MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES OCTOBER 3, 2023 The Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone. 1. Mayor “Pete” Hess called the regular meeting to order at 7:00 p.m. with the following in attendance: BURGESSES: PRESS: R. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the minutes of the regular meeting of September 5, 2023 and the special meeting of September 26, 2023. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the monthly reports of September. Each member received copies for review. 5. Mayor’s Opening Comments Mayor Hess said there might be a need to hold two special meetings this month. The Fall Festival will be held on October 28th from 3 p.m. to 9 p.m. with a Trunk or Treat. 6. Public Comment Conservation Commission Chairwoman Melissa Leonard said she emailed the borough board the commissioners’ comments that were sent to the Planning Commission regarding the proposed revision to the Plan of Conservation and Development. 7. NAC Chief Kyle Kelley gave the monthly update on the Naugatuck Ambulance Corps (NAC). They responded to 500 calls in the month of September with 40 mutual aid calls to other towns. The staff spent over 300 hours helping other towns including Waterbury. A second new ambulance is in service. The chief is trying to upgrade old outdated equipment.  -2- Minutes – Board of Mayor and Burgesses – Regular Meeting – October 3, 2023 Two members of the staff will be recognized at the EMS Expo Conference for twenty years of service. Chief Kelley will be receiving the leadership award also at the conference. 8. Mayor Hess said there is $200,000 in an account for Town Wide Sidewalk Improvements. They will bid contractors to do the sidewalk repairs/replacements. Public Works Director Jim Stewart is working with the engineering department on the project. Mayor Hess said this is a pilot program where they will try to create a formula to move forward with replacing sidewalks in the entire town. He said they would have to see how the pilot program works so they can make a recommendation for the budget next year. 9. Borough Attorney Edward Fitzpatrick discussed the draft Facade Improvement Program. He said the purpose of the program is to encourage private investment in façade improvements. There will be an application process and a committee will review the proposals. Businesses will spend money on improvements to their facade; the town would implement an incentive plan to forgive half the amount, maximum $50,000 investment. The borough will use TIF money to reimburse or forgive half of the businesses’ investment on the façade. The mayor did not like improvements to the interior of the business as written in the draft proposal. He and Attorney Fitzpatrick will meet next week to discuss. 10. Mayor Hess reappointed Raymond Savoy (R), 1081 New Haven Road, 2A, Naugatuck, CT 06770 as a regular member of the Fire Commission, term to expire May 1, 2027. 11. Mayor Hess reappointed Thomas McKirryher (D), 99 Tanglewood Lane, Naugatuck, CT 06770 as a regular member of the Fire Commission, term to expire May 1, 2028. 12. Mayor Hess reappointed Maria Fidalgo, 29 Woodruff Avenue, Naugatuck, CT 06770 as a member of the Naugatuck Housing Authority, term to expire October 1, 2027. 13. Mayor Hess reappointed Helen F. Borbas, 71 Osborn Road, Apt. 4M, Naugatuck, CT 06770 as a member on the Naugatuck Housing Authority, term to expire October 1, 2028. 14. Mayor Hess appointed David Keller, 33 Bingham Street, Naugatuck, CT 06770, as a member of the Greater Waterbury Transit District, filling the unexpired term of A. Chaplin, term to expire November 1, 2023. 15. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the reappointment of Mary Ann Reilly, 170 Meadow Street, Naugatuck, CT 06770 as a regular member of the Human Resource Development Board, term to expire October 1, 2026. 16. Motion by Burgess that the Board of Mayor and Burgesses approve the reappointment of Brian Vaugh, 24 Rayron Cirlce, Naugatuck, CT 06770 as a regular member of the Conservation Commission, term to expire November 1, 2025. Motion by Burgess that the Board of Mayor and Burgesses approve the reappointment of Kelly Tremlett, 25 Walnut Street, Naugatuck, CT 06770 as an alternate member of the Conservation Commission, term to expire November 1, 2025. Motion tabled. 18. Motion by Burgess that the Board of Mayor and Burgesses approve a supplemental contract with Axon Enterprise, Inc., 180 East Sky Harbor Circle, Phoenix, AZ 85034 for “Two Additional Body Worn Cameras” as recommended by Deputy Police Chief Daniel Norck. Motion tabled. 19. Mayor Hess said the timing is very important regarding the revised Plan of Conservation and Development. It is a ten-year plan with many maps. The board received the updated plan today and will review it. The Planning Commission will hold a public hearing in December. 20. Public Comment – Agenda Items – None For the record: Mayor Hess: “I will note for the record that those people who think we don’t have transparency, who never come comment, but for the last eight years we have been taking comments and we invite them two times at every meeting. We’re on Zoom, we’re here live, we all have phones, we all have emails. We’re willing to talk. Always looking for suggestions. I like the fact that someone I never met came in here tonight, has a better grip on transportation than most of our citizens. We need more of that. Good thing. 22. Mayor and Burgess Comments/Sub-Committee Reports Burgess Neth Kunin reported the posters for the Bully Prevention Poster Contest will be reviewed on October 9th. Not all schools wanted to participate in the contest. Burgess Vitale said the Historical Society will hold their annual meeting at the Crystal Room on October 15th from 1 p.m. to 4 p.m. He said the EMS Pro Conference is a big deal. Chief Kelley downplayed the importance of him receiving the award. It is statewide and will be held at Foxwoods Casino on October 26th at 6 p.m. Burgess Mizeski said there is an opening on the Naugatuck Valley Health District. Burgess Dambowsky said the VFW Citizens Awards Ceremony was last month. The fire department had to battle two very big fires in the past two weeks. He commended the police department, the fire department and the fire police on the job they did on both fires. The CERT Team spent last Saturday in training at the New Haven Fire Academy. Burgess Marenghi said this is our last full meeting together before the election. He said it has been a pleasure serving with everyone. Get out and vote. Deputy Mayor Neth said as a board they make decisions on the information that is given to them. They make decisions based on Naugatuck, not party lines. Get out and vote. He is disappointed schools didn’t want to participate in the Bully Prevention Poster Contest. He thanked George Mudry for his service over the past two years.  -5- Minutes – Board of Mayor and Burgesses Regular Meeting – October 3, 2023 23. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko to recess to Executive Session at 8:10 p.m. for discussion on the following: Real Estate (Parcels A, B, C, Y & Z, Naugatuck Industrial Park Section III, Breen Field/Rotary Field, Acquisition of Land for Downtown Parking, 30 Church Street, Tax Incremental Financing District, Church Street, Maple Street, Peter Paul/Hershey Property), Collective Bargaining (Chapter 89 Union, Chapter 90 Union, Police Dispatchers Union) and Pending Litigation. No one was invited into executive session. Mayor Hess reconvened the meeting at 8:34 p.m. 24. The following motion emanated from Executive Session. Motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses extend the negotiation period on the 30 Church Street as well as the adjoining piece condemnation until October 24th at 8 p.m. Motion rescinded. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses extend the negotiation period on the condemnation at 30 Church Street and the adjoining piece until October 24th at 6 p.m. 25.
