MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES NOVEMBER 22, 2022 Due to the COVID-19 Pandemic, the Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone. 1. Mayor “Pete” Hess called the special meeting to order at 6:07 p.m. with the following in attendance: BURGESSES: PRESS: R. Neth G. Mudry, absent A. Yilma M. Bronko D. Neth-Kunin F. Dambowsky M. Smith, absent RESIDENTS: C. Marenghi, absent R. Vitale Unable to determine due to the format J. Mizeski, virtual DEPARTMENT HEADS: OTHERS: A. Bruce, Controller L. Wehry, IT Assistant B. Rizk, BOE Business Manager, virtual P. Munko C. Montini, Superintendent of Schools 2. Paul Munko led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize the Superintendent of Schools to apply to the Commissioner of Administrative Services for the HVAC Grant Project at Hop Brook Elementary School. 4. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize the Borough of Naugatuck Standing Building Committee as the building committee in charge of the HVAC Grant Project at Hop Brook Elementary School. 5. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess or the Superintendent of Schools to enter into a contract with Controlled Air, 21 Thompson Road, Branford, CT 06405 in the amount of $80,000 for the preparation of schematic drawings, education and outline specifications, and services related to the HVAC Grant Project at Hop Brook Elementary School. 6. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the use of funds from the Education Capital Construction Account to fund the HVAC Grant Project at Hop Brook Elementary School in the amount of $2,000,000. -2- Minutes – Board of Mayor and Burgesses Special Meeting – November 22, 2022 For the record: Mayor Hess: “I’m going to vote for this at the request of the superintendent but using this money with the understanding that we’re not going to receive reimbursement until, I don’t know how long, but for some period of time that could be lengthy means that there won’t be any money in the Capital Reserve Account to do other projects until we get reimbursement. Is that understood?” 7. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the HVAC Grant Project at Hop Brook Elementary School in an amount not to exceed $4,270,000. as recommended by the Naugatuck Standing Building Committee. For the record: Mayor Hess: “For clarification purposes and the record Allyson, this is the new final number that we’re working with right now for the entire project and some of the money will come from ARPA, some from our Capital Reserve Account and some from the state, correct?” 8. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Controller Allyson W. Bruce to refund the following tax refund approved by Tax Collector James Goggin; as if read: Bill Name Address City/State/Zip Over Paid 2021-01-1208 Borough of Naugatuck-Lighthouse Refund 229 Church Street Naugatuck, Ct 06770 -516.76 9. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Neth-Kunin to adjourn the special meeting at 6:35 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
