MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES JULY 25, 2023 The Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone. 1. Mayor “Pete” Hess called the special meeting to order at 6:36 p.m. with the following in attendance: BURGESSES: R. Neth G. Mudry, virtual M. Bronko, virtual D. Neth-Kunin F. Dambowsky M. Smith C. Marenghi, virtual, arr. 6:48 p.m. R. Vitale J. Mizeski DEPARTMENT HEADS: OTHERS: J. Stewart, DPW Director, virtual L. Wehry, IT Assistant C. McAllister, Police Chief N. Kulikauskas, Kleinfelder, virtual N. Keenan, Kleinfelder, virtual 2. Deputy Mayor Neth led in the Pledge of Allegiance to the flag. 3. Mayor Hess said the town sent out an RFQ (Request for Qualifications) for an engineering firm to design the Parcel B Downtown Road Network. The downtown road network would be Old Water Street, a portion of Rubber Avenue from Water Street up to Old Firehouse Road, Old Firehouse Road and the new road. Two or three proposals were received and the team determined Kleinfelder was the best choice. Kleinfelder put together a very extensive set of specifications in a fourteen-page document entitled Parcels A&B Major Hub Development Borough Roadway & Site Improvements Concept Design Phase Scope of Services that states what needs to be completed to finalize the project. There will be many meetings coordinating the borough, the state, Corvus, Pennrose and the Cloud Company to work efficiently on an aggressive schedule. Everyone would like construction to commence in the spring of 2024. The State DOT would like to begin in the spring of 2025. The borough will begin building the roads. Pennrose and the Cloud Company will begin their projects. The state will build the train station. They will work to encourage the state to expedite their schedule. Pennrose and Corvus are both here because we have a commuter line with twenty-two trains. The budget for the project will be $437,273, which will come from the TIF District funding. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Mizeski that the Board of Mayor and Burgesses authorize Mayor Hess to enter into an agreement to hire Kleinfelder for the scope of work identified on the Borough of Naugatuck Parcels A&B Major Hub Development – Borough Roadway & Site Improvements Concept Design Phase in the amount of $437,273. Burgess Marenghi was not present for the vote. -2- Minutes – Board of Mayor and Burgesses Special Meeting – July 25, 2023 Burgess Marenghi arrived 6:48 p.m. 4. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Mizeski that the Board of Mayor and Burgesses authorize Mayor Hess to sign contracts for the “Police Department Impound Parking Lot” with (a) Steve’s Electrical Contracting, 508 Candee Road, Naugatuck, CT 06770 to Install Light Poles & Fixtures in the amount of $12,400, (b) Security 101 – Connecticut, Advanced Security Integration LLC, 158 North Main Street, Southington, CT 06489 to Move the Camera in the amount of $2,615, (c) Two Additional Portable Security Cameras for location determined by the NPD at a price not to exceed $3,500 per camera, for a total amount of $22,015 as recommended by Police Chief C. Colin McAllister. Contracts shall commence upon vendor completing all borough requirements and the purchase order is received by vendor. 5. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Neth-Kunin that the Board of Mayor and Burgesses approve the bid for FY24-B049 for “Hauling and Recycling Services – Tires Collection” to Stone Construction Co., Inc., 168 Main Street South, Southbury, CT 06488 as per bid as recommended by Public Works Director James Stewart. A & B Carting, LLC rescinded their contract for tires collection. Contracts shall commence upon vendor completing all borough requirements and the purchase order is received by vendor. 6. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Mizeski to adjourn the special meeting at 7:08 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
