MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES JULY 2, 2024 The Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone. 1. Mayor “Pete” Hess called the regular meeting to order at 7:02 p.m. with the following in attendance: BURGESSES: PRESS: R. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the minutes of the regular meeting of May 7, 2024 and the special meeting of May 30, 2024. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the monthly reports of June. Each member received copies for review. 5. Mayor’s Opening Comments Mayor Hess said the regular meeting will be short. Executive session will be longer, there are a lot of items that need to be discussed. There is a possibility that there will be a second meeting this month. 6. Public Comment CERT members completed one hundred sixty hours of training. They visited the Senior Center. 7. NAC Chief Kyle Kelley gave the monthly update on the Naugatuck Ambulance Corps (NAC). He said three years ago, the mayor, burgesses and some of the chiefs in town were trying to figure out what was going to happen with ambulance service. Today an additional ambulance will be added into the rotation. They are also working on hiring a paramedic,  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – July 2, 2024 not to contract one any longer, hopefully in August. Travelers Championship asked them to join Trinity Health during the golf tournament. Call volume has been consistent. 8. Mayor Hess said all fourteen of the Borough of Naugatuck Development Projects are full speed ahead. 9. Arts Commission Co-Chair Francis Santana and Commissioner Jeffrey Erdmann discussed the Final Mural Design at the Intersection of Maple Street and Water Street. Ms. Santana said the Native American Institute contacted them with advice on an appropriate representation of Native Americans on the mural. The institute recommended a Native American fishing, a fishing net or a trap. The artist went with a trap. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses adopt Edited Design #7 as the Final Mural Design for the Intersection of Maple Street and Water Street. 10. Mayor Hess appointed Smith A. Payne, Jr., 1 Van Avenue, Naugatuck, CT 06770 as a member of the Naugatuck Housing Authority, filling the unexpired term of J. Taf, term to expire October 1, 2024. 11. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the bid for contract FY25-B097 for “Turf Maintenance Materials” to the following vendors as per bid as recommended by Public Works Director James Stewart, as if read: SiteOne Landscape Supply Tom Irwin, Inc. 1385 East 36th Street 13 A Street Cleveland, OH 44114 Woburn, MA 01813 Harrell’s LLC The Cardinal’s, Inc. 5105 New Tampa Highway 166 River Road Lakeland, FL 33815 Unionville, CT 06085 Contracts shall commence upon vendor completing all borough requirements and the purchase order is received by vendor. 12. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the bid for contract FY25-B098 for “Request for Proposal for the Purchase of Hardware, Lumber, Signs, Construction and Maintenance Supplies to Able Tool & Equipment LLC, 410 Burnham Street, South Windsor, CT 06074 as per bid as recommended by Public Works Director James Stewart.  -3- Minutes – Board of Mayor and Burgesses Regular Meeting – July 2, 2024 Contracts shall commence upon vendor completing all borough requirements and the purchase order is received by vendor. 13. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor Hess to waive the bid and execute all contracts and related documents required to order a Pierce Enforcer Rescue Truck for the fire department through the Houston Galveston Area Council in the amount of $1,336,000.00 from the Firematic Supply Company, East Yaphank, NY, rescue truck to be leased over 10 years as recommended by Deputy Fire Chief Kenneth Hanks. 14. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses award the Cedar Street and Water Street Project to Priority Landscaping LLC, 258 Whisconier Road, Brookfield, CT 06804 in the amount of $219,395.00 plus contingencies and authorize Mayor Hess to sign all necessary contracts and change orders as recommended by Public Works Director James Stewart. 15. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Controller Allyson W. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses add to the agenda a motion authorizing Public Works Director James Stewart to accept a fee in lieu of final paving. 17. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Public Works Director James Stewart to accept a Fee in Lieu of Final Paving from the Connecticut Water Company in the amount of $125,000.00 for  -4- Minutes – Board of Mayor and Burgesses Regular Meeting – July 2, 2024 the repaving of Church Street from Rubber Avenue to Division Street, including sidewalks, Park Place, Rubber Avenue from Meadow Street to Old Firehouse Road and approximately thirty feet on Elm Street. The Connecticut Water Company will be responsible to repair all state roads and sidewalks on state roads. 18. Public Comment – Agenda Items – None 19. Mayor and Burgess Comments/Sub-Committee Reports Burgess Neth said we lost a Naugatuck icon with the passing of Joan B. Taf. He had the pleasure of working with her for many years as she was a burgess and then as mayor. She is going to be missed. He is happy John Mariano will be the new Naugatuck basketball coach. Burgess Marenghi questioned state properties in town. They are leaving a mess after they are done working on their projects. Burgess Rosenblatt reported there will be a meeting with the trades union on July 12th. She attended a community conversation with Burgess Neth-Kunin and Burgess Gallo. Burgess Gallo said the community conversation was excellent. They discussed how they could make it clear to people when and where there are activities for community members, families and kids. She said the mayor’s monthly updates should quell misinformation regarding projects in town. Deputy Mayor Vitale said it was heartbreaking to lose Joan Taf. She was a friend. He discussed the cameras he looked into for purchase. The price is $4,021 for a camera without installation. Mayor Hess reminded everyone that Friday night is the Summer Festival and fireworks. The fireworks will be launched from Breen Field. 20. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt to recess to Executive Session at 7:56 p.m. for discussion on the following: Real Estate (Parcels A, B, C, Y & Z, Naugatuck Industrial Park Section III, Assignment of Cell Tower Lease at Former LANXESS Site, 0 Longwood Drive, Riverview Mobile Home Park, Hershey Property), Collective Bargaining (UPSEU MOA, Firefighters Union), Personnel (Fire Chief, Deputy Fire Chief) and Pending Litigation inviting in Deputy Fire Chief Kenneth Hanks and Human Resources Director John Lawlor. Mayor Hess reconvened the meeting at 9:15 p.m. 21. The following motions emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor Hess to enter into a Four-Year Contract commencing July 1, 2024 with the Fire Union as discussed in executive session.  -5- Minutes – Board of Mayor and Burgesses Regular Meeting – July 2, 2024 VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor Hess to enter into a purchase and sale agreement of certain assets relating to a ground lease located at 280 Elm Street, Naugatuck, Connecticut as discussed in executive session. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses hereby authorize Mayor Hess to sell a vacant parcel of land known as 0 Longwood Drive, Assessor’s ID No. # 074-9240 to Pamela Espinoza and Guiler Valdivia for the purchase price of $25,000.00 and to sign all necessary documents to consummate such sale. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor Hess to enter into a Memorandum of Agreement with Union Local 424- Unit 15 White Collar Employees regarding a stipend and additional duties imposed on a finance department employee, as discussed in executive session. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor Hess to execute a waiver of compensation and appraisal with the State of Connecticut Department of Transportation concerning land located on Parcel B that is to be transferred by the borough to the Connecticut Department of Transportation. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to transfer Borough of Naugatuck property to the State of Connecticut Department of Transportation consisting of a total area of 48,340± square feet along with certain other property rights as required for the construction of the Naugatuck Railroad Station, State Project 304-022 as shown on a right of way survey prepared by CONNDOT. 22. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt to adjourn the regular meeting at 9:23 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
