MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES JUNE 7, 2022 Due to the COVID-19 Pandemic, the Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone. 1. Mayor “Pete” Hess called the regular meeting to order at 7:03 p.m. with the following in attendance: BURGESSES: PRESS: R. VOTED: Unanimously on a motion by Burgess Neth-Kunin and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the minutes of the regular meeting of May 3, 2022, the public hearings of May 3, 2022 and May 10, 2022 and the special meetings of May 10, 2022 and May 11, 2022. Each member received copies for review. 4. VOTED: Unanimously on a motion by Burgess Neth-Kunin and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the monthly reports of May. Each member received copies for review. 5. Mayor’s Opening Comments Some important items will be discussed first before following the regular agenda. There will be a presentation on the skateboard park and separate public comment will be accepted on the skateboard park proposal. For the record: Mayor Hess: “There’s been a change in the recommended site and we’ll be presenting maps. The recommended site will now be a revised site at Linden Park, in the area of the tennis courts where we will have a basketball court, a skateboard park exactly the same size  -2- Minutes – Board of Mayor and Burgesses – Regular Meeting – June 7, 2022 and two tennis courts to fit in there as one site, that is now the recommended site, and the second site is on Crown Street. We also have some drawings so you can get an idea of the scale. We will have a presentation from park and rec and we will discuss it, accept public comment and then choose a location.” 6. Public Comment Three residents spoke against the Town Wide Broadband Project including 5G. They are concerned with the frequency waves affecting water, animals, people, bees and insects. Fiber-optic is safer. The government passed a bill that would reimburse 100% for fiber- optic. Children are most vulnerable. 7. Chief Kyle Kelley gave his monthly update on the Naugatuck Ambulance Corps (NAC). They responded the month prior to a young boy who was in cardiac arrest at school. Chief Kelley is happy to report the boy walked out of the hospital and made a miraculous full recovery. Kudos to the school personnel, the police and his team for their quick response to the boy’s medical needs. They received an Organizational Excellence Award last month. He was proud to participate in the Memorial Day ceremonies and parade. 8. Parks Superintendent Sandra Ribeiro and Recreation Department Secretary Emily Osterberg gave a presentation on the Skateboard Park Location. Mayor Hess wanted input from the community and from the kids themselves to see if this is what everyone wants. There was opposition regarding the playground area alongside Hop Brook Elementary School as the possible location for a skateboard park. Cedar Park is too small. The only other location that was under consideration was Linden Park. They initially didn’t choose Linden Park because they didn’t want to sacrifice the parking lot. Mrs. Ribeiro said they would probably take away two thirds of the tennis courts to make room for the skateboard park. The police department likes Linden Park as the location for the skateboard park. There is already a camera at Linden Park. Mrs. Ribeiro said they are considering putting the splash pad at the Hop Brook playground area along with a new playscape and picnic tables. There are two options for the board to consider. The skateboard park at Hop Brook and the splash pad at Linden Park or the skateboard park at Linden Park and the splash pad at Hop Brook. Mayor Hess said Dave Peterson from Rampage Skate Shop reconfigured the skateboard park to fit at Linden Park at a cost of $250,000 to complete the project. Mrs. Ribeiro said they are looking to fix the tennis courts at Baummers Pond. Burgess Vitale asked if lights would be on sensors in the area of the skateboard park. Will the area be fenced in? S. Ribeiro said lights are already on timers at Linden Park around the tennis courts. She said it will probably not be fenced in. Burgess Bronko asked about drainage. He thinks these are better locations for each of the activities. S. Ribeiro said Foreman Jeremy Lennon believes we should be okay with the existing drainage. Burgess Marenghi asked how much disruption will there be to current activities going on in other areas at Linden Park while the skateboard park is under construction. S. Ribeiro said there shouldn’t be much interruption to other activities. Most of the work is done during the day during the week.  -3- Minutes – Board of Mayor and Burgesses – Regular Meeting – June 7, 2022 Burgess Smith loves the splash pad at the Hop Brook location. Burgess Dambowsky said this is the way to go for both activities. Finance Board Chairman D. Sheridan said it would be a travesty to rip up the tennis courts for a skateboard park at Linden Park. Mayor Hess asked Public Works Director Jim Stewart to draw up a preliminary construction agreement with Rampage Skate in an amount not to exceed $250,000. VOTED: Unanimously on a motion by Burgess Bronko and seconded by Burgess Smith that the Board of Mayor and Burgesses select as the location for the skateboard park in the tennis court area at Linden Park and further select as the location for the splash pad at Hop Brook Town Park that will also have a playscape attached. 9. Michael Stallings, owner of EyeRecycle, discussed a pilot recycling program he is proposing to implement in Naugatuck. There is no cost to the borough. Residents leave their cans and bottles curbside. EyeRecycle employees pick up the cans and bottles. A check would then be issued to the resident for half the redemption value of each can and bottle. Mr. Stallings said he will begin a pilot program in July for three hundred residents in Waterbury. He will start picking up bottles and cans in Torrington in September and he is in talks with the City of New Haven. Parks Superintendent Sandra Ribeiro is concerned about bottle and can “pickers” taking them before EyeRecycle. Mayor Hess told Mr. Stallings to bring a proposed agreement to the July meeting. The mayor wants to make sure it won’t affect our contract with USA Hauling and Recycling. 10. Mr. Thomas Karas, Karas Co., gave an update on Naugatuck Website Enhancements. He looks forward to working with IT Director Jim Kallipolites and our current website host. He will be upgrading categories for businesses on the website and optimizing the profiles of town departments. He will create a video of events in the town to display the borough on the website. He touched on the ratings data, when and where people come to our website. 11. Mayor Hess reminded burgesses they could meet with him individually to review the maps and documents so they will be prepared to vote on implementing a Tax Incremental Financing District (TIF). New revenue is treated differently than existing revenue in the TIF District. The object is to get as much new revenue as we can through new construction. 12. Mayor Hess said the Facade Improvement Program is interrelated with the TIF District. We are in the preliminary stages. Burgess Smith is involved in the program. 13. Discussion/possible action to accept the Connecticut Water Company’s recommendation to award the Crestwood Drive Water Main Installation Project to John J. Brennan Construction Company. Mayor Hess said there has been significant changes to the figure that was given to residents due to supply chain issues. He feels residents on Crestwood Drive should be told why the number has increased. VOTED: Unanimously on a motion by Burgess Neth-Kunin and seconded by Burgess Bronko that the Board of Mayor and Burgesses accept the Connecticut Water Company’s recommendation to award the Crestwood Drive Water Main Installation Project to John J. Motion by Burgess Neth-Kunin and seconded by Burgess Bronko that the Board of Mayor and Burgesses adopt the following Connecticut Small Cities Community Development Block Grant Program Resolution, as if read: WHEREAS, Federal monies are available under the Connecticut Small Cities Community Development Block Grant Program, administered by the State of Connecticut, Department of Housing pursuant to Public Law 93 -3 83, as amended; and, WHEREAS, pursuant to Chapter 127c, and Part VI of Chapter 130 of the Connecticut General Statutes, the Commissioner of Housing is authorized to disburse such Federal monies to local municipalities; and, WHEREAS, it is desirable and in the public interest that the Borough of Naugatuck make application to the State for $1,000,000.00 in order to undertake a Small Cities Community Development Program and to execute an Assistance Agreement therefore, should one be offered. NOW, THEREFORE, BE IT RESOLVED by the Board of Mayor and Burgesses; 1. That it is cognizant of the conditions and prerequisites for State Assistance imposed by Part VI of Chapter 130 of The Connecticut General Statutes; and, 2. Public Comment Arts Commission member Francis Santana likes Mayor Hess’ “Hidden Gems” videos and asked if they could be included on the borough website. Burgess Comments/Sub-Committee Reports Burgess Mizeski reported the Housing Authority is trying to straighten out the bus situation. They approved cameras to be installed at the Oak Terrace Complex. There will be an ice cream social for the residents. Burgess Mudry has been discussing school security with Chief McAllister and Mayor Hess. Burgess Vitale reported that on June 18th from 8 a.m. to 5 p.m. on the green will be a POW MIA Vigil. On June 25th from 10 a.m. to 3 p.m. will be a fundraiser at the Loaded Goat for additions to the splash pad. Duck Day was great. Burgess Vitale reached out to the Chamber of Commerce to see why they are not using local vendors for Duck Day. Burgess Neth-Kunin reported the Planning Commission had a slide presentation on the proposed Amazon building. Congratulations to the Adult Education graduates. Burgess Dambowsky reported the Fire/Police have dedicated many volunteer hours to the events held this past month. The POW MIA Vigil means a lot to everyone that sits in the cages. Burgess Marenghi thanked the Veterans Council and John DeBisschop for bringing back the parade in its full glory. Congratulations to the 2022 graduates. The summer concerts will be starting next Tuesday evening. Troop 102 will be holding a bottle/can drive and clothing drive this Saturday at 11 a.m. to 1 p.m. at the Congregational Church. 43.
