MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES OCTOBER 27, 2021 Due to the COVID-19 Pandemic, the Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone. All social distancing requirements were enforced. 1. Mayor “Pete” Hess called the special meeting to order at 7:00 p.m. with the following in attendance: BURGESSES: PRESS: L. Taf Jackson C. Marenghi A. Yilma M. Bronko J. Mizeski, virtual F. Dambowsky R. Neth RESIDENTS: C. Herb R. Vitale, virtual Unable to determine due to the format K. Kiernan OTHERS: S. Ribeiro, Assistant to DPW Director L. Wehry, IT Assistant 2. Burgess Herb led in the Pledge of Allegiance to the flag. 3. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Jan Joseph Mizeski, 106 Woodbine Street, Naugatuck, CT 06770 as a member of the Naugatuck Valley Health District, filling the expired term of C. Connolly, term to expire October 1, 2024. Burgess Mizeski abstained. 4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Adam Bronko, 34 Fairfield Court, Naugatuck, CT 06770 as a member of the Naugatuck Valley Health District, term to expire October 1, 2024. 5. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to sign an application for a DEEP Recreational Trails Grant for a trail that will run from the Wilmot property on Andrew Mountain Road to the Gunntown Passive Park and Nature Preserve on Gunntown Road with a twenty percent match. 6. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 7:08 p.m. for discussion on the following: Personnel (Park Department Director), Real Estate (LANXESS Property) and Pending Litigation. No one was invited into executive session. Mayor Hess reconvened the meeting at 8:00 p.m. -2- Minutes – Board of Mayor and Burgesses Special Meeting – October 27, 2021 7. The following motion emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to enter into an employment agreement for a four year term with Sandra Lucas-Ribeiro as the Superintendent of Parks as discussed in executive session. 8. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to sign all documents necessary to acquire title and ownership of the LANXESS Property consisting of eighty + acres for the sum of one dollar ($1.00) as shown on plans prepared by Civil I engineers, approved by the Naugatuck Zoning Commission on August 18, 2021, contingent upon finalization of post-closing remediation agreement. 9. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to adjourn the special meeting at 8:07 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
