BOARD OF MAYOR AND BURGESSES
JUNE 4, 2024
The Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid basis.
Everyone was welcomed to attend in person, by Zoom Webinar or by phone.
1. Mayor “Pete” Hess declared the public hearing to order at 7:11 p.m. with the following in
attendance:

2. Mayor Hess announced that the Public Hearing is to discuss the proposed adoption of Ordinance
#138 – Delinquent Motor Vehicle Taxes, Section 17.4 – 17.5 in Article I. In General, Chapter
17, Taxation hereby creating a new Section 17-6 – 17-20 Reserved of the Code of Ordinances of
the Borough of Naugatuck, Connecticut. Legal Notice of this hearing has been published in the
Republican American Newspaper on June 2, 2024.
Mayor Hess stated there will be a recording of the public hearing and everyone will be given an
opportunity to speak after stating their name and address for the record.
3. Mayor Hess said Tax Collector James Goggin wants the borough board to adopt an ordinance
allowing him to charge a $2 fee on delinquent motor vehicle taxes. Controller Allyson Bruce said
this would allow the tax collector to collect a $2 fee when the tax department must report
delinquent motor vehicle taxes to the Connecticut Department of Motor Vehicles.
4. Public Comment
A resident asked when the tax bills would be mailed. Controller Bruce replied within two weeks.
5. Mayor Hess declared the public hearing closed at 7:15 p.m.
A digital recording of this meeting is available in the office of the Borough Clerk for further
review.

1. Mayor N. Warren “Pete” Hess will declare the Public Hearing open at p.m.
2. Mayor Hess will announce that the Public Hearing is to discuss the following proposed
assessments for the Crestwood Drive Water Main Installation Project.
Proposed assessments are payable in annual installments for twenty (20) years at 2%
interest:
(1) Residents not tying-in to the water main: $7,627.29; $381.36/yr.
(2) Residents tying-in to the water main/retaining wells: $10,277.69; $513.88/yr.
(3) Residents tying-in to the water main/abandoning wells: $12,315.35; $615.77/yr.
The above assessment will be reduced for each homeowner who paid the $500 deposit.
The following homes did not pay the $500 deposit: #29, #41, #95, #109, #119, #160,
#170, #190, #199, #231, #235, #309 Crestwood Drive and #228 Union City Road.
The unpaid assessment balance may be paid at any time without penalty. Delinquent
interest at the rate of 18% will be charged for those payments not made in the time period
specified on the annual bill. Legal Notice of this hearing has been published in the
Republican American Newspaper on May 26, 2024.
Mayor Hess will state there will be a recording of the Public Hearing and everyone will
be given an opportunity to speak.
Mayor Hess will ask for comments from the public after stating their name and address
for the record.
