MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES JULY 5, 2023 The Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone. 1. Mayor “Pete” Hess called the regular meeting to order at 7:05 p.m. with the following in attendance: BURGESSES: PRESS: R. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the minutes of the regular meeting of June 6, 2023 and the special meeting of June 27, 2023. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the monthly reports of June. Each member received copies for review. 5. Mayor’s Opening Comments Mayor Hess said the fireworks have been rescheduled to Friday night. The shooting area has been relocated one hundred and fifty yards to the southwest across the river to the Uniroyal Property. We now have the capability to shoot larger shells. 6. Public Comment – None 7. NAC Chief Kyle Kelley gave the monthly update on the Naugatuck Ambulance Corps (NAC). NAC responded to forty mutual aid calls and only requested five mutual aid calls last month. They had two “code saves” where they resuscitated two people who were then brought to the hospital and recovered. Chief Kelley said Naugatuck is unique. He has not experienced in his career how frequently it happens.  -2- Minutes – Board of Mayor and Burgesses – Regular Meeting – July 5, 2023 8. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor Hess to sign a contract for an “Annual Software Support and Maintenance for the Maple Hill Tower Site through June 30, 2026” with Motorola, 1307 East Algonquin Road, Schaumburg, IL 60196 and NorcomCT, Inc. (agent for Motorola), formerly Northeastern Communications, Inc., 7 Great Hill Road, Naugatuck, CT 06770 as recommended by Police Chief C. Colin McAllister. Contracts shall commence upon vendor completing all borough requirements and the purchase order is received by vendor. 9. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor Hess to sign an amendment to the existing license agreement between TEGNA Broadcast Holdings LLC d/b/a WCCT-TV as ultimate successor-in- interest to Tribune Television Company d/b/a Channel 20, Inc. (“Licensor”) and the Borough of Naugatuck for (a.) renewal for up to four additional 5-year terms and (b.) for an increase in the license fee of $300.00 per month beginning July 2023 associated with the installation and storage of equipment and modifications to the property to add an emergency generator support where there is none currently for the Fire and Police Radio Communications Antenna as recommended by Police Chief C. Colin McAllister and Assistant Fire Chief Walter Seaman. 10. Mayor Hess discussed Facade Improvement Programs in other municipalities such as Torrington, New Britain, Meriden, East Hartford, Wethersfield, Clinton and Danbury. The programs are all very similar. Most municipalities have a program where the business would spend up to fifty thousand dollars to improve their façade and the town would implement a forgiveness plan for half the amount. The business owner would have to comply with all aspects in the agreement, and the town would reimburse or forgive up to fifty percent of the amount spent on the improvements, which would be given over a five- year period. The work must be completed before they receive any of the money. Mayor Hess said Attorney Fitzpatrick is to create a draft business plan to review for a Façade Improvement Program in the borough. He is thinking we should start with the TIF District, especially Rubber Avenue, and see if there are funds to extend further. Burgess Vitale mentioned North Main Street, Spring Street and Bridge Street needing to improve their façade. 11. For the record: Mayor Hess: “Just for the record, we are now on item nine, New Sidewalk Ordinance for discussion.” Mayor Hess said an inventory was completed on the condition of all sidewalks in Naugatuck. There are five categories of sidewalks, color coded by condition. He showed a map of all the streets in town coded with their assigned color. Red is the worst, orange is poor, yellow is good, light green is fair and dark green is excellent. The sidewalks on Scott  -3- Minutes – Board of Mayor and Burgesses – Regular Meeting – July 5, 2023 Street and Ward Street are the two worst areas in town. Mayor Hess said they want to do all sidewalks in town but it would cost in the range of thirty to forty million dollars. Scott Street would cost $1,100,000 and Ward Street would cost $600,000 to replace sidewalks on both sides of the street. Only $200,000 has been set aside in the budget this year to start a pilot program. The mayor said we need a well thought out town wide sidewalk replacement plan. A plan that is fair to every homeowner. A discussion ensued regarding the poor condition of sidewalks in the borough and the cost to implement a replacement program. A sidewalk replacement plan is very similar to the road-paving plan. Once poor streets are paved, those that were not as poor are poor now and need to be paved. A sidewalk plan will be the same. Mayor Hess asked Public Works Director Jim Stewart to make a recommendation by next month on a street or streets that sidewalks can be done with the money that has been set aside to start the pilot program. 12. Mayor Hess appointed Amaryllis Perez, 727 Rubber Avenue, Naugatuck, CT 06770 as a member of the Naugatuck Elderly Commission, term to expire June 1, 2024. 13. Mayor Hess reappointed Kenneth J. Pollock (R), 59 Margaret Circle, Naugatuck, CT 06770 as a regular member of the Zoning Board of Appeals, term to expire July 1, 2028. 14. Mayor Hess reappointed Cathy Zuzick, 39 Brighton Road, Naugatuck, CT 06770 as a regular member of the Blight Citation Hearing Board, term to expire July 1, 2026. 15. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the reappointment of James Higgins (D), 67 Michael Lane, Naugatuck, CT 06770 as a regular member of the Board of Finance, term to expire July 1, 2026. 16. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the reappointment of Diane Scinto (R), 190 East Waterbury Road, Naugatuck, CT 06770 as a regular member of the Board of Finance, term to expire July 1, 2026. 17. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the reappointment of Joseph Savarese (D), 145 Union City Road, Naugatuck, CT 06770 as a regular member of the Board of Finance, term to expire July 1, 2026. 18. Mayor Hess discussed the Borough of Naugatuck Logo. He said a historian misinterpreted the Algonquin language. Naugatuck does not mean large tree. It means winding river. He said industry came here because of the river. The mayor would like to properly and formally change the borough logo from the large tree to a winding river. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor Hess to sign an amendment to the scope of services with Kleinfelder for the Sanitary and Stormwater Improvement Project. 25. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor Hess to sign a Financial Assistance Proposal with DECD relating to the Connecticut Community Challenge Grant. 26. Public Comment – Agenda Items CERT member Tina Royal gave an update on her efforts to create an information center. 27. Mayor and Burgess Comments/Sub-Committee Reports Mayor Hess said the Park Commission would like the board to consider naming the football practice field by Hop Brook School after Paul McGrath and the field by DelGobbo Field after Michael Falcha. The mayor will put the topic on the agenda next month. Burgess Vitale said Recreation Director Kim Eyre retired. She was supportive to him with getting the dog park established. He wishes her well on her retirement. Burgess Vitale is concerned the excavation downtown will create parking issues for the businesses. For the record: Mayor Hess: “Anyone who wants to park, all they have to do is go on Old Firehouse Road and there’s about sixty empty spots every day and walk fifty yards to your location. There’s plenty of parking on Old Firehouse Road. I take my grandson to school a lot or pick him up and I just go down Old Firehouse Road.”  -6- Minutes – Board of Mayor and Burgesses – Regular Meeting – July 5, 2023 IT Director Kallipolites said there is an issue with Google and Gmail bouncing borough emails back. He said if too many email addresses are sent in one email, Google assumes it is spam. The IT Department is trying to work with Google to fix the issue. For the record: Mayor Hess: “Jim, I’d like to note for the record that you, on your own time, put you past 8:45 p.m.” Referring to Jim Kallipolites talking past his projected end time for the meeting. 28. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Mizeski to recess to Executive Session at 8:53 p.m. for discussion on the following: Real Estate (Parcels A, B, C, Y & Z, Naugatuck Industrial Park Section III, Breen Field/Rotary Field, Acquisition of Land for Downtown Parking, Church Street Parking Study, Tax Incremental Financing District, Church Street, Maple Street, Peter Paul/Hershey Property), Collective Bargaining (Fire Union MOU, Street Union, Chapter 89 Union, Chapter 90 Union, Police Dispatchers Union), Personnel (Assistant Golf Course/Pro Shop Manager Contract), Contract Negotiations (West Hill Condominiums) and Pending Litigation. No one was invited into executive session. Mayor Hess reconvened the meeting at 9:32 p.m. 29. The following motions emanated from executive session. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor Hess to enter into a Memorandum of Understanding with the Fire Fighters Union, Local 1219, IAFF, AFL-CIO as discussed in executive session. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor Hess to enter into an employment agreement with John Sevivas for the positon of Assistant Golf Course/Pro Shop Manager as discussed in executive session. 30.
