BOARD OF MAYOR AND BURGESSES
OCTOBER 5, 2021
Due to the COVID-19 Pandemic, the Borough of Naugatuck held the Board of Mayor and
Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom
Webinar or by phone. All social distancing requirements were enforced.
1. Mayor “Pete” Hess called the regular meeting to order at 7:00 p.m. with the following in
attendance:

2. Burgess Charles Marenghi led in the Pledge of Allegiance to the flag.
3. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of
Mayor and Burgesses approve the minutes of the regular meeting of September 7, 2021.
Each member received a copy for review.
Burgess Mizeski abstained.
4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the monthly
reports of September. Each member received copies for review.
5. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses recess to the
Retirement Board at 7:01 p.m.
Mayor Hess reconvened the meeting at 7:03 p.m.
6. Mayor’s Opening Comments
The fall festival will be held at Linden Park on October 16th. The public works department
has done a lot of work in the area. Mayor Hess said it is looking better and better. This is

part of the plan to bring back the river. The borough joined with NVCOG and several
other groups working to revoke the exemption of the holders of the permit at the
Kinneytown Dam. Fish are dying trying to travel up the fish ladder to pass through the
dam. Once the dam is gone, we will have migratory fish coming back and forth in the
river. Mayor Hess told us to keep our eye on the infrastructure bill in Washington because
the money will benefit Naugatuck. For the record: “This is Laurie’s last regular meeting.
We are going to miss you. I am going to call a special meeting. This is your last regular
meeting so thank you for all you’ve done. I’m going to miss having you sit next to me.
Thank you. Good luck. The best is yet to come.”
7. Public Comment
Michelle Russell, Police Commissioner Joanne Allison, BOE Chairman Jeffrey Litke and
BOE Secretary Francis Santana thanked Deputy Mayor Taf Jackson for her service to the
borough over the past ten years.
8. Mayor Hess said he will be holding a Special Board of Mayor and Burgesses Meeting
in October. The board chose Wednesday, October 27th at 7 p.m. No details were given as
to the purpose of the meeting.
9. Mayor Hess appointed Matthew Erickson, 81 Clearview Circle, Naugatuck, CT 06770 as
a member of the Housing Authority, filling the expired term of T. Swanson, term to
expire October 1, 2026.
10. Mayor Hess reappointed Joanne S. Allison (D), 912 Prospect Street, Naugatuck, CT
06770 as an alternate member of the Police Commission, term to expire October 1, 2026.
11. Mayor Hess said there are limitations on what the borough can do with the American
Rescue Funds. We are looking to use the money on infrastructure, especially downtown.
There are serious issues with our old sewer system. Storm drains downtown are
inadequate and need to be upgraded.
12. Mayor Hess said we are looking for volunteers to serve on the Naugatuck Valley Health
District Board. He said this board is more important now than ever due to COVID. There
are four positions on the board that represent Naugatuck, three of which are vacant. The
board meets the second Tuesday of the month at 7 p.m. Anyone interested should contact
the mayor’s office.
13. Naugatuck Ambulance Corps, Inc. Interim CEO Jeremy Rodorigo gave an update on
the agency. There were 498 requests for service in September and the response time was
just over five minutes for high priority emergency calls and just over six minutes for non-
priority calls. Naugatuck requested mutual aid six times and provided aid to other
municipalities thirty-three times. A reversal of where the agency was a few months ago.
Kyle Kelley will start Monday as the permanent CEO for Naugatuck Ambulance Corps,
Inc. There is a waiting list of people wanting to work for Naugatuck Ambulance.
Revenues are up. A brand new paramedic fly car was put into service this week. Drew
Marine International donated two heart machines for the ambulances. The Eagle Club

made a donation in memory of one of their members. The borough board will vote on a
new three-year service agreement with Naugatuck Ambulance Corps, Inc. as the PSAR
(Primary Service Area Responder). The agency will provide two fully staffed ambulances
and a fly car 24 hours a day. A third ambulance during peak hours Monday through
Friday. Compliance to response time will be nine minutes from call to arrival for
emergencies and fifteen minutes for non-emergencies. The agency has to pay back the
funds given by the borough at no interest within three years.
VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses authorize Mayor
Hess to enter into a service agreement between the borough and
Naugatuck Ambulance Corps, Inc. for a three year term.
14. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses authorize Controller
Allyson W. Bruce to refund the following tax refunds approved by Tax

16. Burgess Comments/Sub-Committee Reports
Burgess Mizeski said he has enjoyed working with the mayor and the burgesses the past
two years. He appreciated the mayor’s guidance. He said Burgess Taf Jackson, Burgess
Herb, Burgess Kiernan and former Burgess DeOliveira will be missed. God bless you all.
Burgess Marenghi said it has been a pleasure serving on the board. He thanked IT
Director Jim Kallipolites for keeping us online for the borough board meetings during
COVID. He thought September was a wonderful time in the borough. The month started
with the Portuguese Club’s Sao Paio Festival, then St. Michael’s Church Annual Fair,
Troop 102 organized the Harvest Moon Festival and the month ended with the Mission 22
Hike. We have many terrific people volunteering to make things happen. Burgess
Marenghi said this is what makes Naugatuck a special place to live and raise a family.
Burgess Dambowsky congratulated Deputy Mayor Taf Jackson and Burgess Herb on
their temporary retirement from the board. He said this board worked well together the
past two years.

Burgess Bronko said cars have been seen driving down Church Street in the wrong
direction. He asked if the police department could do something about this.
Mayor Hess said there are cones in place but it will take time for people to remember
Church Street is now one-way.
Burgess Vitale said goodbye to Deputy Mayor Taf Jackson and Burgess Herb. There will
be a Candidate Forum October 10th on the green from 2 p.m. to 5 p.m. October 15th at 6
p.m. is move night at the Park and Recreation Department. October 23rd will be a Grove
Cemetery Tour. He wished all the candidates well on the upcoming election. Burgess
Vitale said it has been amazing to work with a great mayor.
Burgess Neth said it has been an honor to serve the borough for twenty plus years. Mayor
Hess has done a fantastic job moving Naugatuck in the right direction. He thinks he is the
best mayor we have ever had. He thanked Deputy Mayor Taf Jackson and said she will be
missed. He said it has been a privilege to have served with Cindy Herb, Chris Herb and
Carl Herb over the years. He thanked the current burgesses for serving and wished them
good luck in the election. He thanked IT Director Jim Kallipolites for his assistance with
the virtual meetings for the past year and a half. He also thanked Jeremy Rodorigo,
Deputy Fire Chief Ken Hanks, Burgess Vitale and Burgess Dambowsky for putting
Naugatuck Ambulance Corporation in the right direction.
Deputy Mayor Taf Jackson thanked her family, friends and the residents of Naugatuck
for their support over the past ten years. It has been an honor for her to serve as a burgess
and deputy mayor. She said it was a hard decision not to run for reelection but she needs
to take care of her family and her health. She thanked her fellow burgesses and the mayor
and wished them well in the election. Deputy Mayor Taf Jackson said this is not goodbye
but see you later. Naugy Strong.
17. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth to recess to Executive Session at 7:50 p.m. for discussion on
the following: Real Estate (Parcel B – RFP, 1221-1247 New Haven Road,
Lanxess Property, NorcomCT Expansion), Collective Bargaining
(UPSEU, Chapter 90 Union) and Pending Litigation. No one was invited
into executive session.
Mayor Hess reconvened the meeting at 8:06 p.m.
18. There were no motions emanating from Executive Session.
19. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth to adjourn the regular meeting at 8:07 p.m.
