MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES NOVEMBER 3, 2021 Due to the COVID-19 Pandemic, the Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone. 1. Mayor “Pete” Hess called the regular meeting to order at 7:03 p.m. with the following in attendance: BURGESSES: PRESS: R. Warren “Pete” Hess swore newly elected Burgesses Michael Bronko, W. Francis Dambowsky, Charles P. Marenghi, Jan J. Mizeski, George A. Mudry, Dorothy Neth-Kunin, Meghan E. Smith and Rocky Vitale into office. Mayor Hess swore in Meghan E. Smith and Jan J. Mizeski as members of the Naugatuck Valley Health District. 4. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses add to the agenda a motion to appoint Meghan E. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Mizeski that the Board of Mayor and Burgesses approve the appointment of Meghan E. Smith, 41 Mulberry Street, Naugatuck, CT 06770 as a member of the Naugatuck Valley Health District, filling the unexpired term of E. Sletner, term to expire June 1, 2022. 6. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the revised minutes of the regular meeting of October 5, 2021. Each member received a copy for review. 7. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the monthly reports of October. Each member received copies for review. 8. Mayor’s Opening Comments Mayor Hess congratulated returning members and the new members to the board. He said every burgess would have the opportunity to be a liaison to boards and/or commissions. He wants board members to think about which boards/commissions they would like to be appointed as their liaison. Mayor Hess will make the appointments next month. 9. Public Comment – None 10. Mayor Hess is thrilled with the progress at Naugatuck Ambulance Corps. Chief Kyle Kelley has been at Naugatuck Ambulance for four weeks now. Chief Kelley said there were 460 requests for service in October with 338 transports and 120 non-transports. The response time was just over five minutes for emergency calls and just over seven minutes for non-priority calls. Naugatuck requested mutual aid seven times and provided aid to other municipalities fifty times, this is a major improvement. We now have better response times, more revenue and better service. The moral and overall organization has changed. Naugatuck Health District is looking for support from Naugatuck Ambulance when they have a vaccine clinic. The ambulance corps has been participating in community events. Drew Marine and ION Bank donated sixty thousand dollars that will fund the purchase of four CPR machines. Chief Kelley appreciates everything the borough is doing. 11. Mayor Hess appointed Joseph M. Golden, 76 Silver Ridge Lane, Naugatuck, CT 06770 as a member of the Local Emergency Planning Committee (LEPC/NEMAC), indefinite term. 12. Mayor Hess appointed Eric Oubre, Jr., Red Cross, 385 Main St. #214, Southbury, CT 06488 as a member of the Local Emergency Planning Committee (LEPC/NEMAC), indefinite term. 13. Mayor Hess appointed Kyle Kelley, Naugatuck Ambulance, 246 Rubber Avenue, Naugatuck, CT 06770 as a member of the Local Emergency Planning Committee (LEPC/NEMAC), filling the term of L. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the reappointment of Melissa Leonard, 450 Gunntown Road, Naugatuck, CT 06770 as a regular member of the Conservation Commission, term to expire November 1, 2024. 15. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the reappointment of Attorney Neal Hanlon, 1204 Winslow Drive, Watertown, CT 06795 as a member of the Human Resource Development Board, term to expire October 1, 2024. 16. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the reappointment of Maria DaSilva, 171 Lorann Drive, Naugatuck, CT 06770 as a member of the Human Resource Development Board, term to expire October 1, 2024. 17. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the bid and authorize Mayor Hess to execute all contracts and related documents for “Snow and Ice Control Sand” to the following vendor as recommended by Superintendent of Parks Sandra Lucas-Ribeiro: Stone Construction $21.50 per ton 168 Main Street South Southbury, CT 06488 18. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor Hess to execute Contract Administration Memorandums (CAMS) for contract year 2020 regarding the “Incinerator Facilities Lease Agreement” as approved by the WPCA and Public Works Director James Stewart. 21. Motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses adopt the following DEMHS Blanket Resolution as recommended by W. Francis Dambowsky, Director of Emergency Management and Homeland Security; as if read: RESOLVED, that the Board of Mayor and Burgesses may enter into with and deliver to the State of Connecticut Department of Emergency Services and Public Protection, Division of Emergency Management and Homeland Security any and all documents which it deems to be necessary or appropriate; and FURTHER RESOLVED, that N. Warren “Pete” Hess, as Mayor of the Board of Mayor and Burgesses, is authorized and directed to execute and deliver any and all documents on behalf of the Board of Mayor and Burgesses and to do and perform all acts and things which he deems to be necessary or appropriate to carry out the terms of such documents, including, but not limited to, executing and delivering all agreements and documents contemplated by such documents. Motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses adopt the Naugatuck Valley Council of Governments Hazard Mitigation Plan Update, 2021-2026 resolution; as if read: WHEREAS, the Borough of Naugatuck has historically experienced severe damage from natural hazards and it continues to be vulnerable to the effects of those natural hazards profiled in the plan (e.g. flooding, high wind, thunderstorms, winter storms, earthquakes, droughts, dam failure, and wildfires), resulting in loss of property and life, economic hardship, and threats to public health and safety; and WHEREAS, the Naugatuck Board of Mayor and Burgesses approved the previous version of the Plan in 2015; and  -5- Minutes – Board of Mayor and Burgesses Regular Meeting – November 3, 2021 WHEREAS, the Borough of Naugatuck and the Naugatuck Valley Council of Governments developed and received conditional approval from the Federal Emergency Management Agency (FEMA) for the Hazard Mitigation Plan Update, 2021-2026 under the requirements of 44 CFR 201.6; and WHEREAS, public and committee meetings were held and public input was sought in 2020 and 2021 regarding the development and review of the Hazard Mitigation Plan Update, 2021-2026; and WHEREAS, the Plan specifically addresses hazard mitigation strategies and Plan maintenance procedure for Naugatuck; and WHEREAS, the Plan recommends several hazard mitigation actions/projects that will provide mitigation for specific natural hazards that impact Naugatuck, with the effect of protecting people and property from loss associated with those hazards; and WHEREAS, adoption of this Plan will make Naugatuck eligible for funding to alleviate the impacts of future hazards; now therefore be it RESOLVED by the Board of Mayor and Burgesses: 1. The Plan is hereby adopted as an official plan of the Borough of Naugatuck. 2. The respective officials identified in the mitigation strategy of the Plan are hereby directed to pursue implementation of the recommended actions assigned to them. 3. Future revisions and Plan maintenance required by 44 CFR 201.6 and FEMA are hereby adopted as a part of this resolution for a period of five (5) years from the date of this resolution. 4. Burgess Comments/Sub-Committee Reports Burgess Marenghi said many renovations have taken place at the library. Kudos to the director for acquiring grants to pay for all of the improvements. Burgess Neth-Kunin said she is happy to be here. Burgess Mizeski welcomed the new burgesses. Burgess Dambowsky said he is glad to have the new burgesses on the board. He congratulated Superintendent of Parks Sandra Lucas-Ribeiro and said she is a stellar employee. Burgess Bronko congratulated everyone and is looking forward to working with them. Burgess Mudry said he is happy to be here. Burgess Smith is grateful to be here and moving Naugatuck forward. Burgess Vitale said the Park and Recreation Department held a bingo event. He attended the Glendale ribbon cutting ceremony. The Elks Club held a ziti dinner fundraiser for animal control. He attend the ribbon cutting for the new thrift store on Rubber Avenue Extension. The Historical Society held a graveyard tour. The Historical Society will be moving items into the Tuttle Building as soon as they are able to go on the second floor. Deputy Mayor Neth congratulated the newbies and the oldies on the board. 32. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko to recess to Executive Session at 8:20 p.m. for discussion on the following: Real Estate (Parcel B – RFP, LANXESS Property, 275 Church Street), and Pending Litigation.
