hanks and 1st Assistant Fire Chief W. Seaman. Mayor Hess reconvened the meeting at 7:15 p.m. 6. No motions emanated from the second Executive Session. 7. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to adjourn the special meeting at 7:15 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
